    Key Areas of Accountability
    Representation:

    • Assist HPM in developing and maintaining contacts with other key INGO players to undertake a regular review of their terms and conditions of their salary structures and of the security procedures within emergency operations.

    Human Resource Management:

    • Assist the HPM in the development of needs for development / training for Humanitarian staff to effective respond to emergencies.
    • Identify training courses and their costs and maintain a list of available courses.
    • Research training opportunities as prioritised by the SMT or as requested by supervisors.

    Recruitment:

    • Carry out emergency recruitment as per policies in place
    • Maintain strict timelines in recruiting emergency staff
    • Maintain a database of recruitment related advertising agencies - including websites, professional forums, and costs.
    • Receive applications from prospective candidates and maintain an applicant database.
    • Develop a standard induction pack for emergencies and maintain an induction schedule for new staff.

    Administration:

    • Maintain leave-tracking and performance review schedule for all field staff.
    • Maintain Personnel files for Humanitarian staff and supervise emergency staff records and files in other sub-offices.
    • Review T&C on a six monthly basis with HR Manager.
    • Review the staff health policy and working conditions of emergency staff every six months with the HPM and HR Manager.
    • Arrange for visas for emergency staff travelling externally.
    • Provide admin support to supervisors to arrange training opportunities for staff.
    • Supervise general administrative duties (Support Service Officer) for the Humanitarian team.

    Staff Health and Safety:

    • Maintain records of all incident reports.
    • Provide relevant information necessary for the management of the combined accident and workmen compensation and group life insurance cover for staff.
    • Registration of staff with Health Management Organisations (HMO) and administration of other necessary updates with the HMO

    Child Safeguarding:

    • Work with Child Safeguarding Adviser, Field Managers and Child safeguarding focal points at the field offices on implementing strategies to strengthen Child Safeguarding Policy compliance.
    • Training staff and consultants in the CS Policy (awareness raising, management systems, prevention, monitoring, and response
    • Ensure all new emergency employees at the Field Offices and Abuja have had a thorough CS and Code of conduct policy induction
    • Ensure that beneficiaries of SCI programmes are made aware of the conduct they can expect of SCI staff in line with the requirements of the CS policy and how to raise their concerns safely and confidentially by working with Programs Units
    • Maintain basic management and statistical information regarding child abuse and exploitation cases; monitor and analyze data on incidence, identify trends and impact of our prevention strategy
    • Conduct or support the child safeguarding investigations and ensure complaints and investigation reports are sent to Country Office
    • Monitor the progress of all child safeguarding cases and prepare monthly CS reports

    Nutrition in Emergency Adviser

     

    Job Description

    • The Nutrition Adviser is the technical lead in this emergency.
    • The Nutrition Adviser will participate in the Nutrition working group, lead on sectoral consultation and representation, review of current nutrition programming in Nigeria, guiding assessment design, recruitment of initial staff, training of assessment teams and the finalisation of approach for the Nigerian humanitarian response.
    • The Nutrition Advisor will lead sectoral input into individual proposals and the development of the humanitarian response strategy. They will define what inputs will be needed, design the training and management processes for the response. As resources become available, the nutrition advisor will lead on programme start-up, staff recruitment training and support to nutrition manager and staff as they come on line. The Nutrition advisor will then revert to the more usual TA role - providing a monitoring and mentoring role to ensure the quality of the nutrition components of the response.

    Main Responsibilities

    Programme Support:

    • Review the current nutrition programming approach in Nigeria and ensure appropriate incorporation into the humanitarian response design and start-up
    • Lead on the definition and organisation of multi-sectoral and stand-alone nutrition technical assessments as appropriate (including community needs, and capacity assesment for nutrition programming).
    • Define the Nutrition strategy,- assessments approach and programme design to ensure locally appropriate high quality Nutrition technical approaches within the Nigerian response.
    • Work with the other sector leads and other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children's needs.
    • Working with the Humanitarian Manager and Deputy Team Leader, develop the Nutrition sector response plans, phased master budgets and contribute to Save the Children's overall response strategy.
    • Working closely with the Humanitarian Manager or Team Leader, support fundraising for the Nutrition sector, including development of high quality concept notes and proposals, and engagement with donors' technical Advisers.
    • Prepare and oversee Nutrition programme implementation to ensure timely delivery of programme activities (for example, monitoring against logframes, individual performance management workplans).
    • Prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
    • Working closely with the HR team, identify Nutrition staffing needs (both national and international) for nutrition programmes, and ensure rapid recruitment, induction and training of new staff.
    • Identify Nutrition programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
    • Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
    • Working closely with the Accountability lead put in place accountability activities for your thematic area. Ensure both direct and remote accountability systems are incorporated into programme design, ensuring that feedback from all relevant stakeholders is considered in Nutrition programme design and implementation.
    • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

    Capacity Building:

    • Review existing programme approaches and training processes for nutrition in Nigeria. Oversee development and deliver technical training material that will improve aspects of Nutrition work within Save the Children, at country level.
    • Develop learning plans and training processes for Save the Children nutrition staff and partners. Mentor and be a role model for less experienced staff.
    • Ensure trainings achieve capability outcomes- all trainings define what participants will be able to do at the end of the training and how this ability will be measured and short-fallings incorporated into staff development plans

    Representation & Advocacy & Organisational Learning:

    • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, such as the Nutrition cluster, ensuring the specific needs of children are being addressed. This may involve taking the lead in Nutrition cluster working groups.
    • Take steps to document lessons learned, from Nutrition programmes, for wider dissemination.
    • In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels.
    • In collaboration with SC Nutrition colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.
    • To identify opportunities and material to contribute to Nutrition communications and media work, acting as a spokesperson when required.

    General:

    • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

    Qualification

    Essential:

    • Significant management experience in emergency, fragile state or development Nutrition programmes
    • Previous first phase emergency response experience
    • Education to Masters level in Public Health Nutrition, or a related subject, or equivalent field experience
    • Previous experience of managing a Nutrition team at national level
    • Previous experience of Nutrition project management and programme coordination, implementing Nutrition programmes within donor constraints, on time and within budget
    • Experience of and commitment to working through systems of community participation and accountability
    • Demonstrated monitoring and evaluation skills
    • Ability to work both in an advisory and a hands on implementation capacity
    • Proven capacity to supervise, train and coach staff in Nutrition technical skills
    • Experience of representation and ability to represent SC effectively in external forums.
    • Experience of preparing successful funding proposals for donors
    • Ability to write clear and well-argued assessment and project reports
    • Excellent communication skills
    • Strong influencing skills and experience in advocacy
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy
    • A high level of written and spoken English
    • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
    • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
    • Experienced: 3-5 years

    Desirable:

    • Language skills in English
    • Experience or knowledge of working and living in relevant regions/contexts

    Deputy Team Leader

     

    Job Description

    • The Deputy Team Leader is responsible for managing the strategic design and modification of the humanitarian response in line with the Response Strategy and Master budget. This will include supporting the Humanitarian Programme Manager to identify needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children Nigeria SMT and regional response priorities.
    • The post-holder will develop the response strategy and identification of the necessary resources for the response. The DTL will support the Humanitarian Programme Manager by ensuring the Technical Advisor teams provide appropriate design, training and MEAL functions for programming in North East Nigeria.
    • The DTL will establish working relations with other agencies, looking for opportunities for partnership and harmonisation of approach and with donors to ensure resources are made available to the response
    • The DTL will negotiate the positioning of the humanitarian response within the Country Programme and support the SMT to ensure the suitable resourcing of the response. manage programmes or country support functions and negotiate and network at an international level.
    • They will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place.
    • The post holder will play a strategic role in defining the effective scale up and management of Save the Children emergency programmes to maximise impact and enable positive change for children.

    Main Responsibilities

    Programme Support:

    • Assume overall oversight of the Nigerian response within the regional emergency response in collaboration with the HPM.
    • Ensure the large number of multiple grants (across up to 10 sectors), contribute to the achievement of the response strategy ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
    • Lead on Nigeria Response Strategy, country level strategic planning, action plans, and monitoring to ensure an effective emergency response and a smooth transition to recovery phase
    • Lead on the development of a 24 month master budget for the Nigerian response, based on direction from the SMT, predicted funding for the North East response. Take overall leadership on the implementation of national level budgets of US$ 10-20 million of annual budget, keeping relevant stakeholders informed and ensuring any corrective actions are taken.
    • In coordination with the TAs and the awards team, ensure the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
    • Work with the TA's develop scaling up plans for programming, based on existing Nigerian experience and the experience during the early months of the response
    • Establish project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning.
    • Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Manager.
    • Oversee effective establishment of a functioning logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level
    • Through embedding direct and remote processes into each sector programme design, ensure strong accountability to beneficiaries
    • Plan, identify and resource appropriate and effective structure & staffing needs for entire response (including ensuring that personnel policies are in accordance with national laws)
    • Oversee the development & implementation of staff well-being (policy) and ensure appropriate staff well-being and R&R policy and processes in place

    Capacity Building:

    • Ensure that all programme designs and budgets sufficiently incorporate pre-deployment training requirements and capacity building plans and performance management systems are in place. Ensure training plans include capability statements and measuring systems to allow the development of the requisite competencies in staff at each level to ensure timely delivery of a quality of response
    • Coach and mentor international and national staff and partners and link in to wider organisational talent development mechanisms.

    Representation & Advocacy & Organisational Learning:

    • Represent Save the Children's emergency response on a national, regional and international level to donors, the media and members of the humanitarian community.
    • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed
    • Regularly undertake high level representation and advocacy with Government partners and officials as well as donor representatives. Establish systems for communication with local Government partners, relevant line departments and community representations in the project area(s).
    • Lead on organisational level operational practice, innovation and learning in consultation with Humanitarian team.
    • Oversee the implementation of Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies

    Qualification

    Essential:

    • Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state.
    • Previous experience of managing programme teams in large-scale first phase emergency response is essential
    • Education: MA / MSc level (or equivalent field experience)
    • Senior management experience of multi-national, multi-sector team at a Country Director level.
    • Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5m+ in a first phase response at regional or country level
    • Multi-site security management in insecure environments
    • Experience of international level representation with key stakeholders, and co-ordination with other NGOs/UN
    • Experience of international media representation and advocacy
    • Experience of M&E and beneficiary accountability systems in large complex programmes
    • Experience of developing and negotiating successful partnerships with institutional donors
    • Proven ability to influence change at an operational and strategic level
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy
    • A high level of written and spoken English
    • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
