Dexis is seeking experienced a Knowledge Management (KM) Advisor to provide technical advice and institutional learning and knowledge management services to the United States Agency for International Development (USAID) in Nigeria. The work location for this position will be in Abuja, Nigeria. This is a long-term position expected to start in early 2016. This position is contingent upon award.

Responsibilities

• Coordinate, plan, and implement institutional learning activities relevant to the achievement of the Mission’s goals and objectives, such as special studies, briefings, communities of practices, learning events and seminars
• Strengthen systems and processes that promote and facilitate efficient learning and knowledge-sharing
• Track best practices in knowledge management and adult learning to incorporate new or improved learning tools and approaches
• Gather and disseminate knowledge and information on best practices for high priority and crosscutting Mission activities

Qualifications

• Minimum  of five (5) years of progressively responsible, professional work experience in institutional learning, research, analysis, knowledge management, or communications
• MA in a field relevant to development assistance, such as development studies, organizational development, communications, or a closely related field
• Deep familiarity with Nigeria’s culture, society, and development context or that of similar countries in the region
• English proficiency is required
• Must be authorized to work in Nigeria

• Provide technical direction for performance and impact evaluations 
• Oversee evaluation, analyses and assessments throughout the life of the activity, including data collection, design of evaluation methodologies and participatory data collection methods and protocols, as well as data quality verification techniques
• Ensure quality of evaluations conducted by long-term and short-term technical assistance consultants
• Advise USAID/Nigeria on evaluation designs and timing of evaluations of USAID implementing partner projects

• A master’s degree in the social sciences
• At least 8 years of progressively more responsible experience in the design, management, and implementation of evaluations (impact and performance), analyses and assessments, including the designing of the evaluation methodology, designing and implementing quantitative and qualitative methodologies, conducting population based surveys, developing participatory data collection methods and protocols, conducting data analysis, and utilizing data quality verification techniques for large development projects.
• Excellent data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, etc.
• Experience in the gender dimensions of evaluations.
• Experience in planning, designing, and managing performance of international development assistance programs
• Deep familiarity with Nigeria’s culture, society, and development context or that of similar countries in the region
• English proficiency is required
