    Monitoring and Evaluation Officer - Fleming Fund Nigeria

    Duration - 13 Months

    Job summary

    The Fleming Fund Grants is seeking for an M&E officer to support this exciting program. The officer is to support the overall delivery of quality project outputs and deliverables.  He/she in collaboration with the technical leads and deputy team leader will support the development of the program’s logical framework as well plans and indicators to capture project performance results. The  officer will work closely with the Deputy team lead as well as technical partners within the project to implement and supervise the program’s M&E activities, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes.  The officer is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners, and bring innovative ideas, methodologies and approaches to problems associated with AMR and infectious disease surveillance.

    The Monitoring and Evaluation Officer will support the Deputy Team Lead to carry-out the following.

    • Oversee the development and implementation of the performance monitoring plan (PMP) to capture project performance and results, including routine laboratory data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations;
    • Responsible for updating biweekly/monthly project deliverable tracker; communicating status of submission of deliverables in a timely manner; support with the uploading of deliverables onto DAI’s share-point as well as TAMIS.
    • Coordinate the process to prepare and submit laboratory site specific data and report as an integral part of the Fleming Fund quarterly grantee reporting requirements to the Deputy Team Lead
    • Work closely with the senior AMR technical officer to support data verification procedures, including routine data quality audits.
    • Work closely with the Deputy team lead in tracking and reporting sustainability indicators as required by Mott MacDonald in line with the Fleming Fund Nigeria sustainability assessment requirements.

    SKILLS AND QUALIFICATIONS

    The suitable candidate will be a middle level public health / laboratory / monitoring and evaluation professional  with at least 5-7 years’ experience in one or a combination of the following areas: 

    • Laboratory diagnosis of AMR, AMR/AMU surveillance is desired
    • Facilitate laboratory external quality assurance of data, disease surveillance within low and middle-income countries
    • Health system strengthening in low and middle-income countries or public health.
    • Experience working with government particularly Ministry of Health/Agriculture/Environment and international non-governmental organizations, or bi- and multi-lateral agencies or UN agencies is a clear advantage.
    • Knowledge of the Nigeria public health sector/ environment/Agriculture is an added advantage.
    • Ability to communicate and coordinate with government, and national and international non-government stakeholders, and UN agencies.
    • Ability to work efficiently and effectively in an IT environment.
    • Strong coordination, communication, and interpersonal aptitudes
    • Fluency in English
    • Sensitivity to cultural differences and understanding of the ethical issues surrounding surveillance in Nigeria.
