    Monitoring and Evaluation Consultant

    Job Purpose
    The BLOOM+ Monitoring and Evaluation (M & E) Consultant will be responsible for all monitoring and evaluation activities associated with the BLOOM+ project including collecting, entering and interpreting project monitoring data on a quarterly basis, training project personnel in monitoring and evaluation methods and contributing to the analysis and Write UP of evaluation studies that assess the effectiveness of program interventions.
    The M & E Consultant reports to the Project Manager, and works directly with partner organization project staff

    Core Roles and Responsibility
    Technical Design and Development:

    • Contributes to the preparation of Performance Monitoring Plan and project database.
    • Assists in revising and developing M and E training materials

    Monitoring and Evaluation Management and Implementation:

    • Develops the database for the project Using Excel Collects, enters and analyzes quarterly statistics from the implementing partners, requesting clarifications or revisions as needed.
    • Completes the Quarterly Report for the project.
    • Assist in conducting evaluation studies, including capacity assessments and surveys Trains survey assistants and project staff and ensure that the data collection is carried Out as designed.
    • Ensures the quality of all data collected and submitted.
    • Trains partner staff in MIS, data quality assurance, report writing and other skills, as necessary.
    • Has proven facility with SPSS and experience conducting basic data analysis (descriptive statistics, correlations, t-tests, chi squares and general linear models.)
    • Generates tabular and/or graphic presentations of service statistics and other data using Excel and/or SPSS.
    • Adapts, revises and develops M&E tools
    • Develops pre and post training questionnaires and conducts focus group discussions with project stakeholders
    • Contribute to the learning agenda
    • Internal Learning and Dissemination of Results:
    • Provides the project director with tables or slides of verified data for project dissemination events, reports, and new business development.
    • Assists in the preparation of presentations for donor meetings and internal staff meetings.

    • Excellent attention to detail, strong quantitative background and technical writing skills.

    Program Manager

    Job Purpose

    • The Program Manager is responsible for overall coordination and management of all programmatic and financial aspects of the Program in accordance with proposal, monitoring and evaluation plan, performance framework, procurement and supply management plan detailed budget, training plan and the program management tool (PMTool)
    • He/she will ensure development of detailed work plans and other technical documents will supervise execution of activities; has oversight of all administrative and financial arrangements and will ensure timely and accurate financial and narrative reports.
    • He/she will propose modifications to plans as necessary and may contribute to development of additional donor proposals.

    Core Roles and Responsibilities

    • 1,200 adolescent girls (80%) and boys (20%), aged 14-16, gain critical skills and self-efficacy in a supportive community environment, have their capacities built in transferable employment-relevant skills,and make healthy life decisions/ choices through Choose a Future training.
    • Project Support Committees (PSCs) and local partners have their capacities built and carry out for sustainably of the programmes.
    • Documented changes in the lives of 10% of youth/young women who have successfully passed through BLOOM+ in the areas of school enrollment, retention, pass grades, progress to senior secondary classes,and employment.
    • Plan's Child Centre Community Development, Child Protection Policy and Gender approaches adopted in all aspects of program planning and implementation.
    • Foster Government and community support, evidenced in their participation in project planning and implementation and support for youth education, trade and employment opportunities.
    • Document and disseminate learning to Plan, partners, government and stakeholders.
    • Oversee all program implementation, monitoring and evaluation
    • Manage local partners in the areas of grants management and tracking, capacity building, knowledge sharing, and
    • Use CCCD, CPP and gender approaches in all aspects of project delivery.
    • Working closely with Children relevant state and Local Governments Community traditional leadership/structures Project Support Committees, Coalitions/networks and implementing partners.
    • Facilitate the formation/working of the Technical Advisory Group (TAG) and ensure that the TAG receives everything it requires for proper functioning, towards institutional building for the project scale.

    Key Results & Criteria for Success:

    • Budget monitoring and management
    • Compliance with donor rules and procedures, Including for procurement and distribution of resources, time management, work-plans and records
    • Timely and accurate monitoring and financial and narrative reporting
    • Ensure strong partnership with Ministry of Education Women and Gender Affairs Social and Youth development Education, CP/Child participation and Gender Teams Government partners and other stakeholders,
    • Ensure strong liaison with Plan USA. donors, Plan West Africa Regional Office and International Headquarters
    • Ensure collaboration with other Plan Education programmes and compliance with Child Protection standards.
    • Ensure adherence to Plan's Gender Equality Policy
    • Advance girls and youth school enrollment/completion, youth gaining employment
    • Ensure to build skills and competencies of Implementing Partners PSCs, Local and State Government and other stakeholders to support project success, publication of learning and sustainability.
    • Women's participation in service delivery decision making or building the skills and competencies of IGA officials to conduct their work in a more gender sensitive and socially inclusive way
    • Building the capacity of CSQs, community women and gender champions to productively engage in service delivery decision making.
    • This would demand designing capacity building activities and advocacy strategies;
    • Developing training materials (or make revisions to existing materials) that reflect state-of.-the-art-practices in gender and social inclusion,
    • M&E systems to capture the impact of gender related activities on project outcomes;
    • Developing staff capacity in gender and social Inclusion;
    • Preparing quarterly and final reports.

    • First degree in Social Sciences with 5 or more years working experience in an international NGO.

    Program Coordinator

    Job Purpose

    • The Program Coordinator is responsible for the coordination and providing technical support to the local implementing Partners/sub-recipients ACDO and MACA in the area of partner capacity building/training development of proposals/ work plans, monitoring plans, partner compliance with signed sub-grant, sub-grant tracking and timely cash forecasting, documentation of results and learning, reporting, and sharing of information to partners for the purpose of their learning.
    • The Program Coordinator will also focus on collation of program field data and information from partners and Plan's field activities, and do all these in accordance with approved PSIPSE BLOOM+ proposal, detailed work plan, PMP, sub grant agreements and other technical documents, including Plan's standards.
    • He/she will ensure timely and accurate submission of partner's reports: narrative, M&E, Financial and other reports.

    • Provide hand-holding support to partners in the different areas including understanding of the program and contract terms, tracking of deliverables, data collation and report writing
    • Monitor Partner activities through monthly review meetings review of partner work plans and PMP and carry outside visits, along with the implementing partner to CAF classes, schools, community and other community stakeholders.
    • Ensure partners adherence to subsequent provisions, and quality
    • Work with Partners to ensure thaw timely submission of accurate, lit tor purpose monthly narrative and quantitative reports
    • Initiate the collation and full documentation of program results, challenges, and Issues
    • Support and participate in the process of State and Local government and institutional engagements by Plan,
    • Report all abnormalities or non-compliance with Plan procedures to supervisor in a timely manner.
    • Make recommendations to the Program Manager.
    • Draft monthly and quarterly reports and submit to supervisor for further review and submission to the CO
    • Be involved in the preparation of monthly budget forecasts and annual budgets.
    • Use Child Centred Community Development and gender approaches in all aspects of program delivery.
    • Work closely with Children, relevant state and Local Governments, Community traditional leadership/structures, Project Support Committees, Coalitions/networks and implementing partners.
    • Carry out any other duties as assigned by the Program Manager.
    • Ensure adherence to Plan's Gender Equality Policy
