    Secretary/Receptionist - CDFO

    Objectives

     

    The African Development Bank Field Office in Democratic Republic of Congo (CDFO) has been established to strengthen the dialogue between the Bank and the Government, development partners, the private sector, and the civil society, in the design of the Bank’s development policy and programs, as well as on implementation, monitoring and evaluation of the poverty reduction strategy. CDFO also seeks to assist the operational functions of the Bank Group in launching and following up projects and programs in Democratic Republic of Congo with a view to enhancing project management, promote participatory approach, and regional integration.

     

    The African Development Bank invites applications from qualified candidates to fill in the vacant position of Secretary/Receptionist to the Resident Representative, Democratic Republic of Congo Country Office. This is a local position based in Kinshasa, Democratic Republic of Congo, and does not attract international terms and conditions.

    Duties and responsibilities

     

    Under the general supervision of the Resident Representative and in collaboration with the Democratic Republic of Congo Office experts, the Secretary/Receptionist  will be required to perform the following duties:

    • Make appointments for experts and other staff of the Country office and keep their schedules up to date;
    • Receive visitors and attend to them  with tact and discretion;
    • Prepare briefing material used by experts for official missions and special meetings;
    • Handle protocol-related issues concerning  reception of the visitors of experts and of the  Office;
    • Organize experts’ meetings ; assist the Resident Representative’s secretary in coordinating official receptions given by the Resident Representative;
    • Participate in staff meetings, take notes and produce reports in the absence of the Resident Representative’s secretary ;
    • Draft correspondence on non-substantive issues and ensure its follow-up;
    • Manage the experts’ incoming and outgoing mail and the office’s  telephone communication;
    • Maintain an appropriate filing system; process experts’ back-to-office reports, ascertain  the  quality of documents requiring the approval and / or signature of experts and other staff members;
    • Prepare and finalize draft correspondence (letters, faxes, etc. ...) concerning  various aspects, on behalf of experts, prepare minutes of experts ‘meetings; and
    • Perform such other duties as may be required.

    Selection Criteria

     

    • At least a Bachelor's degree in business administration, commerce, administration or a related field, supplemented by training in secretarial functions/administration/office management, for example, a Pitmans qualification, a Brevet de Technicien Supérieur (BTS) in Secretarial skills, Diplôme Universitaire de Technologie (DUT), etc.
    • Ideally a minimum of four (4) years of relevant experience on rising  grade levels, attached to an executive’s office,  preferably in an international organization;
    • Highly client oriented, able to multi-task, giving attention to detail and able to work with a multidisciplinary team ;
    • Confirmed competence in the use of Bank standard software (Word, Excel, Access and PowerPoint). Knowledge of SAP or other ERP systems would be an asset;
    • Ability to take initiative; enthusiasm, team spirit, good organizational and interpersonal communication skills.
    • Proficiency in written and verbal communication in French and/or English and, with a working knowledge of the other;

    NB : This position does not attract international terms and conditions. The post holder will be considered as a local staff and will therefore not have international terms and conditions of employment.

    Water Resources Management Expert - OWAS

    Objectives

     

    With its Ten Years Strategy (TYS) for 2013-2022, the Bank has positioned itself as a partner of choice to support Africa in its development. The Bank has taken the leadership in infrastructure (NEPAD Infrastructure Program, Infrastructure Consortium for Africa) and is carrying out a number of initiatives in the Water Sector through its Water and Sanitation Department namely, the Rural Water and Sanitation Initiative (RWSSI) and the Multi-donor Water Partnership program (MDWPP). Since 2005, the African Development Bank is the trustee for the African Water Facility Special Fund (AWF). The AWF aims at supporting the implementation of the Africa Water Vision and the Framework for Action for 2025 adopted at the 2000 World Water Forum in The Hague.

     

    The objective of the African Water Facility is to i) Help reduce poverty and promote sustainable development by expanding Africa’s access to financial resources for the water and sanitation sector ; ii) Attract massive, appropriate and strategic investments and also for the development and management of sustainable water resources ; and iii) Strengthen enabling environment for water management to generate more investments.

    Duties and responsibilities

     

    Under the supervision of the Director OWAS, and in consultation with the directors of other relevant departments the incumbent will:

    • Serve as Focal Point for the Multi Donor Water Partnership Programme (MDWPP);
    • Contribute to strengthening collaboration across the water – energy- food nexus between OWAS / AWF and other departments within the Bank and partnerships with other regional and global IWRM organisations;
    • Support the preparation of key MDWPP documents including the Final Phase 1 Report and the medium term strategic plan (2013-2015);
    • Coordinate the organization of periodic MDWPP steering committee meetings;
    • Contribute to mobilization of resources for MDWPP;
    • Prepare or contribute to the preparation of activity work programmes and approval memos for newly approved activities prior to disbursement;
    • In collaboration with task managers, oversee the timely preparation and implementation, of the annual work plan and budgets for MDWPP activities;
    • Review Terms of reference for projects proposed for MDWPP funding and assess them in line with MDWPP objectives;
    • Review MDWPP outputs (study reports and knowledge products) and ensure that they are suitably packaged for eventual publication where appropriate;
    • Contribute to building capacity within and outside the Bank for mainstreaming IWRM in general including climate change adaptation and green growth in operational guidelines and tools;
    • Prepare and deliver presentations on various MDWPP issues to stakeholders in various fora as necessary.

    Selection Criteria

     

    • A minimum of a Master's degree with specialization in Water Resources Management or a related discipline.
    • A minimum of ten (10) years’ post qualification experience in national and transboundary IWRM issues, and in preparing, appraising, implementation and evaluation of water sector projects, is required. Experience with operations in the water sector in Africa financed by multilateral/bilateral development institutions will be considered as an advantage.
    • Authorship of analytical studies or publications relevant to water resources management or the water sector in general would be an advantage.
    • Ability to build partnerships and deliver results that meets the needs and long-term interest of clients within and outside the institution.
    • Proven ability to work effectively within a team of professional staff, and utilize talent and expertise of team members in a productive way.
    • Capacity to initiate and manage innovation and change.
    • Excellent written and verbal communication skills in English and/or French, with a good working knowledge of the other language.
    • Competence in the use of the standard Microsoft software applications (Word, Excel, PowerPoint, Outlook, SAP.

    NB : Funding for this Technical Assistant expert position is provided by the Nigerian Technical Cooperation Fund (NTCF). The position is a two year fixed term contract open only to nationals of African countries.

    Disbursement Assistant - EARC

    Objectives

    The Bank invites applications from suitably qualified candidates to fill in the vacant position of Disbursement Assistant. This position is based in Nairobi, Kenya and does not attract international terms and conditions.

    Duties and responsibilities

     

    Under the direct supervision of a Disbursement Officer based in the Bank’s headquarters in Abidjan, the  incumbent, with respect to Bank Group operations in Kenya, will:

    Disbursement Transaction Processing:

    • Analyze disbursement applications to determine: (i) appropriateness of the request; (ii) adequacy of supporting documentation; and (iii) compliance with contractual documents and Bank Group policies and procedures.
    • Identify irregularities and/or non-compliance, highlighting circumstances the Banks’ exposure to financial risk for further investigation.
    • Process disbursement applications and update data as necessary in the Disbursement Management System.
    • Reconcile loan/grant accounts against borrower/beneficiary submissions.
    • Engage in regular exchanges (written and verbal) with borrowers and operations staff on disbursement and project implementation related issues.
    • Respond to questions regarding payments and disbursement procedures.
    • Draft clear and concise correspondence on disbursement-related issues.

    Project Management:

    • Liaise with concerned Bank's departments and external stakeholders to resolve disbursement issues promptly.
    • Monitor borrowers' utilization of special account funds, ensuring that the funds are properly accounted for and used in accordance with Bank rules and procedures.
    • Participate in disbursement supervision missions with particular emphasis on application preparation and use of special accounts and statements of expenditures. 
    • Contribute to improving efficiency of disbursement operations by ensuring that records and reports are properly maintained and updated at all times.
    • Participate in technical discussions and loan negotiations to ensure that disbursement arrangements are compliant with Bank Group disbursement policies.
    • Participate in the review of project documents such as Project Concept Notes, Appraisal Reports, Country Strategy Paper and Project Completion Reports, and provide input to supervisors.

    Capacity Building/Client Support

    • Participate in training of Bank staff and borrowers on disbursement policies and procedures.
    • Participate in the design of materials for disbursement seminars and workshops.
    • Respond to questions regarding disbursement procedures
    • Perform client support activities associated with the payment process

    Departmental/Divisional Tasks

    • Participate in field office/divisional task forces.
    • Identify issues relating to disbursement policies, procedures and guidelines and recommend appropriate actions or enhancements.
    • Identify and recommend changes to disbursement systems, policies and procedures to promote timeliness, accuracy and efficiency in processing while maintaining appropriate internal controls.
    • Participate in new systems development and user testing
    • Undertake ad-hoc assignments at the discretion of the Disbursement Officer, Division Manager and Regional Director.

    Selection Criteria

     

    • A Bachelor’s degree or its equivalent in Accounting and at least six (6) years of direct relevant experience in accounting. Audit experience would be an advantage
    • Good understanding of basic general accounting concepts and principles, and their application.
    • Analytical skills, with strong numerical ability, and attention to detail.
    • Good interpersonal and communication skills.
    • Fluency in English is must. Candidates who also communicate in French will be at an advantage
    • Competence in the use of standard MS Office software (Word, Excel, PowerPoint, Project). Knowledge of SAP would be an advantage.
