    Project Coordinator (Humanitarian Hubs)

    Location: Maiduguri, Borno
    Classification: Professional Staff, Grade P4
    Type of Appointment: Fixed term, one year with possibility of extension
    Estimated Start Date: As soon as possible

    Context

    • The North-eastern part of Nigeria has witnessed an increase in violence since the beginning of 2015, causing a major humanitarian crisis. More than two million individuals have been displaced and a few more thousands are affected as a consequence of the intensified attacks by non-State armed groups, as well as the counter-insurgency activities of the Nigerian Government, with the highest number of displacements taking place in Borno, Yobe, Gombe and Adamawa States.
    • In order to support the Government of Nigeria strengthen the humanitarian response in the North-east, the Humanitarian community has expanded its scope of intervention beyond Maiduguri into priority satellite sites in accessible areas, in line with the need for increased accommodation and office space to meet the growing numbers of staff in Maiduguri and necessary presence of staff in selected field locations.
    • IOM and participating partners will maintain and reinforce the access and service delivery to beneficiaries in the conflict-affected areas through the operation of humanitarian hubs in Maiduguri and other strategic locations.
    • Working under the overall supervision of the Regional Director and the direct supervision of the Chief of Mission in Abuja, the successful candidate will be responsible for the establishment andoverall management of the Humanitarian Hubs in North-east Nigeria and be based in Maiduguri.

    Core Functions / Responsibilities

    • Supervise the operation of 9 existing Humanitarian Hubs distributed across the Borno State and coordinate with partners and agencies in identifying possible areas where additional Humanitarian Hubs may be established to continue enabling the humanitarian community to respond to the needs of the internally displaced population.
    • Coordinate with partners and agencies in identifying services and facilities needed within the existing and new humanitarian hubs. Regularly review the existing facilities and services in the humanitarian hubs vis-a-vis the needs of humanitarian workers and make necessary adjustments to better address the needs. Lead the planning and putting in place of facilities and services for new humanitarian hubs and ensure that such services and facilities are functional and available to humanitarian workers.
    • Lead the continuous information dissemination process with partners on the services and locations of the humanitarian hubs. Continue engaging with partners in signing memorandum of understanding on the utilization of the services of the humanitarian hubs.
    • Supervise and continuously train all personnel needed to put in place, operate and manage the humanitarian hubs and coordinate recruitment of new staff, as needed.
    • Coordinate the development and implementation of administrative and operational procedures and guidelines on humanitarian hub operations. Ensure the consistent implementation of procedures and guidelines on all humanitarian hubs. Document best practices processes.
    • Coordinate with the Emergency Coordinator and Project Development Officer in preparing project proposal to raise funds needed to set up and/or operate the humanitarian hubs and/or improve the services offered. Coordinate with donors and other stakeholders and enlist their support for the development and operation of the Humanitarian Hubs.
    • Lead the review and improvement, if necessary, of a cost recovery model to help sustain the operation of the humanitarian hubs.
    • Review and adjust operational plans and activities to ensure that project targets and commitments to the donors are met. Prepare reports and share them with relevant and intended parties.
    • Regularly review and adjust management processes to ensure good utilization of resources.
    • Work with the Field Security Coordinating Officer (FSCO) of UNDSS in coordination with IOM’s OSS, in reviewing and improving the security facilities and updating the standard operating procedures of the humanitarian hubs.
    • Work with the Chief of Mission on the convening of the Humanitarian Hubs Steering Committee. Provide timely and relevant updates to the Humanitarian Hubs Steering Committee and other stakeholders, on the programmatic needs and challenges of the humanitarian hubs.
    • Perform such other duties as may be required.

    Required Qualifications and Experience
    Education:

    • Master’s Degree in International Relations, Political Science, Humanitarian Operations,
    • Logistics or a related field from an accredited academic institution with seven years of relevant
    • professional experience; or
    • University degree in the above fields with nine years of relevant professional experience.

    Experience:

    • Practical experience with international organizations, in development, implementation and evaluation, and/or project implementation and management;
    • Experience in overseeing construction projects especially in the context of emergency response;
    • Familiarity with different project cycle steps and donor relations;
    • Experience in liaising with government authorities, inter-governmental institutions, other national and international institutions and national and international NGOs;
    • Previous experience working in Nigeria is an advantage.

    Skills:

    • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
    • Knowledge of UN and bilateral donor programming;
    • Knowledge of financial rules and regulations;
    • Knowledge in business process and improvement;
    • Ability to supervise large number of staff.

    Languages:

    • IOM’s official languages are English, French, and Spanish.
    • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
    • For all applicants, fluency in English is required (oral and written). Working knowledge of French and Spanish is an advantage.
    • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

    Other:

    • Internationally recruited professional staff are required to be mobile.
