    Poultry Farming Expert

    Context

    • The poultry farm situated in the rehabilitation camp in Mallam Sidi (Gombe) is an integral part of the government-run rehabilitation programme, and the provision of training in livelihood activities in preparation for a successful reintegration.
    • In coordination with the National Directorate for Employment, the camp provides training to the programme beneficiaries, on best practices and materials when developing poultry farming systems, to deliver more chicken and eggs.
    • This is aimed to improve the general poultry farming processes, production techniques, at the levels of drawing up the combination of tools and practices to enhance the poultry system, including preparation of feeds with appropriate mixture and supplements, ensuring regular cleaning of the poultry sheds, floor, water containers and nests according to the bird accommodation and specification, use and store for vaccination and care drugs, and medication and equipment in accordance with veterinary operating instructions.
    • The Consultant will provide technical support to further improve the capacity of the staff working in the rehabilitation camp in Gombe in poultry farming, as well as support the provision of training for the programme beneficiaries. Developing poultry farming monitoring mechanisms, tools, assessments, and trainings to the camp’s staff working for implementation of training, and livelihood support.
    • The consultant will also work closely with the medical staff, the nutritionist, the aquaculture production expert, and the organic production expert, to complement existing training activities.
    • The incumbent will directly report to Reintegration and Reconciliation (RR) National Project Officer, and coordinate with the Support Advisor Officer in rehabilitation camp, Gombe.
    • The consultancy is contributing to the UK, Foreign, Commonwealth Development Office (FCDO) Project on strengthening rehabilitation and community-based reintegration processes in Nigeria.
    • The consultant will have the tasks as described below:

    Core Functions / Responsibilities

    • The tasks listed below will be subject to ongoing review, and where necessary, adjusted in consultations between the incumbent and IOM.
    • The Consultant will provide technical expertise for the IOM Nigeria office to develop and upgrade its production techniques for raising of chickens, for the purpose of producing more meat or eggs for food; as well as improvement to the staff working at the camp, Gombe, programme beneficiaries, and to provide advice on the improvement of the poultry farm facilities established at the camp.     • In coordination with the IOM RR Project Officer, and in coordination with the Support Advisor Officer the consultant will conduct a pre-assessment on the conditions of the birds sheds, quality of eggs, conditions of the chicks/chicken, compositions of feeds and drugs for the birds, including processes for handling/cleaning poultry sheds as well as storage and maintenance of feeds, drugs and equipment in the camp poultry farm.
    • Design as well as review the implementation of hygiene and feeding monitoring tools and protocols, including compositions of feeds and drugs for the birds, inventory/storage of feeds and drugs; birds handling protocols on a monthly basis.
    • Coordinate with the camp instructors providing vocational training in livelihood to include self-produced poultry products as part of the food menus.
    • Coordinate with the camp staff medical personnel and nutritionist to maintain the provision of healthy meals, and consistency between health monitoring and nutrition tools.
    • Conduct capacity building training for at least 24 government staff on poultry farm processing and handling protocols designed.
    • Conduct additional refresher training on the above protocols for new staff for the poultry farm.
    • Conduct a post assessment of the camp's birds handling and production techniques against developed protocols.
    • Provide clear supervisory and inspections guidelines on various implementation processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures, and ensure learning properly accompanies project activities throughout the project cycle.
    • Provide technical direction on the development of work plans, project implementation monitoring, and ensuring that project deliverables are completed in line with IOM programme quality principles and standards, donor requirements, and good practices.
    • Identify problems that can affect the good health and well-being of birds deployed in the poultry farm and take measures to mitigate loss as much as possible.

    Tangible and Measurable Outputs of the Work Assignment:
    1st Deliverable: (25% Total contract value):
    By the first month of consultancy period complete submission and approval of:

    • Detailed report of food quality and nutrition assessment at the Camp, two weeks after starting the consultancy period, presented in coordination with Nutrition Officer.
    • Workplan developed for training of camp staff and support for training of beneficiaries, delivered two weeks after starting the consultancy period.
    • Delivery of procurement plan developed for equipment and consumables for poultry farming.

    2nd Deliverable: (25% Total contract value):
    By the second month of consultancy period complete submission and approval of:

    • Draft tools and protocols for monitoring hygiene and feeding activities including compositions of feeds and drugs for the birds, inventory/storage of feeds and drugs; birds handling protocols on a monthly basis.
    • First training for the implementation of the monitoring tool and protocols for birds’ management, for at least 24 staff working in the camp poultry farms and food-related processes provided.
    • Monthly report of activities implemented in support of training provided to Programme beneficiaries.

    3rd Deliverable: (25% Total contract value):
    By the fourth month of consultancy complete submission and approval of:

    • Refresher training for the implementation of the monitoring tool and protocols for birds’ management, for at least 24 staff working in poultry farms and food-related processes provided.
    • Final management system of poultry monitoring tools and protocols revised and approved by the IOM
    • RR Programme Manager, including:
      • Feeding regime.
      • Feeds and drugs inventory/storage.
      • Birds handling protocols.
      • Bi-Monthly report of activities implemented in support of training provided to Programme beneficiaries.

    4th deliverable: (25% Total contract value)

    • Detailed report of assessment on the Camp’s birds handling and feeding and drugs practices against developed protocols.
    • Delivery and approval of the final activity report by the sixth month of consultancy.

    Performance indicators for the evaluation of results:

    • Satisfactory completion of tasks indicated in the ToR.
    • Quality of the tools developed.
    • Quality of the protocols developed.
    • Initiative and problem-solving during the tool development process.

    Travel Required:

    • Based on coordination with Project Manager.

    Education

    • University Degree in Nutrition and Agriculture, or other related/relevant fields, or an equivalent combination of education and professional experience.

    Experience & Skills:

    • Three years of documented work experience with specific experience in conducting livestock, aquaculture and poultry related research.
    • Ability to work effectively in a fast-paced environment.
    • Proven facilitation skills highly desirable.
    • Motivated, committed, responsible, and able to work independently with limited direct supervision.
    • Proven experience in producing high-quality documents ready for external dissemination.
    • Languages: Fluency in English is required (Oral and Written)
