    Community Mobilization and BCC Officer - Maternity Cover

     

    ROLE PURPOSE: 
    Coordinate, monitor and supervise the community based promotion and mobilization activities related to the infant and young child feeding and Nutrition Behavioral  change.

    KEY AREAS OF ACCOUNTABILITY:
    Objective 1: Organise Stakeholders participation, sensitisation and advocacy

    • Coordinating the development of communications materials and participate in their review and comment on print and electronic media materials including scripts, posters, leaflets, video/audio recordings. This also includes working with KM/communication coordinator in development of programme case studies and documentaries.
    • Ensure strong link with state, local government and community stakeholders
    • Work closely with Health and Nutrition Advisor to design and deliver communications interventions that facilitate behaviour change amongst target groups across the focal LGAs
    • Support and mentor community mobilization assistants to carry out their activities on community sensitization, mobilization, IYCF and Nutrition BCC activities
    • Lead on planning and implementation of feedback mechanisms with leaders, communities and beneficiaries
    • Keep records of supervision and actions taken from own activities and activities of the CMA
    • Link with other organisations present in the area
    • Plan logistics and materials needs for the activities to be carried out
    • Be responsible for the strengthening and coordination of complain and response mechanism (CRM) activities
    • Relationship building negotiation and problem solving with authorities, communities and Mobilizers/Volunteers
    • Work with the Advocacy and mobilization Advisor, State team leader (STL) and other technical program staff to conduct BCC needs assessment and assist with designing, pre-testing and finalizing drafts of BCC materials under the guidance and direction of the social protection advisor
    • Develop good knowledge of state and local government structures, parliamentary and political processes, traditional and religious structure and any other key decision making structures and how to influence them.
    • Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, religious/traditional leaders, community members, donors and politicians, of the value of social protection in the state.
    • Ensure Save the Children visibility and acceptance in the state and LGAs

    Objective 2: Monitoring and evaluation of  Community Mobilisation and Nutrition BCC activities

    • Prepare a monthly plan or field activities
    • Ensure timely collection, compilation and analysis of quality data as well as production of quantitative and qualitative reports regarding all CM activities (by SC staff and CV)
    • Produce case studies related to CM, at least one per quarter or as per line manager’s request
    •  Identify the problems in the implementation process and propose solutions
    •  Evaluate regularly the impact of the activities and propose changes for improvement

    SKILLS & EXPERIENCE
    Administrative & General Skills

    • At least 3 years of experience on community mobilization
    • Previous experience with other local and international NGOs
    • Experience in Nutrition and community based programmes,
    • Computer literacy (MS Word, MS Excel, MS PowerPoint)
    • Fluency in English and Hausa, spoken and written
    • Ability to work in partnership with government and other NGO’s staff
    • Good interpersonal skills

    Program Manager - CDGP

     

    Role Purpose
    The incumbent will strategically lead and manage the Child Development Grant Programme in Northern Nigeria; s/he will  be accountable for the achievement of programme deliverables and delivery of the joint log-frame within the consortium of Save the Children and Action Against Hunger.

    Key Areas of Accountability

    • Manage and lead programme related strategic liaison with in-country government, donors, consortium INGOs and Agencies. Manage relationships to ensure ongoing programme performance and technical quality assurance.
    • Ensuring the programme meets or exceeds agreed targets, including reviewing cross-consortium programme performance data and programme management arrangements on a monthly basis, identifying and agreeing residual actions, mitigation activities and influencing consortium partners to ensure partner performance is maintained.
    • Maintain a close working relationship with the technical team to ensure that the programme achieves technical excellence, embedding continuous improvements in operational aspects of programmes.
    • Inspire, lead and motivate programme teams to deliver on programme objectives.
    • Ensure that the project is appropriately staffed across Save the Children and consortium members, including the appropriate combination of expertise across technical and operational areas
    • Identify, implement and improve accountability mechanisms for operating under commercial arrangements across partnerships and programme consortium arrangements including contract compliance considerations.
    • Develop programme systems that are flexible and responsive to changing demands of programme implementation.
    • Ensure that an effective monitoring system is in place for achieving prior agreed targets in relation to programme activities, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor
    • Identify and effectively manage all key risks related to the programme
    • Demonstrate and ensure programme implementation demonstrates high levels of commitment to Save the Children and our vision, mission and values in order to ensure the objectives of your role and the country programme are met.
    • Ensure the effective and efficient use of all Save the Children resources in order to keep costs low and ensure safety in the workplace.

    Qualifications Skills & Experience

    • Prior experience of designing and/or delivering large scale (in excess of £10m) cash transfer programmes
    • Proven ability to manage large consortiums with a minimum of 4 years experience managing multi-regional or multi-country programmes
    • Demonstrable track record of meeting or exceeding programme targets, while maintaining technical quality.
    • Ability to represent the cash transfer programme at a strategic level and engage and influence key stakeholders
    • Demonstrated experience of working with national and/or regional level government structures to strengthen the capacity of the state to take ownership for and deliver services.
    • Self-motivated and results orientated.
    • Highly numerically articulate with a track record of data manipulation and use of spreadsheets and reporting systems.

    Policy Specialist

     

    Description
    Therefore this new position of a policy analyst specialist is a huge bridge towards ensuring evidences and knowledge gathered by the child development grant programme is well utilised within the new National social protection programmes as elaborated above. It’s also an opportunity to provide technical advice to the federal government on ensuring child poverty issues are integrated in all the key social protection schemes already identified by the federal government.

    Role Purpose

    • The role of the policy and stakeholder engagement specialist is to provide technical support to the National social investment programme (SIP) team on policy analysis, new Programme development, advocacy initiatives, strategy development and pro-poor governance agenda in the delivery of basic social services with focus on improving quality, efficiency, equity, access and sustainability to Services that will positively impact on the life of the people children especially. .
    • Advocacy is central to achieving our ambitious goals for children globally. Generating and marshalling evidence, including from existing programme experiences; advocating with policy makers and decision makers; generating political pressure and fostering an enabling environment through public mobilisation; and using media to amplify our messages are all essential parts of our influencing ‘toolkit’. Used well, they can lead to changes in policy and practice by governments and other actors that have lasting benefits for children, on a much bigger scale than what we can achieve through our direct programme activities.
    • This role is not rooted in a thematic specialism, but in leadership and expertise in influencing policy and practice through synergized advocacy and popular mobilization. 
    • The role will be located in Abuja with frequent support to other states where the federal government is implementing the social protection programmes.

    Job Summary 

    • The Policy and stakeholder engagement specialist will provide technical policy direction on child poverty in the design and implementation of the national social protection programme using evidence from existing child poverty programmes particularly the CDGP.
    • She/he will provide leadership in developing social protection advocacy related issues to fit into DFID and SCI’s advocacy and campaign strategy. S/he will also coordinate relationships with partners towards advancement of DFID and SCI’s social protection targets.
    • The policy and stakeholder engagement specialist will provide support in the development of strategies to address key governance and accountability challenges in the country with particular focus to social protection.
    • S/he will support the team to come up with systems and tools that will monitor the implementation of government’s plans and budgets.
    • The specialist will lead on key analysis and research of identified child-poverty issues in the country and produce documents and reports to ensure management of such knowledge.

    Specific Responsibilities Include:

    • Provide technical support in reviewing government policies and budgets with particular reference to Social Protection.
    • Provide support to the social protection team in forming strong alliance with identified stakeholders.
    • Provide technical support in the design, development and implantation of identified child-poverty strategies in the National social protection programmes.
    • Provide leadership in the integration of good practices from other child-poverty programmes into the new National social protection programmes.
    • Create strong linkages with other government child poverty units /departments and, development partners to develop strategies and plans for the National social Investment programmes.
    • Direct the development and maintenance of sustained Partnerships and Alliances with Civil Society organizations, media and other partners to advance SCI’s /DFID child-poverty targets.
    • Provide leadership in mobilization and capacity building of popular mass movements across Nigeria on issues of SIP.
    • Keep abreast with new researches and policies on social protection advocacy related issues across the country and internationally.
    • Prepare advocacy materials to facilitate the advancement of the SIP targets.
    • Consolidate and share learning and knowledge generated on child-poverty advocacy related issues.
    • Mainstream discussion and implementation of National Health Act and social insurance into Government Social Protection plan and implementation.

    Key Relationships:

    • The post holder will work directly with the special advisor to the president on social investment. H/she will have to report to both the special advisor and also National Programme Manager CDGP.
    • H/she will maintain a close working relationship with all the coordinators of the social investment programmes in the country.
    • S/he should also maintain a close relationship with the CDGP team both at national and state level. He/she will also liaise frequently with DFID programme supervisor

    Qualifications Skills & Experience
    General Skills:

    Essential:

    • Post Graduate degree in any Social Science field.
    • 10 years substantial experience in advocacy and policy development / research in the development context.

    • Good understanding of the possibilities and tactics for influencing decision and policy makers, politicians, donors, and other key actors.

    Internal Audit and Control Coordinator

     

    Role Purpose

    • The Internal Audit & Control Specialist will work with the SCI Internal Audit and Control Manager to support compliance with all Save the Children and donor guidelines and policies. This will be done through evaluating the effectiveness of the governance, risk management and control systems in place in SC Nigeria.
    • S/he will review, document and assess effectiveness of financial and operational controls over the SC Nigeria program administrative and project activities both at the country level and in field offices (incl. the north-eastern part of Nigeria).
    • The Internal Audit & Control Specialist will undertake regular checks- process and management practice reviews, analyse- records, reports and financial statements to ascertain that adequate internal controls are in place to mitigate the risk of non-compliance with local laws, donor requirements and SCI policies and procedure.
    • S/he will advise on additional controls to be put in place in any area of weakness identified to ensure the protection of the programme’s assets, funds and reputation and compliance with applicable donor guidelines and policies.
    • Dimensions:  Save the Children operates through 10 field bases (Kaduna, Katsina, Kebbi, Zamfara, Jigawa and Bauchi, Gombe, Borno, Lagos, Borno and Cross River. SC Nigeria is working with over 80 implementing partners in implementing various donor funded project (including USAID) across the country.  SC Nigeria has a total of 350 staff with about 33 finance staff. SC Nigeria has about 29 active awards with a total of $163m
    • With funding from different donors including humanitarian donors such as OFDA, FFP and ECHO, the Country program has been scaling up on humanitarian program in the North-east focusing on food assistance, non-food items distribution, protection, cash distribution livelihoods support, WASH and capacity building of humanitarian response actors in order to reach more beneficiaries with additional and varied assistance

    Key Areas of Accountability

    • On a sample basis, carry out a regularly reviews of financial, procurement/logistic, HR and program transactions, ensuring documentation supporting the transactions are in compliance with Save the Children policies and procedures, grant agreements and donor regulations both at the country and field offices.
    • Conducting spot-audits tests on donor requirement compliance in finance, Human resources, award, logistics, operations and programme (activities, documentation and reporting).
    • Assist IA&C Manager in regularly updating in-country risk assessments and follow up to confirm implementation of mitigating measures.
    • Lead on fraud investigations as may be assigned, diligently document all relevant evidence and report consistent with SCI standards  through the Internal Audit & Control Manager to Country Director and SCI Fraud team. 
    • Work closely with programme development unit to further a risk aware and responsive culture in designing and developing potential high risk awards.
    • Plan, conduct and lead audits and follow up on all internal and external audit action plans and provide periodic updates on actions taken.
    • Assist the IA&C Manager in ensuring SCI Global Assurance Audit findings are tracked and closed on the MKinsight audit platform.
    • S/he will serve as a liaison for external audit and regulatory agencies as may be assigned by the IA& C Manager.
    • Assist in performing internal control reviews of in-country processes including cash and advance management, procurement, logistics, Programs- documentation and reporting, Data quality Assurance of M& E (Monitoring and Evaluation) data source documents, stock ( incl. food commodities), assets management. Coordinate with the relevant departments to come up with actionable recommendations to improve any identified weaknesses
    • Work with the IA&C Manager to flag significant internal control weaknesses to the country management, with actionable recommendations to reinforce those weak controls and support the monitoring of compliance with approved reinforcing controls.
    • Track and age all the findings consistent with agreed implementation timelines and follow-up to confirm implemented actions.
    • Maintain good working relationships with all SCI stakeholders- staff, vendors, auditors, implementing partners) through effective communication and exercising professional conduct and objectivity
    • Deliver training as required to reinforce internal controls, risk mitigation, anti-corruption, fraud and anti-terrorism financing awareness and prevention.
    • Carry out any other responsibility delegated within the role of internal audit and control duties.

    Qualifications and Experience
    Essential:

    • A graduate of Finance, Accounting or a related business field is required with professional qualification-ACA, ACCA or CPA)
    • 5 years+ related work experience with a not-for-profit organization;
    • Strong background in compliance accounting and internal controls; experience in auditing (internal or external experience)
    • Extensive experience in relevant operational areas (e.g. in programme/project management in an INGO context) and experience of risk-based auditing.
    • Be highly accurate, detail-orientated, and able to complete multiple projects, with conflicting priorities, on a timely basis
    • Excellent report English writing skills
    • Proven  interpersonal and communication skills including influencing, negotiation and relationship building
    • Willingness to undertake high amount of travel within the NIGERIA SCI field locations (50%) and work with minimum supervision under difficult conditions in some of the most underdeveloped, insecure and remote parts of NIGERIA.
    • Strong cultural awareness and be able to work well in an international environment with people from diverse backgrounds and cultures

    Cash Transfer Specialist

     

    Role Purpose

    • Therefore this new position of a cash transfer specialist is a huge bridge towards ensuring evidences and knowledge gathered by the child development programme especially the cash transfer aspect is well shared within the new National social safety net programmes as elaborated above. It’s also an opportunity to provide technical advice to the federal government on ensuring child poverty issues are integrated in all the key social protection schemes already identified by the federal government.
    • The cash transfer specialist will provide technical skills on management of cash transfers to over one million beneficiaries across the country and also provide expertise in the design and establishment of the management information system for the project.
    • The role will be located in Abuja with frequent support to other states where the federal government is implementing the social safety nets projects

    Job Summary

    • The role of the cash transfer specialist is to provide technical support to the National social safety nets project (NASSP) in ensuring high quality and timely inputs.
    • This entails making sure that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.
    • This will involve providing support for the planning, supervision and coordination of cash transfers services to the poorest and most vulnerable households in the country.

    Specific Responsibilities
    He/she will be responsible for assisting the Project management specifically linked to administration of the cash transfers and livelihoods options. This will include:

    • Provide operational support to NCTO and SCTU.
    • Technical guidance and support to team on project/activities planning.
    • Support the MIS team in the design of a comprehensive MIS that captures and tracks data of up to a million programme beneficiaries for use by the NCTO designated bank and programme reporting purposes.
    • Responsible for coordination of cash transfer activities to beneficiaries.
    • Technical support and review on payments to beneficiaries.
    • Preparation of periodic high level reports on performance.
    • Build internal capacity of team.
    • Facilitate the coordination of project activities across  participating States;
    • Track cash transfer performance across project implementation areas to ensure agreed procedures, policies and MOUs.
    • Ensure that an effective beneficiary payment monitoring system is in place for achieving prior agreed targets in relation to programme activities, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated.
    • Identify and effectively manage all key risks related to beneficiary data and payment
    • Assess and identify success element of the CT program to strengthen sustainability of the project's results.
    • Any other duties as may be assigned by the National Coordinator.

    Key Relationships:

    • The post holder will work directly with the National coordinator NASSCO. He/she will have to report to both the National coordinator and also CDGP programme Manager. 
    • He/she will maintain a close working relationship with the CDGP team particularly the National programme manager and cash transfer manager at national and state level.
    • He/she will also liaise frequently with DFID programme supervisor.

    Qualifications Skills & Experience
    General Skills:
