    Project Manager (SAFPAC)

    1. JOB SUMMARY

    The Project Manager (SAFPAC) is to coordinate the activities of GSK and SAFPAC projects and ensure quality implementation of the SR program, monitoring and evaluation of sexual and reproductive health activities in the HFs supported.

    1. RESPONSIBILITIES AND TASKS

    Job Responsibility #1: Staff Management   

    • Effectively supervise all direct reports in the performance of their duties
    • Ensure the proper implementation of CARE's performance management system for direct reports, including job description and annual performance objectives development, regular feedback, mid-term reviews and annual performance appraisals.
    • Proactively address performance issues through regular, constructive and honest feedback and coaching.
    • Identify necessary staff development and career development opportunities for direct reports.
    • Ensure levels of authority and responsibility are clearly defined, understood and followed by direct reports.
    • Ensure that direct report work is guided by CARE’s core value commitment.

    % of Time:  20%       

    Job Responsibility #2: Quality Controls and Assurance

    • Make regular assessments of the clinical competencies of the forms providers and develop coaching plans for the non-proficient providers.
    • Ensure that the best practices identified during the analysis of the results, during the supervisory and exchange meetings, are disseminated and applied in all the FOSAs supported
    • Document all aspects of patient care and maintain accurate and complete medical records
    • Prepare reports of quality activities within the allotted time and submit them to the GP / CP
    • Ensure that complete and up to date patient records are maintained by the clinic
    • Ensure that systems for keeping patient/client and other relevant records are well maintained
    • Prepare and submit reports for the clinic in line with established procedures
    • Ensre that reports and returns are submitted to the management and relevant government authorities as stipulated in the regulations and policies

    % of Time:  20%        

    Job Responsibility #3: Monitoring and Learning

    • Ensure the regular collection of data in the supported FOSAs, compile in the database clinical data and analysis of the data collected in order to make recommendations to the supported health structures and the Project Manager / GP
    • Participate in monthly tripartite meetings bringing together FOSA providers, community facilitators, CARE staff and the Health District to analyze the data, identify the difficulties encountered and help them find solutions
    • Contribute to the preparation of assessment and monitoring missions
    • Supports monitoring and evaluation initiatives at selected facilities/communities including submission of monthly scorecards and quarterly reports
    • Maintain and use strong monitoring systems to track and report on activities and results to support effective delivery of clinical care services
    • Periodically review performance metrics with the Monitoring & Evaluation officer and employ use of data for decision making that promotes high quality clinical care services
    • Facilitate documentation and dissemination of appropriate case studies, experiences, best practice and lessons
    • Encourage sharing of learning and experience with the team, across the organization and with like-minded/peer organizations

    % of Time: 25%

    Job Responsibility #4: Project Implementation

    • Coordinate project team planning activities, including the development of annual, semi-annual and quarterly work plans.

    % of Time:  15%

    Job Responsibility #5:  Perform other duties as assigned

    Not limited only to:

    • Participate in the development of new projects
    • Participate in the development of budgets and expenditure plans.
    • Assist in providing operational management and technical support to other smaller SRH initiatives
    • Carry out any other duties and responsibilities which may be assigned by the management from time to time

    % of Time:  10%

    1. PROBLEM SOLVING

    There are three levels of problem-solving: 

    • What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis;
    • What has to be done is known, but how to do it is not defined. The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and
    • Why things are done is known, but what has to be done and how to do it are not defined. 

    Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations. She will face and address problems that are typically non-recurring.

    1. QUALIFICATIONS
    2. Education/ Training:

    Required:

    • Medical Doctor, Midwife or MPH

    Desired:

    • Post-graduate training in public health is an asset (University Degree)
    • DMU / SR Training, Family Planning and Post-Abortion Care is an asset
    • Training in project planning, monitoring and evaluation is an asset
    1. Experience

    Required:

    • 4-5 years’ experience in clinical medical practice
    • Previous experience in reproductive health is an asset
    • Previous experience in supporting health structures is an asset

    Desired:

    • Experience working for refugees and / or displaced populations in an international NGO is desirable.
    1. Knowledge and skills
    • Mastery of national R & D policy
    • Mastery of the following computer tools: world, Excel, PowerPoint, internet
    • Ability to plan training sessions, provide formative supervision, monitoring and evaluation of medical activities
    • Ability to ensure quality data collection, compile and analyze data to formulate relevant recommendations
    • Ability to write quality reports in French and submit them on time
    • Disciplined, organized, respect for deadlines, adaptation in a multicultural working environment, tolerance, respect for CARE's core values and gender.
