  • CANADEM is seeking Canadian or Permanent Residents of Canada with previous UN experience who are available for an immediate deployment to Abuja, Nigeria with OCHA for a three month contract.

    OCHA Public Information-Reporting Officer (P3)Duty Station, Country:Abuja, Nigeria

    Brief description of emergency: Recent attacks by Boko Haram insurgents forced further displacements of an estimated 800,000 people since August in the northeast region (Borno, Yobe and Adamawa states). This is in addition to the 1.5 million IDPs recorded since May 2013 when the state of emergency was declared. The humanitarian situation in the Northeast continues to deteriorate and there is an urgent need for diversifying and strengthening humanitarian assistance as host communities' coping mechanisms are becoming overstretched. Insecurity continues to restrict humanitarian access, particularly in the areas under the control of the insurgents, but also in other parts of north-eastern region where the security situation remains highly volatile.

    OCHA's presence in Nigeria will develop into a fully-fledged office in 2015, but at present the footprint is still reduced (a Humanitarian Advisory Team), and so is the existing PI/Reporting capacity. Information gathering is a challenging and very time consuming task in Nigeria, as a culture of regular information sharing between stakeholders is not yet in place.

    OCHA's role and key challenges It is OCHA's urgent task to proactively gather information relevant to the humanitarian challenges in Nigeria and ongoing crisis and ensure effective advocacy is m place. Partners and member states also expect that the HC and OCHA will also strengthen the effective coordination of the response, especially in ensuring humanitarian access to people in need in the north region affected by the conflict and under armed groups control.

    Will an equipped workstation and any necessary communication and MOSS equipment be made available to the ERR member/SBP secondee? SBP needs to bring his/her own; little is available locally as of yet.
    Details on security situation/structure and staff well-being: (security phase, living condition?)
    This post is based in Abuja (Security level 3) with frequent travel to states in security level 4 and occasional travel to security level 5 areas.
    Living conditions in Nigeria, even in the Federal Capital, range from challenging to extremely challenging in the NE. Further details available.
    Main tasks and duties to be executed:
    Monitors and analyses current events relevant to humanitarian action; identifies humanitarian issues and trends
    Proactively seeks available information by frequently liaising with respondents and other stakeholders
    Produces humanitarian bulletins, situation reports and other information products as required
    Participates in selecting the information transmitted to key constituencies and responds to queries
    Prepares and participates in relevant coordination meetings and missions when required

    Specific Required Qualifications: (language skills, experience, etc.)
    Fluency in English
    Excellent writing and communication skills
    Exposure to humanitarian affairs, experience in inter agency coordination and access issues' an asset
    Experience in working with multiple organizations
    Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance
    Ability to work in a mulita-cultural team under demanding working conditions.
    Ability to work in a stressing environment and to meet tight deadlines
