    Accountant

    Description:
    The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner. The SIDHAS project is funded by the United States Agency for International Development (USAID).

     

    Job Summary / Responsibilities:

    Under the direction of the Senior Finance Manager, the Accountant State Programs shall assume responsibility for accounting in the Country Office and ensure compliance with the contractual financial requirements of programs/projects.

    • Assist the Senior Finance Manager to ensure the accurate keeping of all books of account for the project, including checking account, equipment and supply registers and all accounting records. 
    • Work with the Senior Finance Manager to lead the preparation of monthly and annual financial reports, including financial status of subprojects account activities with accompanying bank documentation and  receipts.
    • Assist the Senior Finance Manager and the Senior State Finance & Admin Officers in monitoring subproject budgets in accordance with approved work plan activities.
    • Monitor periodic expenditures of projects by analyzing financial data and producing periodic and ad hoc reports.
    • Work with the Senior Finance Manager to provide support with the accounting workflow in the review and audit of Country Office and sub recipient reports for reimbursement of expenditures.
    • Function as support for processing cash advances,retirements, petty cash management and refunds made in favor of FHI 360.
    • Prepare fiscal year budgets and enter them into FHI 360’s accounting software program.
    • Support the Senior Finance Manager in preparing reports for submission to donors.
    • Review work of state finance staff for accuracy and proper report content.
    • Support in proposal development in collaboration with proposal team.
    • Create, update, and maintain financial spreadsheets.
    • Develop budgets, including staff time allocations.
    • Work with team leads to resolve problems associated with monthly expenditures and life-of projects budgets.
    • Performs other duties as assigned.

     

    Qualifications:

     

    • BS/BA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 – 5 years relevant experience. 
    • Or MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 1 – 3 years relevant experience. 
    • Minimum of 1-3 years experience in accounting relating to international development programs. 
    • Familiarity with USAID-funded programs and non-governmental organizations in Nigeria is an advantage. 
    • CPA, ACA, or recognized equivalent is an advantage. 
    • Demonstrated success in multicultural environments is an advantage.

    Senior Technical Officer-Monitoring & Evaluation

    The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner. The SIDHAS project is funded by the United States Agency for International Development (USAID).

    The Senior Technical Officer (M&E), under the supervision of the State Program Manager, and with technical oversight from the Director of Monitoring and Evaluation, is responsible for the design and implementation of monitoring and evaluation for the state office.  S/he will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs. 

    Duties And Responsibilities

    • Provide leadership to the state office and field level M&E program and provide overall guidance on program/project monitoring and evaluation and on US Government and Government of Nigeria reporting requirements.  Provide support to the sites in the state, including interacting with site Program Managers, Implementing Agencies and local research groups on needs and ensuring that locally employed Monitoring and Evaluation staff, consultants and FHI partners understand and can support these requirements.
    • Manage the state office’s reporting cycle to ensure high quality and complete datasets are sent to the country office on a periodic basis, or when required.
    • Work with local partners to develop their project monitoring and evaluation plans and support the correct implementation and use of routine data collection tools.
    • Conduct monthly routine monitoring visits to project sites and provide supportive supervision.
    • On a monthly basis, ensure that high quality analyzed facility-level data is disseminated to relevant staff at facilities and decision-makers. Ensure that data is used to highlight important programmatic gaps and coordinate with facility management and other departments in addressing these gaps.
    • Coordinate regular data quality assessments, undertaken in a participatory manner, with facility staff and ensure the completeness, consistency and validity of routine data.
    • Ensure that the quality of program/project Monitoring and Enhanced Evaluation in the sites is of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality.
    • Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.
    • Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs.
    • Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups working on the Secure the Future project.
    • Participate in project assessments, evaluations and design teams.
    • Document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.
    • Represent FHI and makes presentations at professional meetings and conferences related to Monitoring and Evaluation research.
    • Remain informed of current issues regarding Monitoring and Evaluation of programs in the HIV/AIDS/STI fields by review of current literature; is alert to any implication of such research for project and program activities.
    • Help ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all Global Health program interventions.
    • Assist in the development and maintenance of the computerized data capture of program activities and provides technical assistance and training to the staff at the state office responsible for data entry and management. Provide technical assistance to M&E officers of NACA/NASCP, SACA/SASCP, NTBLCP/STBLCP and NMCP/SMCP in integrating FHI data into the national HMIS.
    • Perform other duties as assigned.

    Qualifications

    • MB.BS/MD/PHD or similar degree with 3 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives. 
    • Or MPH or MS/MA in relevant degree with 5 to 7 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives. 
    • Or BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or  in relevant degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives. 
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    State Program Manager

    Basic Function
    The State Program Manager is part of the senior management team for FHI360 Nigeria, in a decentralized country management structure and forms part of the strategic team that directs the operations of FHI360 Nigeria overall. H/She is responsible for program planning, implementation, monitoring, and reporting of the interventions implemented by FHI360 and its partners in the assigned state.  H/She is accountable for judicious use of all resources entrusted with FHI360 and its partners in the assigned state.

    Duties And Responsibilities

    • Participate in development of and monitors work plans and budgets; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation; ensures appropriate program monitoring and accurate financial and programmatic reporting to the Country Office.
    • Work with the relevant departments to establish and execute a capacity development plan to provide assistance to the state office for effective program planning, implementation and monitoring.
    • Provide overall supervision for FHI360/Nigeria state office staff and ensure compliance with technical, programmatic, contractual and financial requirements set by FHI360 and its donors.
    • Responsible for the overall management and coordination of FHI360 activities at the state office.
    • Serve as the point of contact of FHI360 with government officials and coordinate and collaborate with all public sector and NGO partners at the state.
    • With the assistance of the country office M&E staff, monitor all intervention strategies to ensure that they meet contractual, financial and programmatic goals.
    • With technical assistance  from country office technical specialists, provide programmatic/technical assistance to all local FHI360 partners in the design, implementation, modification, monitoring and evaluation of project activities.
    • Coordinate all capacity building activities for FHI360 partners at the state level.
    • Review periodic reports (programmatic and financial) submitted by all collaborating partners atthe state office level and forward same to the country office.
    • Undertake regular monitoring visits to project sites as necessary.
    • Ensure that all FHI360 assets and other resources are effectively managed.
    • Collaborate with other IPs based in the state to coordinate project activities.
    • Perform other duties as assigned.

    Qualifications

    • MBBS/MD/PHD or similar  degree with 5-7 years relevant experience with international development  programs which includes 5 years experience with HIV/AIDS program planning and implementation at the community or state level working with public and  NGO sectors.
    • Or MS/MA in social science, public health or related field, MPH preferred, and a minimum of 7-9 years relevant experience with international development programs which  includes 5 years experience with HIV/AIDS program planning and  implementation at the community or state level working with public and NGO sectors. 
    • Or BS/BA in social science, public health or related field, with a minimum of 9-11 years  relevant experience with international development programs which includes 5 years experience with HIV/AIDS program planning and implementation at the community or state level working with public and NGO sectors.
    • Demonstrated success in  multicultural environments is required.
