  • In line with the Rivers State Ministry of Water Resources and Rural Development’s mandate to deliver adequate and potable water to her citizens, the State has embarked on comprehensive and Water Sector Reforms, which includes the establishment and strengthening of various institutions responsible for water supply and service delivery. The institutions established include the Rivers State Water Services Regulatory Commission.

    SAMUELSON has been engaged by the State Government to identify qualified and experienced individuals to fill various pioneer positions in the Agency.

    General Qualifications, Skills and Experience
    - A university degree in one or more of the following or related fields of study: Hydrology, Water Engineering, Electrical Engineering, Geology, Biochemistry, Environmental Sciences [or Management], Accountancy or Business Administration, with a minimum of second class division. However possession of a postgraduate degree and/or professional qualification will be an advantage.
    - IT/IS proficiency and project management skills - a must
    - Excellent oral and written communication skills in English

    Director General
    Professional in Engineering, Law, Accontancy, Business Administration, the Physicl Sciences or other relevant disciplines, duly registered with a professional body and should have held a senior position for a minimum of 15 years in th epublic or private organization.

    Divisional Head, Licencing, Standards and Monitoring
    A good first degree in Water Engineering or related discipline and a post graduate qualification will be preferred.
    Membership of professional bodies and international experience will give qualified candidates added advantage.
    At least 13 years post qualification experience in the water sector will be required.

    Divisional Head, Legal and Corporate Services (Also Board Secretary)
    A bachelors degree in LAw or an LLM with at least 13 years post bar work experience out of which, 5 years must be in a Managerial capacity. Candidates that are also Chartered Secretaries will be an added advantage.

    Divisional Head, Finance and Accounts
    A first degree preferably in Finance, Accounting Business Administrtaion or related discipline and a professional qualification such as ACA, ACCA, CPA or equivalent is required. Minimum of 13 years cognate experience as Head of Accounts department in a reputable organization.

    Senior Technical Officer
    A degree or HND in Hydrology, Mechanical/Water Engineering, Geology, Biochemistry or related degree. Candidates with diplomas or certificates from the National Water Resources Institute will be considered. The preferred candidates will have up to 8 years of experience in water quality monitoring and laboratory analysis.

    Communications/Research Officer
    A university degree in Economics, Mass Communictions, Social/Pure Sciences.
    The ideal candidate must be able to multi-task and will have 2 - 4 years hands on experience in Public enlightenment, collating and analysing water resources data and/or economic/social research.
    All candidates for this position must have exceptional relationship management skills.

    Consumer Affairs/Tariffs Officer
    A university degree in Economics, Mass Communication, Social / Pure Sciences etc.
    The ideal candidate will have 2 - 4 years hands-on experience and people skills.

    Accounts Officer
    A first degree in Accounting or related course with 4 years cognate work experience.

    Legal Officer
    A bachelors degree in LAw or an LLM with at least 4 years post bar experience is mandatory. Chartered secreatries will have an advantage.

    IT/Database Officer
    A university degree in Computer Science or any related discipline will be rquired.
    The ideal candidate will have 2 - 4 years handd on experience in collating and analysing data.

    HR/Logistics Officer
    A first degree with membership of relevant professional bodies.
    Candidates must be must multi-skilled and have a minimum of 3 - 5 years cognate experience in Administration, Facility Management and Procurement.

    Front Desk Officer
    Ideal candidates will have at least a BSc in Secretarial Studies or the Social Sciences. Candidates  must be proficient with Microsoft Office Suite and have 3 - 5 years cognate experience. Ability to work with minimum supervision will be an attribute.
