    Programme Manager

    Roles and Responsibilities    

    The role will include, but not be limited to, the following responsibilities and accountabilities:

    Document and Deepen Knowledge of Financial Inclusion in Nigeria:
    • Keep abreast of, document, and share information on the current global and local landscape of financial inclusion and the various channels for its effective delivery in Nigeria
    • Monitor, review and evaluate current policies and regulations in Nigeria that support and promote financial inclusion
    Identify gaps and key opportunities in the financial sector that will drive EFInA’s strategic objectives and deepen financial inclusion in Nigeria
    • Provide analysis of the main developments in financial inclusion in other relevant jurisdictions (particularly countries with similar profiles to Nigeria)
    Identify key areas in which additional research or information is required and commission the required research in conjunction with the Research and Communication Manager
    • Disseminate research findings to key external stakeholders and ensure that they are used to inform policy reforms, encourage the development of convenient, innovative and effective financial products/services, in line with EFInA’s strategic objectives
    • Contribute to the strengthening of EFInA’s position as a thought leader by writing and publishing papers on key developments in financial inclusion in Nigeria, with a focus on EFInA’s strategic areas

    Develop and Implement EFInA’s Strategy:
    • Develop a strategy for leading the implementation of innovative financial products/services, especially for the low income population in Nigeria, to be approved by the CEO
    • Manage external consultants and technical partners, as directed by the CEO and COO
    • Understand, identify, explore and advocate for policy reforms, innovative approaches and agent business models that accelerate the growth and development of financial inclusion in Nigeria
    • Produce succinct focus/strategy notes based on research findings and interaction with stakeholders, which clearly identify opportunities for growing and advancing EFInA’s financial inclusion agenda
    • Identify and develop a pipeline of projects for the Innovation Fund; evaluate relevant grant applications; and make recommendations to the Head of Innovation Funding
    • In conjunction with the Grants Manager, prepare grant agreements for grants awarded
    • Ensure all grants are appropriately monitored in line with the grant agreements and provide input to the project monitoring reports in a timely manner
    • Work with the CEO to effectively implement EFInA’s activities as stated in the Annual Business Plan
    • Identify areas for capacity building for key stakeholders in both the private and public sectors to deepen their knowledge in financial inclusion

    Stakeholder Management:
    • Identify, maintain and deepen partnerships with key stakeholders that have a role in driving and deepening financial inclusion in Nigeria
    • In conjunction with the CEO, develop and execute an effective marketing strategy for key stakeholders that increases awareness of the issues limiting the growth of financial inclusion and proposes recommendations for addressing these issues
    • Organise stakeholder events to discuss and debate pertinent issues that will support and drive the deployment of large scale formal financial inclusion initiatives in Nigeria
    • If necessary, design and constitute a working group or similar body, including regulators and operators, in order to promote the development and implementation of innovative, relevant, affordable and reliable financial products/services for the low income population in Nigeria
    • Develop and effectively manage projects to ensure timely completion of programme deliverables

    Additional Responsibilities:
    • Take responsibility for own continuous professional development by proactively identifying and participating in formal/informal learning opportunities
    • Develop a learning culture by sharing best practices and successes from projects worked on with different parts of the organisation
    • Lead, coach, and mentor any staff directly reporting to this position
    • Ensure that any output from the Programmes team meets EFInA’s high standards of delivery
    • Perform any other duties as required by the COO or the CEO

    Skill set    

    ESSENTIAL:
    • Master’s degree in Economics, International Development, Finance, Business Administration or other related discipline
    • At least eight years’ experience in development or financial services (preferably in Nigeria), with either a minimum of three years in inclusive finance, agent banking, electronic payments (including mobile money), women-focused initiatives, or the capability to quickly understand these models
    • Strong relationship management experience with the ability to engage with a diverse range of stakeholders
    • Experience working in a complex or pioneering environment and managing or facilitating change
    Project management experience with relevant certification
    • Supervision and leadership experience
    Experience in evaluating proposals

    DESIRABLE:
    • Experience in/or exposure to policy development. Financial modelling experience

    Personal Assistant

    Roles and Responsibilities    

    The job will cover but is not limited to the following:

    Strategic Role:
    • Support the CEO to achieve and exceed all strategic targets stated in the EFInA Logframe 2013-2017

    Administrative Role:
    • Maintain and implement operational processes and procedures that will enable the efficient administration of the Office of the CEO, including managing data and the CEO’s contact database, and developing secure filing systems for the retention and speedy retrieval of information
    • Request, receive and collate all reports from staff on daily, weekly and monthly basis
    • Improve the efficiency and effectiveness of the operations of the CEO’s Office
    • Effectively manage the official and personal calendar of the CEO
    • Perform routine secretarial functions, such as maintaining supplies for the Office of the CEO, photocopying, faxing and filing
    • Screen phone calls, enquiries and requests, and handle them as appropriate;
    • Deal with incoming correspondence, e.g., emails, request for meeting, etc. on behalf of the CEO
    • Ensure that the CEO is well prepared for meetings, by carrying out background research on the relevant organisations and presenting the findings to the CEO
    • Prepare letters, presentations and reports for the CEO
    • Organise and attend meetings as requested by the CEO
    • Type meeting notes, conference notes, minutes, documents and any other correspondence as requested by the CEO
    • Arrange all travel arrangements (within and outside Nigeria) for the CEO including booking flights, accommodation reservations and arranging transportation
    • Effectively manage staff’s access to the CEO
    • Liaise with clients, suppliers and other staff, as required
    • Provide logistical support as needed for the CEO’s guests
    • Perform any duties as may be assigned by the CEO

    Skill set    

    ESSENTIAL:

    Research and Communication Manager

    Roles and Responsibilities    

    The role will include, but not be limited to the following responsibilities:

    RESEARCH ROLE:
    • Management of Research Projects and Market Research Firms
    • Conceptualise and manage research related projects in line with EFInA’s strategic objectives, to maintain EFInA’s leadership at the cutting-edge of financial sector development in Nigeria
    • Contribute to EFInA’s on-going strategic activities by generating and using research to identify the challenges faced by Nigeria’s unbanked and under-banked population
    • Work closely with the Programme Managers and Head of Innovation Funding to provide relevant market information to support the development of EFInA’s programmes and strengthen the pipeline for grants
    • Prepare Terms of Reference for all research commissioned
    • Evaluate proposals for all research commissioned, in conjunction with the relevant Programme Manager, and make recommendations to the CEO
    • Ensure that any market research firm appointed to conduct EFInA’s research is technically competent
    • Collaborate with the Chief Operating Officer to prepare all relevant engagement contracts with appointed research firms and consultants, for the CEO’s signoff
    • Manage the relationships with appointed market research firms, research partners and relevant consultants
    • Ensure all market research firms appointed adhere to research protocols specified in their contracts, maintain high quality standards, and meet agreed objectives within the deadlines specified
    • Monitor and review monthly progress reports (prepared by the Research Officer), on research projects against agreed timelines and milestones
    • Actively liaise with market research firms, conduct quality assurance of their fieldwork, and ensure adherence to agreed data collection methodology
    On completion of each research project, review and finalise the report (prepared by the Research Officer) on the assessment of the market research firm.
    • The report should cover the entire research cycle – i.e., evaluation of the methodology used, the data collection process, quality control issues, data processing, data management and the quality of the report
    • Ensure that all procurement, management and evaluation of research contracts is carried out in compliance with EFInA’s related policies and procedures

    Management and Coordination of EFInA’s Specialised Surveys and Scoping Studies
    • Lead the implementation of all EFInA’s specialised surveys and studies in line with the organisation’s annual business plan
    • Manage and approve desk research and literature reviews conducted by Research Officers
    • Approve the methodology for any qualitative and quantitative research
    • Prioritise and manage EFInA’s various research projects, ensuring that they are delivered to high quality standards by the specified deadline

    Data Interpretation
    • With support from the Research Officers, provide robust analysis of the data/results of EFInA surveys and scoping studies conducted, ensuring interpretation is accurate
    • Manage Research Officers to ensure that reports received from market research firms are finalised and compelling
    • Synthesise lessons learned from research findings of EFInA surveys and scoping studies conducted and draw implications and/or conclusions that are actionable, impactful and accessible to stakeholders, in the form of policy/strategy/technical notes
    • Review and finalise the reports (prepared by the Research Officers) for all customised requests received for analysis on the data from the EFInA
    • Access to Financial Services in Nigeria surveys
    • Provide insightful and meaningful data to the Programmes Team and Head of Innovation Funding to support the evaluation of proposals received

    COMMUNICATION ROLE:
    • Dissemination of EFInA’s Research
    Ensure effective dissemination of all research undertaken by EFInA
    • Represent EFInA at public events and in public communications, as directed by the CEO
    • Develop and ensure the successful implementation of an innovative communications strategy to distil and disseminate EFInA’s primary research to relevant stakeholders and a wider audience.
    This will include proposing the appropriate dissemination strategy for all research commissioned and presenting research findings in a compelling and informative manner, e.g., writing reports, producing brochures, contributing to research publications, etc., for the CEO’s sign-off
    • Manage the publication and promotion of EFInA’s materials, including design and printing
    • Ensure that EFInA’s communication outputs are of a high standards, respond to the needs of the target audience, and are delivered within agreed budget and timelines

    Develop and Maintain Linkages to the Wider Research Community
    • Continuously cultivate and maintain active relationships with external stakeholders including academia, market research firms and industry associations working on access to finance related initiatives
    • Maintain relationships with major research firms in financial sector development and keep abreast of access to finance related research in Nigeria as well as in other relevant jurisdictions
    • Contribute to the development of the financial sector and EFInA’s position as a thought leader within it, by writing and publishing papers on key programme areas

    MANAGERIAL ROLE:

    Staff Development:
    For all staff directly reporting to this position:
    • Lead, coach, and mentor the Research team to ensure customer focus and high standards of delivery
    • Ensure that any output from the Research team meets EFInA’s high standards of delivery
    • Develop a learning culture by sharing best practices and successes between the Research Department and different parts of the organisation
    • Identify and provide on-going formal/informal capacity development opportunities
    • Monitor, manage and report on the performance including setting monthly performance objectives and timelines, as reflected in their annual job plan.

    Skill set    

    ESSENTIAL:
    • Master’s degree in Statistics, Economics, Communications, Marketing, Anthropology, International Development, Public Policy, or related field, from a reputable institution
    • Minimum of ten years’ work experience at a senior level in the private sector, social sector or academic research environment
    • Minimum of seven years’ experience in undertaking social research and managing research firms or departments, and the ability to conduct statistical modelling
    • Prior experience working in communications role in a fast-paced organisation
    • Experience communicating large amounts of data in a compelling and innovative way
    • Experience in implementing or leading large national surveys and research projects and knowledge of a range of qualitative and quantitative research methods with extensive experience in:
    1. Conducting fieldwork such as in-depth interviews and focus group discussions
    2. Designing research guides, survey tools and questionnaires
    3. Developing analysis frameworks
    4. Research and survey administration, data management and data analysis

    • Track record of publishing papers and articles
    • Strong knowledge and understanding of research trends in financial sector development
    • Demonstrated experience in a complex or pioneering environment and of managing or facilitating change
    • Supervision and leadership experience
    • Strong relationship management experience with the ability to effectively engage with a diverse range of senior stakeholders, both in the private and public sectors
