    Senior Technical Officer (RMNCH)

    Basic Function
    With the Associate Director, the Senior Technical Officer will provide technical and programmatic support to implement high quality care and support activities with primary focus on providing programmatic and technical support for reproductive, maternal, newborn and child health (RMNCH).

    Job Summary / Responsibilities

    • With the Associate Director, coordinate the implementation of components related to RMNCH in FHI 360 Nigeria’s programs.
    • Work with relevant staff to coordinate the design and implementation of facility based programs in relation to RMNCH 
    • Provide ongoing technical assistance in RMNCH for FHI 360 Nigeria programs.
    • Work with technical staff at the state offices and other relevant FHI 360 staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery.
    • Contribute to the development of lessons learned from programs and projects related to RMNCH and apply these lessons to modify existing programs and improve the design of new programs.
    • Support the strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
    • Contribute to the development of program strategies, sub-project documents, work plans and budgets.
    • Provide programmatic assistance to local partners in programming RMNCH activities.
    • Remain informed on current programs in the field of RMNCH and related developments by reviewing current literature and stay alert to any implication of such experience and research to the project implementation.
    • Perform other duties as assigned.

    Qualifications

    • MB.BS/MD or similar degree with 3 to 5 years relevant experience in clinical care with a sound understanding of RMNCH programmes in resource constrained settings.
    • Possession of a fellowship in Obstetrics/Gynaecology or Paediatrics or an advanced post graduate degree in a related field is desired.
    • Familiarity with Nigerian public sector health systems, NGOs and CBOs is highly desirable.
    • Knowledge of health and development programs in developing countries in general and Nigeria
    • Clinical management, research and training experience and ability to understand full range of issues around the RMNCH.
    • Knowledge of Nigerian clinical setting, including government and non-government settings.
    • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
    • High degree of proficiency in written and spoken English communication.
    • Well-developed computer skills.
    • Ability to travel within Nigeria 25% time.

    Technical Officer (Monitoring and Evaluation) RMNCH

    Basic Function

    • The Technical Officer (M&E) Reproductive, Maternal, Newborn and Child Health (RMNCH), under the supervision of a Senior Technical Officer (M&E) and with technical oversight from the Director of Monitoring and Evaluation, is responsible for the implementation of RMNCH M&E activities in supported states.
    • S/He will be responsible for working with state and Local Government Area (LGA) level health authorities, health facilities and other partners in the state to strengthen RH/FP programmes and ensure that state M&E RH/FP activities are appropriate and meet the donor and project’s M&E needs.
    • The position also involves analyzing data and providing written and oral reports related to the analysis.

    Job Summary / Responsibilities

    • Monitors the progress of RH/FP activities; develops charts and prepares periodic and ad hoc reports
    • Work closely with other FHI 360 state officers in collation of RH/FP and RMNCH related reports
    • Provide technical support to health facilities in ensuring that data are accurately captured, analyzed on monthly basis, used for decision making and reported to the LGA according to set guidelines
    • Facilitate training of data officers in the state and LGAs on the use of the RMNCH data collection tools, data quality assurance and the DHIS
    • Conduct quarterly DQA in selected health facilities in collaboration with the LGA focal persons and LGA MNCH officer
    • Support LGA and LGA MNCH officer in ensuring that data from health facilities are accurately collated and reported according to set guidelines
    • Provides leadership and technical oversight for the implementation of RMNCH -related activities
    • Ensures the smooth and efficient day-to-day operation of RMNCH and data collection activities;
    • Document best practices and share lessons learned from implementation RMNCH activities
    • Prepare clearly written technical and analytical reports
    • Perform miscellaneous job-related duties as assigned
    • Any other duty assigned

    Qualifications

    • MB.BS/B.Pharm/B.Sc Nursing with 1 to 3 years of progressive relevant experience in clinical care with a sound understanding of RMNCH services provision in resource constrained settings.
    • A postgraduate degree in Public Health, Epidemiology, Statistics or Demography will be an added advantage
    • Excellent communication skills and experience working in Monitoring and Evaluation of RMNCH Programmes
    • Possess good quantitative/qualitative analysis skills
    • Excellent written and oral communication skills
    • Planning, coordination and organizational skills
    • Travel to state(s) may be required.

    State Technical Officers

    Job Description
    With the support of the Associate Director, Senior Technical Officer and the Technical Officers RMNCH, the state Technical Officer (RMNCH) will provide technical and programmatic support to implement high quality state and L.G.A. level reproductive, maternal, newborn and child health services at FHI 360 state offices.

    Job Summary / Responsibilities

    • Provide technical and programmatic support to implement high quality reproductive, maternal, newborn and child health activities at FHI 360 sites in collaboration with appropriate GoN and related stakeholders.
    • Support the implementation of facility and community-based activities including strengthening referrals and linkages by mentoring community-based organizations and support groups to strengthen linkages to services.
    • Support demand generation for RMNCH service at FHI 360 supported facilities
    • Assist the State Senior Technical Officer in providing support to sites in the state, including interacting with site Program Managers, RH, FP and MCH focal points, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support preparation and sorting of source documents for data to be entered into DHIS and reported to the donor.
    • Assist in conducting routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
    • Work with the country and state office teams to conduct routine data analysis and contribute to the development of program strategies, subproject documents, work plans and budgets including programmatic assistance to local partners
    • Remain informed on current programs in the field of RMNCH and related developments by reviewing current literature and staying alert to any implication of such experience and research to the project implementation.
    • Perform other duties as assigned.

    Qualifications

    • MBBS or similar degree with minimum of 1 year relevant experience in public health with a sound understanding of reproductive, maternal, newborn and child health in resource constrained settings.
    • BSc. Nursing, Public health, Pharmacy or other closely related field with 1-3 years relevant experience.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable:
      • Experience within Nigerian clinical setting, including government and non-government settings.
      • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding reproductive, child health and HIV.
      • Ability to work well with others and to develop and maintain compatibility among project staff, facility staff and government stakeholders.
      • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
      • High degree of proficiency in written and spoken English communication.
