USAID/Nigeria has a long-standing record of support for development of the Nigeria monitoring and evaluation (M&E) system, and has worked for many years with MEASURE Evaluation and other IPs to strengthen the M&E system and address the identified gaps. In previous phases of MEASURE Evaluation, project assistance focused on health information system (HIS) strengthening, building capacity for M&E of HIV/AIDS and health programs, and strengthening the community-based information system (CBIS), especially as related to the Orphans and Vulnerable Children (OVC) program.
MEASURE Evaluation support was also instrumental in development of several highly influential strategic documents issued by the Government of Nigeria (GoN). In Nigeria, the MEASURE Evaluation Phase IV activities will provide technical assistance (TA) for the development of a strong, sustainable and fully-functioning HIS operating at national and sub-national levels; through building capacity in M&E; and through strengthening of structures and systems capable of producing and using high quality data for evidence.
As a result of these challenges, the Palladium team is proposing short term technical assistance to coordinate the directory development with other stakeholders.
