    The Complex

    • The Chief Economist/Vice-President for Economic Governance and Knowledge Management (ECVP) is the Bank’s spokesperson on economic matters and the VP for the ‘Economics Governance and Knowledge Management Complex’.
    • The ECVP is responsible for (i) providing leadership and visibility for the Bank on economic, finance, financial governance and socio-economic development issues; and coordinate the generation of analytical works to inform operational policy; (ii) systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.
    • The ECVP inspire, generate and provide direct support to the President and Senior Management of the Bank on a broad range of technical and management issues within the broad remit of economic, finance, public financial governance, management and social economics.

    The Hiring Department
    The Statistics Department is responsible for the Bank’s statistical activities that focus on two main components:

    • providing support for effective development of statistical capacity and systems in African countries for the provision of timely and reliable data to support development results measurement for the High 5s and Sustainable Development Goals agenda across Africa.
    • mainstreaming results measurement in Bank operations to ensure their operational effectiveness as well as to support the Bank’s research, policy and financial services.

    The Department is also responsible for:

    • Providing technical and financial support to African countries in a wide range of statistical domains emphasizing regional and sub-regional activities, where countries can benefit through using internationally agreed common methodologies and approaches, thus achieving economies of scale.
    • Supporting the data needs for the Bank’s operational effectiveness and the results measurement framework, as well as for research, policy and financial work.

    The Position
    The Director of Statistics Department (ECST) is responsible for the following:

    • Providing leadership to the Bank’s Statistics team to support effective development of statistical capacity and systems in African countries for the provision of timely and reliable data to support development results measurement for the High 5s and SDGs agenda across Africa.
    • Managing the Bank’s Statistics team to help mainstreaming results measurement in Bank operations to ensure their operational effectiveness as well as to support the Bank’s research, policy and financial services.
    • Providing the necessary leadership to build and strengthen internal and external partnerships to ensure coordinated and effective support for statistical development work in African countries.
    • Support the transformation of statistical agencies from exclusively reliant on traditional survey statistics to design, implement and analyze phone survey and big data in general.

    Duties and Responsibilities
    Under the overall supervision of the Chief Economist/Vice-President for Economic Governance and Knowledge Management, the Director-Statistics performs the following:

    • Plans, organizes, manages and controls the activities of the Department:
      • Lead the Department, including setting goals, recruiting top notch staff and provide leadership to deliver high quality statistical products;
      • Provide intellectual and strategic leadership in the development of Statistics as a continuous process across RMCs;
      • Manage human and financial resources of the Department;
      • Build partnerships with internal and external stakeholders and engage at the most senior levels to coordinate the Bank’s statistical activities to enable consistent monitoring and evaluation of the Bank’s strategic goals.
      • Provide efficient and high-quality services to achieve the set objectives.
      • Develop and significantly grow the Bank’s statistical program.
      • Initiate and introduce necessary changes to ensure the Department’s activities respond to current and emerging data needs.
    • Plans, manages and advises on up to date approaches of data collection, dissemination and utilization of data to inform applied research on African development issues. This involves among other issues:
      • Advocate for methodological coherence through the harmonization of statistics and availing of up to date metadata to aid cross-country comparison of key aggregates in collaboration with other development partners and in liaison with the Operations Departments of the Bank.
      • Avail and promote the necessary data dissemination tools across all RMCs and maintaining the same with a view of enabling real time sharing of development data to inform the Sustainable Development Goals (SDGs)(Agenda 2030); Agenda 2063, the HIGH 5s and a host of other national development initiatives across countries.
      • Establish and maintain relations with other development partners involved in producing data to inform timely decision making.
    • Represent the Bank in international and regional conferences, seminars and workshops.
    • Perform other tasks as requested by the Chief Economist/Vice-President for Economic Governance and Knowledge Management and Senior Management

    Selection Criteria

    • A minimum of a Master's degree in Statistics, Mathematics, Economics or other relevant discipline. A PhD would be a strong asset.
    • A minimum of ten (10) years of extensive and progressive experience in the field of statistics and/or data management in a similar organization, five (5) years of which must be at a managerial level.
    • Knowledge and experience with programs where big data techniques have been deployed in development context and experience with the transformation of statistical agencies.
    • Ability to build internal team dynamics and foster inclusion in a multicultural environment.
    • High degree of discretion and tact with the Bank’s external clients.
    • Good listener with demonstrated ability to present and win support for ideas.

    The Complex

    • The Vice-Presidency for Regional Development, Integration and Business Delivery is responsible for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs, and activities.
    • The Vice Presidency for Regional Development will ensure that the Bank operates successfully across its Regional Member Countries and oversee the full implementation of all aspects of the Bank’s Regional Directorates. Within regional development, integration and business delivery complex the Bank has five (5) regional hubs one in each region: South Africa, North Africa, West Africa, East Africa and Central Africa. Each Regional Hub is headed by a Director General.

    The Hiring Departement

    • The various Country Office falls within one of the five (5) Regions of the Africa Regional Development, Integration and Business Delivery Hubs. The Hub oversees a combination of country and liaison offices, as well as non-presence countries.
    • The Director General is accountable of the specific African region. Each Hub will house relevant operations, business development and project implementation functions and administrative capabilities in a shared service for rapid deployment into the individual countries, to help drive the overall business of the Bank effectively on the ground.
    • Country Offices of the African Development Bank have been established to strengthen policy dialogue between the Bank, Governments and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners.

    The Position

    • Under the overall administrative authority of the Country manager and in consultation with the Administrative and Finance Unit at Headquarters, the Administrative and Finance Officer, will among others: undertake to implement the administrative services including accounting and budgeting, human resources activities and supervision of use of office facilities and resources.
    • He / she will carry out effective recording, control and management of Bank resources, the Office’s operational activities in keeping with the Bank’s policies and guidelines.

    Duties and Responsibilities

    • Prepare the administrative and capital budgets in compliance with the schedule set by the Budget Department at Headquarters;
    • Monitor expenditures in accordance with the Bank’s internal control rules and procedures and prepare periodic reports and where appropriate propose revisions;
    • Implement financial management and reporting procedures and controls to improve service efficiencies, identify savings and promote the efficient use of resources;

    Selection Criteria

    • At least a Master’s degree in Accounting, Finance, Audit or Administration.
    • Membership to an internationally recognized professional accounting body (CA, CPA, ACCA or Expert Comptable) and a degree in Human Resources Management would be an advantage.
    • Minimum of four (4) years of relevant experience including three (3) years in an accounting firm or in business organisations;

    The Complex

    • The President, plans, supervises and manages the business of the Bank Group.     The Hiring Department:

    • The General Counsel and Legal Services Department (PGCL) delivers legal advice and services to the statutory organs of the Bank Group: Boards of the Bank Group, to Senior Management, to Directorate General Hubs and more generally to the whole Bank. PGCL also protects the interest of the Bank from legal liability and, as necessary, provides legal defense in cases filed against or brought by the Bank.

    The Position

    • The General Counsel and Director, Legal Services Department, reports directly to the President and is the principal legal adviser of the President and the Boards of Governors and Directors.
    • The General Counsel represents the Bank in all litigation before internal adjudication machinery and in cases of outside arbitral and judicial proceedings.

    Duties and Responsibilities
    The General Counsel will be responsible for the following functions:

    • As the principal legal advisor of the governance bodies of the Bank and its Management, provide legal support and services to the Boards of Governors and Boards of Directors and Management of the Bank Group.
    • Drafting all legal instruments for the governance of the Bank Group, to ensure conformity with constitutive agreements, rules and regulations of the Bank Group entities, as well as to enhance the pace of implementation of their decisions
    • Ensuring that the policies of the Bank Group conform to sound legal principles in line with the best practices of other international financial institutions.
    • Representing the Bank Group in negotiations with member states, other international organizations and, representing and defending the Bank Group in arbitral and judicial proceedings.

    Selection Criteria
    The prospective candidates are expected to have:

    • Holds at least a Master's Degree in Private or Public Law, International Law, Commercial Law or Corporate Law.
    • Admitted to the Bar Association of a member country of the African Development Bank.
    • Have a minimum of 15 years of experience in legal practice, with extensive experience in structuring and negotiation of transactions across multiple sectors and countries, 8 years of which must be at a senior management level.
    • Extensive experience in providing legal advice to high level government officials and/or multinational leadership.
    • In-depth knowledge and vast and diverse legal experience working in the developing world in both government and private sector.

    Strategy:

    • Provide an overall vision and strategy for better managing and harnessing natural resources to improve the quality of life for both present and future generations. Bring to bear the best expertise available in Africa and worldwide to provide customized policies for individual client countries.
    • Recommend socially desirable policies regarding optimal fiscal policy (taxation) and contract negotiations and implementation for non-renewable and renewable natural resources management.
    • Design sustainable solutions to address natural resource conservation and management problems and prepare and implement an action plan to make the African Center for Natural Resources an internationally recognized center of excellence.
    • Advise Regional member countries on natural resource stewardship in both theory and practice, with the goal of helping them design institutional and policy frameworks that are adaptable and resilient in light of the social and ecological complexity and change that characterize today’s challenges.

    Work Program Validation and Execution:

    • Review and validate the objectives and work program for the department, ensuring alignment to the Bank, Complex and department strategic priorities.
    • Monitor their execution and provide guidance as needed to the teams.

    • Have a minimum of ten (10) years of relevant and progressive professional experience in the areas of natural resources management and policy reforms in reputable international organizations of which at least 5 years must be in managerial role.; relevant experience includes work in policy, legal and institutional formulation and reforms.
    • A strong track record in regional development policy.

    The Complex

    • The Vice Presidency for Agriculture, Human, and Social Development is a Sector Complex focusing on the Bank’s Ten-Year Strategy High 5s priorities of “Feed Africa” and “Improve Quality of Life for the People of Africa”. The complex objectives are:
      • To develop, policy and strategy;
      • Provide deep sector expertise to the Regions by gathering pool of experienced individuals who can be consulted to provide sector expertise on complex transactions;
      • Develop new financing instruments;
      • The Vice-President will act as the spoke person to represent the Bank with external stakeholders on aspects of “Feed Africa” and Improve Quality of Life for the People of Africa”.

    The Hiring Department:

    • The Water Development and Sanitation Department is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to achievement of all High 5s (Feed Africa, Industrialize Africa, water-related Power and Light Africa, Integrate Africa, and Improve the Quality of Life).

    The Position

    • The Africa Water Facility Coordinator reports to the Director Water Development and Sanitation Department.
    • The Coordinator leads Africa Water Facility’s agenda for the implementation of the Africa Water Vision and the Framework for Action for 2025. He/She is responsible for providing leadership and supervising the staff and activities of the facility.

    The main work objectives are:

    • Lead Africa Water Facility's policy and strategic work to ensure that operations and other organizational activities which are identified, developed and executed by the Headquarters and Regional Hubs are well aligned with the Africa Water Facility's operational strategy, and effectively implemented;
    • Provide technical guidance/advisory services and expertise to regional hubs on Project Preparation, Water Investment Promotion and Small Strategic Investments;
    • Foster strategic partnerships with regional and global partners; and provide expertise on water development issues to support the department's role;
    • Ensure coherence of the Africa Water Facility's activities across regions;
    • Produce and disseminate knowledge raised through Africa Water Facility operations.

    Duties and Responsibilities
    The Africa Water Facility Coordinator, under the oversight of Director Water Development and Sanitation Department, manages staff of the Department and plans, organizes, supervises and directs the work to ensure efficient and effective Bank Group assistance. Specifically, the role of coordinator is to:

    Managing and supervising the Facility:

    • Implement the Bank's mandate and commitment for the African Water Facility;
    • Plan, organize and supervise the activities and staff of the initiative including identifying development   projects and programs which could be financed by the Africa Water Facility;
    • Supervise African Water Facility’s staff and activities in the Regional hubs;
    • Analyse requests proposed for Africa Water Facility financing of projects, programs and studies;
    • Ensure compliance of Water and Sanitation projects in line with the Africa Water Facility acceptance criteria, priorities and development plans;
    • Coordinate the preparation of the Africa Water Facility 's budget in line with Africa Water Facility instrument and the Bank administrative procedures;
    • Lead complex missions involving negotiations with government officials, grant negotiations and collaborate with the Bank‘s Legal Department in preparation of grant agreements;
    • Liaise with the Director Generals and advise on the Africa Water Facility programme, procedures and operations, including cross-cutting strategies: environment, gender, procurement and finance;
    • Liaise with the Director Generals on the implementation of Africa Water Facility Water operations and the assurance of a high quality of the portfolio and the development effectiveness;
    • Propose the African Water Facility budget and monitor its implementation in cooperation with the Regional operations management team;
    • Manage a team of professional level and support staff in providing efficient and high quality services that support the business. Set realistic performance goals and motivate team members to meet them, both for individual staff and for the team as whole and proceed with Africa Water Facility staff members' performance evaluation;

    • Provide technical advice/assistance to the Regional Directorate and Regional Members Countries in the development of their Water and Sanitation Sectors;
    • Develop and maintain cooperation and co-financing relations with the other development agencies and organizations; lead important and sensitive missions to the member countries and partner organizations and agencies;
    • Supervise the development and recommend implementation of innovative financing mechanisms, as well as technical and management approaches to promote project preparation, water resources development and investment promotion cross regional member countries, including through public-private partnerships, and improvement of the overall governance of these sectors;
    • Promote and develop the mechanism to monitor the performance of the Africa Water Facility activities, and ensure the appropriate reporting to all the stakeholders;
    • Be a collaborative member of the Management Team, contribute and share expertise and input and foster a collegial environment;
    • Serve as a role model, leading by example, building alignment and commitment. Be courageous in challenging others to move the Bank forward;
    • Provide on-the-job training and advice to relatively less experienced staff and supervise their work;

    Selection Criteria

    • Hold at least a Master's degree in Water Resources Management and Engineering, Civil Engineering; Development Economics, or closely related disciplines;
    • Have a minimum of eight (8) years of extensive and progressive experience in an internationally recognized financial or development Institution or similar to the Bank, three (3) years of which professional experience should be at a managerial level
    • Having private sector experience will be an added advantage
    • Familiarity with the work of other multilateral and bilateral development finance institutions is a plus
    • Experience in water sector development and policy support in Africa; and in knowledge management and preparation of analytical work is a plus.
    • Recognized as a thought leader with deep knowledge of public health issues and/or integrated water resources development in Africa, with a focus on research and policy, particularly related to water or public health or sanitation; and ability to analyze and evaluate critical matters pertaining to a broad spectrum of public health, water and sanitation issues and provide policy advice;
    • Knowledge of operational policies, rules, procedures and practices of the Bank or comparable institution;
    • Experience in planning, organizing, managing and coordinating the activities of similar units and supervising the Africa Water Facility's staff, organizing teams, and providing managerial support;
    • Experience in delivering high quality operational products and services (economic analyses, research advice, sectoral studies and review) in support of the Africa Water Facility's work.
    • Ability to communicate and cascade vision for their area. Helps others understand how their personal objectives align with the Bank's mission.
    • Communicate and write effectively in French or English, with a good working knowledge of the other language.
    • Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint); knowledge of SAP is desirable.
