    1. JOB POSITION: WATER AND SANITATION EXPERT

    Project title: Technical Assistance for the implementation of water supply and sanitation sector reform project phase II in Nigeria
    Location: Nigeria
    Objectives: To increase access to safe, adequate, and sustainable water, sanitation and hygiene services delivery in the six EU focal States
    Assignment duration 20 months
    Deadline for application 21/09/2012

    Qualification: 
    1. University degree at Masters degree level in Policy Studies, Economics, Development Studies, Engineering or other related fields. 
    2. Proficiency in English language is a requirement.

    General professional experience: 

    - A minimum of 8 years post qualification experience is required

    Specific professional experience: 

    - At least 5 years experience in water-related projects including institutional and policy reforms in developing countries; 
    - Experience with integrated water resources management principles and establishment of M&E systems in the water and sanitation sector; 
    - Experience with governance, accountability, civil society (including media and private sector) and gender issues related to the water and sanitation sector in developing countries. Knowledge of EDF regulations and procedures will be an advantage. 

    Main tasks:
    1. Facilitate institutional and policy reforms and provide support to sector institutions (federal and states)
    2. Facilitate the adoption of integrated water resources management approach/principles in water resources management in the FMWR and in the States
    3. In the FMWR, develop, facilitate and supervise the implementation of the National M&E Action Plan.
    4. In the six States, in collaboration with UNICEF (responsible for LGAs and rural communities) develop, facilitate and supervise the implementation of the State-level M&E framework to be integrated with the National M&E system.
    5. Provide administrative and advisory support to the project the steering committees
    6. Facilitate capacity building/skills of counterpart staff in the project implementation and recipient agencies through training, mentoring and coaching.
    7. Draft ToRs for short-term assignments as needed by the project.
    8. Reporting and project monitoring.


    2. JOB POSITION: TEAM COORDINATOR, POLICY INSTITUTIONAL EXPERT

    Project title: Technical Assistance for the implementation of water supply and sanitation sector reform project phase II in Nigeria
    Location: Abuja
    Objectives: To increase access to safe, adequate, and sustainable water, sanitation and hygiene services delivery in the six EU focal States
    Assignment duration 20 months
    Deadline for application 21/09/2012

    Qualification and skill: 
    1. At least a Masters degree in Policy Studies, Economics, Development Studies, Engineering or other related fields. 
    2. Proficiency in English language is a requirement.

    General professional experience: 

    - A minimum of 15 years post qualification experience is required

    Specific professional experience: 

    - At least 10 years experience in managing large and complex development projects at international level, preferably in water-related projects including institutional and policy reforms in developing countries; 
    - Experience with political economy, governance and accountability issues associated with water and sanitation provision in developing countries; 
    - Experience with development of WSS policies and legislation.. Knowledge of EDF regulations and procedures will be an advantage. 

    Main tasks:
    1. Responsible for project management and coordination of the Consultant team at the federal level and in the six States.
    2. Liaison between the Consultant's team and the Contracting Authority, PIAs and EU Delegation.
    3. Facilitate institutional and policy reforms in the FMWR and provide support for implementation of agreed policies
    4. Responsible for the preparation of ToRs for short-term assignments as needed by the project at federal and State levels 
    5. Reporting and project monitoring.
    6. Liaise and coordinate with the project governance bodies at the federal level and in the six States as well as with UNICEF and other development partners in the water and sanitation sector in Nigeria.
