    Pharmacy and Supply Chain Advisor

    Overview

    • Supply Chain and Pharmacy Advisor needed to support and lead the overall planning, implementation and delivery of high-quality supply chain and pharmaceutical care, pharmacovigilance and DMOC services as well as the implementation of an efficient health commodity logistics system for the organization in accordance with donor requirements and stipulated guidelines of the Federal Government of Nigeria.

    Responsibilities

    • Support the provision of technical support in strengthening pharmacy systems and pharmacists’ capacity on pharmacy best practices and quality pharmaceutical care in the areas of PMTCT, ART, TB care, and reproductive health including ensuring drug inventory management across supported sites
    • Support the state-level implementation, monitoring, service quality governance, and reporting of CPARP, CARC, and other DSD models
    • Responsible for developing, maintaining, and improving a logistics management information system and an electronic inventory control system for stocking and tracking commodities
    • Responsible for designing coordinated systems for the transportation of health commodities, reporting and forecasting delivery times and performing analysis to reduce stock-outs, eliminate wastes and lower costs
    • Support the generation of RISE harmonized LMDs, tracking of order status, stock status analysis, and post-gap analysis for all supported states
    • Responsible for directing outgoing or incoming health commodities distribution activities of the project; ensuring health commodities or supplies are shipped, distributed, or received in an efficient manner and that all required inventory checks are conducted, and all variances reconciled
    • Collaborate with the State teams to ensure LMCUs to promote and oversee an integrated approach to the supply chain management of health commodities
    • Coordinate the pharmaceutical care and pharmacovigilance aspects of the HIV care and treatment program
    • Support periodic training of pharmacy, medical, nursing, and other staff across supported sites
    • Perform any other duties assigned

    Required Qualifications

    • Advanced Degree or equivalent experience in Public Health, Pharmacy, or related health, Medical, or Social Science discipline
    • Demonstrated experience working with USAID/PEPFAR programs and strong familiarity with USAID reporting requirements
    • 7-8 years’ experience in management, operational and technical expertise with a preference in HIV program implementation
    • Experience in managing Supply Chain processes and information flows
    • Work experience in logistics, preferably in an NGO setting
    • Problem-solving ability. Quick learner with a practical, precise approach
    • Knowledge of geography
    • Good communication skills
    • Ability to use spreadsheets and databases
    • Report writing skills

    Pediatrician / Neonatologist Consultant Trainer (Comprehensive Newborn Care, including Small and Sick Newborn, Kangaroo Mother Care and Possible Serious Bacteria Infection)

    Project Overview

    • Jhpiego is an affiliate of Johns Hopkins University and a consortium partner on the USAID Integrated Health Program (USAID-IHP) led by Palladium. Jhpiego is a recognized technical leader in reproductive, maternal, and newborn health, and workforce capacity-building development at global level and in Nigeria, where Jhpiego has led multiple reproductive, maternal, and newborn health programs for over two decades working closely with the Government of Nigeria, professional associations and other partners.
    • Jhpiego invites applications from qualified Pediatricians/Neonatologists to organize and facilitate 3 -6 days training on comprehensive newborn care, including care of the small and sick newborn (SSN), Kangaroo Mother Care (KMC) and Possible Serious Bacterial Infections (PSBI) as a core component of expanded CEmONC training for doctors, nurses, midwives from selected Secondary or referral hospitals in Bauchi, Kebbi, Sokoto, Ebonyi states and FCT. IHP is seeking 4 - 5 consultant Pediatrician/ Neonatologist per State with each consultant conducting 2 - 3 batches of 10 days training (depending on the number of general hospitals or PHCs assigned to them per State/FCT).

    Background

    • USAID Integrated Health Program (IHP) in Bauchi, Kebbi, Sokoto, Ebonyi States and FCT task orders 3, 4, 5, 6 and 7 are multi-year, reproductive health/family planning, maternal, newborn and child health, nutrition, and malaria (RMNCH+NM) programs being implemented in the respectful states.
    • As briefly summarized below, Bauchi, Kebbi, Sokoto, Ebonyi and FCT have poor maternal and perinatal health indices due in part to low coverage and poor quality of antenatal, intrapartum, and postnatal routine and complications care.
    • IHP aims to contribute to State level reductions in maternal and child morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality primary health care (PHC) services for RMNCH+NM, including linkages to high quality secondary healthcare services for women, newborns and children with complications requiring higher level care.

    The three Objectives of IHP are to:

    • Strengthen systems supporting primary health care services
    • Improve access to primary health care services
    • Increase quality of primary health care services
      • To improve quality of primary health care services (objective 3), IHP is supporting the State Government, SPHCDA and other partners in the four states and FCT to implement a range of activities in selected Primary Health Centres, including building capacity of PHC providers (training, mentoring, supervision) to provide essential RMNCH care including prompt recognition, stabilizing measures and referral of women and newborns with complications.
      • As a complement to provider capacity building, IHP is also supporting local health system strengthening and quality improvement (QI) efforts to improve RMNCH care in PHCs, including linkages to secondary care for women and newborns with complications.
      • In collaboration with FMoH, FCT Administration and Bauchi, Kebbi, Sokoto, Ebonyi states government, IHP intends to conduct onsite competency-based training on comprehensive newborn care including the care of small and sick newborn, KMC and PSBI as a component of an expanded CEmONC training for medical officers, nurse/midwives working at selected general hospitals, Mission Hospitals and Comprehensive Health Centers (CHCs).
      • The training will take place in varied number of health facilities in Bauchi, Kebbi, Sokoto, Ebonyi and FCT.

    Specific Objectives
    By the end of 10-day training session, learners will demonstrate competency to a minimum standard in the following areas:

    • Provide care at birth for all newborns including those of low birth weight.
    • Provide neonatal resuscitation for all those who need it.
    • Provide emergency assessment and treatment for small and sick newborns.
    • Promptly identify which newborn requires referral and safe transport.
    • Manage common clinical problems of the sick and small newborns especially prematurity and its complications, asphyxia, sepsis and neonatal jaundice.
    • Counsel families on common problems arising in this age group.
    • Demonstrate competency on how to use and maintain equipment necessary for the care of newborns.

    Responsibilities

    • Actively participate in an expert consultative workshop to finalize and validate the facilitator’s guide for Comprehensive Newborn Care training manual.
    • Actively participate in an IHP organized 6-day training-of trainers’ competencies standardization workshop.
    • Work with IHP to develop Operational Training Plan (as per the deliverable requirements below). Work closely with IHP technical staff (RMNH/FP technical lead, State Technical Directors, Integrated PHC Advisors, Integrated Supportive Supervision/Quality Improvement Specialists) to develop the Operational Training Plan and any follow-on support.
    • Use the IHP training preparation checklist to support advance preparation for the training
    • In conjunction with IHP, conduct an advance visit to clinical training site the day before the training.
    • Set up simulation stations as required for the training.
    • Facilitate the clinical skills training using ‘hands-on’, interactive, competency based, training approaches and methodology.
    • Identify a peer practice coordinator (a high performing participant in each health facility who can provide continuing post-training support).
    • Administer pre and post knowledge, questionnaire, and skills’ assessment to assess knowledge and skills of learners before and after the training.
    • Carry out any other related tasks that may be necessary to facilitate the training activity.

    IHP Responsibilities:
    IHP in collaboration with FMoH will:

    • Identify and conduct final selections of trainers.
    • Organize an expert consultative workshop to finalize the facilitator’s guide for comprehensive newborn care training manual.
    • Organize and conduct 6day training-of trainers’ competencies standardization and harmonization of trainers’ facilitation skills’ workshop.
    • IHP will provide technical guidance towards preparation of power point slides, checklists, pre- and post-tests.
    • IHP with State Ministry of Health will identify trainees at the selected health facilities in advance of the training.

    Required Qualifications

    • Registered and practicing Paediatrician / Neonatologist with at least 12 years post-qualification working experience.
    • Evidence of previous and ongoing work experience providing comprehensive care for SSN including KMC and PSBI in a facility delivering CEmONC services.
    • Extensive consultancy experience with local and international organizations of at least 7 years
    • Evidence of previous experience conducting training on comprehensive care for SSN including KMC and PSBI as a key component of an expanded CEmONC or a similar training especially within the last 24 months and/or Evidence of provision of ongoing training to paediatricians undergoing residency training or training of medical officers undergoing rotation in paediatrics till date.
    • Evidence of having up-to-date annual practicing license with Medical and Dental Council of Nigeria.
    • Professional certification in related field is an added advantage
    • Evidence of strong coaching, mentoring and facilitation skills
    • Evidence of strong analytical and communication skills.

    • Past and current relevant clinical practice experience providing paediatrics/neonatology services.

    • Draft training agenda/training curriculum (not more than 2 pages per thematic area).

    Financial Proposal:

    • Detailing costs to be incurred with respect of the deliverables to be accomplished. Details of costs should be provided, which may include the following (not more than 1 page): professional rate (consultancy fees), travel/transportation costs, hotel accommodation, per diem, training materials, communication costs (adherence to USAID cost principles - allowable, allocable, reasonable, and supported with evidence of past rates). No lumpsum cost will be accepted.
