    Protection/Legal Officer

    Job Summary

    The Protection/Legal Officer leads and coordinates JRS protection programs with the objective of providing timely and effective protection to populations of concern, as well as supervising protection interventions. The Officer is responsible for supervising effective protection services, including needs assessments, protection monitoring, community-based activities in line with the project and provide on-call Legal Advice. They should have an experience and knowledge in the human rights field with a strong commitment to human rights, protection of refugees, transparency, and accountability. The Protection/Legal Officer defends and explains complex issues and advocates on these positions, think legally, analytically, strategically, and effectively as s/he implements these attributes to support JRS Nigeria

    Key Responsibilities of the Position

    • Undertake regular field visits to conduct interviews with refugees, IDPs, host families, returnees, resettled IDPs and other relevant stakeholders in order to gather protection-related information.
    • Identify and support community structures and entrance points for discussion and work on issues.
    • Identify protection issues including focus group discussions and individual interviews in a safe environment.
    • Preparing protection information in an easily understandable format for communities.
    • Plan, design and implement protection awareness-raising activities for refugees, IDPs, communities and NGOs, in consultation with the target audience.
    • Design, with the participation of representative community groups, appropriate protection interventions, including referrals to relevant authorities and agencies.
    • Initiate or support community or municipal level advocacy activities designed to improve the protection situation of refugees, IDPs, returnees and/or host communities.
    • Identify protection issues in beneficiary communities and flag them for the attention of the supervisor.
    • Follow up on individual protection cases within communities and with partner organizations.
    • Conduct impact monitoring of project activities, in accordance with the organization’s methodology.
    • Co-operate and interact with partner organizations, relevant government departments and local authorities, protection team and other protection partners on a regular basis.
    • Actively participate in the Protection Cluster and work with appropriate stakeholders.
    • Accurately and responsibly document information and share with appropriate partners, with approval of supervisor or senior management.
    • Work within an agreed work plan and ensure timely attention to priority tasks.
    • Play an active role in developing new protection strategies within the organization.
    • Prepare documentation of all relevant activities (protection monitoring forms, field trip reports, Collective Centre database, minutes of meetings, work plans, budgets etc.) in accordance with the organization’s guidelines and regulations. Propose corrective actions where necessary.
    • Supervise and support protection field assistants, Protection Monitors and Community mobilizers, where relevant.
    • Provide legal advice to JRS Nigeria and its beneficiaries through research, drafting legal notes, providing legal representation, participating in meetings and drafting minutes, on a broad range of legal issues, especially pertaining to the right of refugees in Nigeria.
    • Provide legal advice to JRS Nigeria concerning contracts as well as other legal queries.
    • Provide interpretation of international legal frameworks applicable in Nigeria to JRS Nigeria.
    • Conduct research and analysis on specific legal matters to support JRS Nigeria’s operations, as needed.
    • Assist the Project Director in carrying out comprehensive reporting of external activities, meetings, record keeping, and internal communication.
    • Maintains and expands a strong network amongst governmental authorities and other organizations (civil society organizations, NBA, etc.)
    • Facilitate trainings/workshops with relevant authorities on topics related to field activities.

    Required Education and skills

    • Minimum of a Bachelor's degree in Law or a related qualification.
    • Minimum of 5 years of relevant experience with at least 3 years in Programs in INGOs,
    • Significant previous experience in similar programming working with IDPs and Refugees.
    • Good analytical and writing skills.
    • Extensive knowledge of MS office.
    • Ability to work in stressful locations.
    • Knowledge of humanitarian actors.
    • Excellent communication skills to manage relationships.
    • Flexible and adaptable to the needs of the team and organization.
