    Monitoring and Evaluation Officer

    DUTIES AND RESPONSIBILITIES

    The Monitoring and Evaluation (M & E) Officer will support the development of the Key Performance Indicators (KPI) framework and be responsible for coordinating a tracking mechanism to track the Foundations program implementation and results on a regular basis. Furthermore, he/she will ensure that the monitoring and tracking forms and surveys are integrated within the Foundations database. The role will allow the M&E officer to monitor the bridge project, SOS Careers program, and SOS Headstart programs. The M&E Officer has to develop the information secured from the data collection process and analyse and present this data in graphical and written documents. The M&E officer will also be in charge of developing relevant presentations to showcase to stakeholders. The M&E also needs to rrack document regularly to ensure that no deadlines are missed and trainers are notified immediately to facilitate the process of getting the required data from the students, parents/guardians, the board and the partner schools.

    In terms of immediate need, the role will require the M & E officer focusing on the bridge and headstart programs. This will include the M & E officer making frequent visits to the partner schools currently Government Secondary Schools Garki, Jabi, Dutse and Wuse Zone 3 to collect the following data and ensure they are updated according to the schedule:

    • Attendance Roster – Trainers – Beginning of every session
    • Feedback Reports from Mentors and Mentees – Quarterly
    • Pre-Project Education EvaluationBeginning of the project
    • Mentorship Evaluation Forms - End of the project
    • Post-Project Evaluation Form - End of the project
    • Each participant is expected to fill and submit the following forms:
    • Pre-project Skills Workshop Questionnaire to assess the initial level of past engagement with skills and career mentoring and support as well as level of extracurricular engagement Skills Evaluation Forms at the end of each workshop to assess the quality and outcomes of the workshop training

     Mentoring Progress Reports at the end of each skills workshop to assess the interim quality of the mentoring process

    • Serve as the primary point person for all monitoring related work, providing regular briefings to the board on achievements and issues requiring attention.
    • Provide technical oversight and supervise the project team.
    • Oversee all the data collection and analysis processes to measure progress and achievements according to the M&E plan.
    • Write reports, analyse findings and provide recommendations as required for contributions to planning, risk management and reporting. Ensure easy public access to M&E reports and data and support wide distribution.
    • Develop and maintain good working relationships with all project participants and stakeholders.
    • Perform additional ad hoc assignments as per request of the line manager.
    • A minimum of 2-3 years of relevant work experience in M&E or education related projects is required.
    • At least 2 years of proven experience with the following work constituents in youth based projects  is required:
    • M&E methods and approaches;
    • Planning and implementation of M&E systems;
    • Training in M&E development and implementation;
    • Information analysis and report writing.
    • Ability to develop and maintain relationships with schools and other relevant school authorities such as the FCT Secondary Education Board.
    • Computer and information technology literacy, including demonstrated and advanced expertise in Microsoft Excel, Word, Powerpoint and Publisher is required.
    • M&E Officer should possess excellent technical skills in socio-economic research and programme performance assessment.
    • Extensive experience in developing log frames/results frameworks and identifying appropriate performance indicators.
    • S/he must have experience in handling culturally sensitive situations.
    • Excellent writing and data analytical skills.

    Development and Operational Effectiveness:

    Ability to lead strategic planning, results-based management and reporting; Ability to lead implementation, monitoring and evaluation of development programmes and projects; Ability to lead implementation of new systems (business side), and affect staff behavioural/ attitudinal change; Excellent conceptual and analytical abilities and an analytic approach to information management.
