    Project Monitor - Education in Emergencies

    Duration: 1 Year Renewable

    Job Descriptions

    • The Department of Foreign Affairs, Trade and Development (DFATD) seeks to hire a Project Monitor (Consultant) to monitor Canada's two Education in Emergencies (EiE) projects in Borno and Yobe States, Nigeria.
    • The Monitor should specialize in monitoring and evaluation of education projects and Education in Emergencies and associated humanitarian issues in the Northeast.
    • The monitor will advise Canada and its implementing partners on how to strengthen project delivery and outcomes in line with Canada's Feminist International Assistance Policy; assess key education and related humanitarian issues in the Northeast and their implications for Canada's EiE programming; and advise on how to better consider and integrate 'nexus' approaches (development, humanitarian, and security streams) into Canada's EiE programming.

    The Project Monitor will deliver on the objectives and work outlined below:

    • Monitor and report on Canada's two ongoing EiE projects, including collecting information and reporting on progress towards expected outputs and outcomes based on project logic models and performance measurement frameworks; capacity and ability of the implementing partner to deliver results and adapt to feedbacks from incoming data, stakeholders and learning processes; level of coordination and collaboration with Nigerian authorities and other national and international stakeholders; and implementation challenges, risks, and opportunities, and any other issues that require the attention of Canada.
    • Collaborate with Global Affairs Canada (GAC) staff at mission and headquarters to share information and engage in discussions on Canada's EiE programming.
    • Provide guidance to implementing partners and GAC based on best practice, lessons learned, and Canada's Feminist International Assistance Policy.
    • Participate in and review evaluations related to EiE in Northeast Nigeria.
    • Participate in, and / or provide technical support to GAC staff participating in initiatives and meetings of relevant working groups, other donors, and federal and state authorities.
    • Facilitate and coordinate development meetings such as meetings with individuals and groups of implementing partners, discussing programmatic priorities, objectives, progress, results, and challenges.
    • Review concept papers and proposals and provide timely recommendations to Canada.

    Mandatory Requirements

    • Applicant must be a Nigerian citizen or legally and operationally in a position to work in Nigeria.
    • Applicant must possess minimum of bachelor's degree in a directly related field (Social Science, Education, International Development, etc).
    • Applicants must have minimum of eight (8) years of recent (within the last 10 years) working experience in the following areas:
      • Working with government and / or donors in a technical capacity on education in emergency providing advice (project planning, drafting briefing notes, sectoral analysis, etc), and
      • Monitoring, evaluation, and learning of EiE projects. Applicants with strong experience in INGOs may be given consideration. You must explain in the Expression of Interest (EOI) how specifically your experience meets these two (2) criteria.
