    Supply Chain Coordinator

    Child Safeguarding

    • As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

    Role:

    • This role will in line with the current global procurement policy and manual, coordinate the set up or implementation of supply chain functions and responsibilities, under the supervision of the Field Manager and SCM.
    • The role will supervise and manage field supply chain staff in Ogoja office, including supply chain support to a smaller sized operation in Benue States.

    Main Responsibilities

    • Coordination of programme supply chain needs; implement Save the children  policies and procedures for the management of the supply chain, including areas as procurement for cost effective , transport and distribution, warehousing and stock management, management of vehicle fleets, communication systems, and assets.
    • Implement procurement planning and strategy by conducting regular market surveys of goods and services in order to establish and maintain a well-defined Supplier database.
    • Collate, review and follow up on procurement plans in close collaboration with Program Managers and ensuring that all procurement plans are with clear specifications and delivery timelines
    • Coordinate supplier selection and contracting activities by initiating tender processes on standard items purchased regularly with the goal to establish standard Framework Agreements/Pre-qualified suppliers and contracts with main dealers and qualified and committed suppliers.
    • Support call for interests to identify new suppliers by reviewing procurement documents for correctness, transparency and full compliance with Audit and internal procedures and regulations.
    • Prepare regular (monthly) supply chain activity reports (procurement, fleet, warehouse, assets) for submission to the Field Manager and Supply Chain reporting focal points in Abuja.
    • Conduct market analysis to check on prices, products and suppliers and advise on best sources of supply and freighting options.
    • Ensure all appropriate due diligence checks and risk assessments are carried out in line with organisational policy.
    • Ensure professional management of all suppliers including maintaining good supplier relations and supplier performance review against key performance indicators and framework agreements, regularly updating this information into a global supplier database.
    • Make suppliers aware of Save the Children values, policies and procedures and their need to comply as part of agreements.
    • Supervise and build capacity of the Procurement Officer, Warehouse Assistant, Drivers and Interns.
    • Ensure that Save the Children  minimum standards of logistics procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required
    • Manage and support supply chain staff including ensuring clear division of responsibilities, clear objectives, and management of performance
    • Ensure that procedures within the specific area of responsibility meet Save the Children and donor regulations, whether that be within a given technical sector in logistics, or a specific field base.
    • Coordinate with Program Managers/Budget Holders to ensure the needed support for program implementation is given with efficiency and effectiveness.
    • Ensure that Save the Children minimum standards of logistics procedures, country and donor policies are implemented and adhered to in the area of responsibility:
    • Assets - All assets are recorded in assets register, documentation and filing is up to date and share the updated version with CO
    • Warehouse and Stock Management – all programme stocks are received in accordance with the Purchase Order specifications, properly recorded in a timely manner, preserved in mint condition, organized according to type and homogeneity and dispatched in line with program distribution plan
    • Warehouse and Stock Management- all items are distributed by the end of the award
    • Fleet - all vehicles within the office are performing and utilized optimally
    • All generators are functioning and fuelling done in time. Log sheets filled appropriately
    • Provide logistics training and capacity building as required

    Qualifications and Experience

    Essential:

    • Education-Advanced degree in supply chain management, procurement, logistics, business administration or an equivalent field.
    • Six years progressive experience in supply chain, procurement and logistics management in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments.
    • Proven experience in all technical areas of supply chain operations including procurement, logistics, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security.
    • Experience of working in remote field bases with limited infrastructure
    • Experiencing in managing and supervising others in logistics and procurement functions.
    • Ability to synthesise and analyse information, and make clear, informed decisions

    Child Safeguarding

    Role Purpose:

    • Technical lead for development and management of accountability structures and systems across the country program. The role is responsible for ensuring fully embedded practical and effective mechanisms for accountability to children within the country program, via capacity building, championing and supporting implementation.

    Key Areas of Accountability

    Leadership and Strategy:

    • Support the development of and provide inputs to Nigeria’s Country Strategic Plan.
    • Lead on strategies and provide guidance related to the CO’s accountability systems.

    Accountability to Affected Population:

    • Periodic supervision of all CRM personnel to ensure complaints are logged in a professional and timely manner and beneficiaries are communicated with the in a dignified manner regarding their complaints/feedback
    • Provide CRM Report on a quarterly basis to PDQ Director for dissemination to SMT

    TaRL Adviser

    Child Safeguarding

    • Level 3 - The responsibilities of the post may require the post holder to have regular contact with or access to children or young people

    Role Purpose:

    • The purpose of this role is to coordinate Teaching at the Right Level (TaRL) activities within Save the Children International implementation areas in Nigeria.
    • Under the guidance of the Education Sector Manager and the Field Manager, he/she will ensure communication within Save the Children International Nigeria, consortium partners, and related government institutions on TaRL activities.
    • The post holder will provide technical assistance on designing a context-specific TaRL programme approach, focusing on learning outcomes in literacy and numeracy.
    • The advisor will provide overall leadership and technical support in mentoring, monitoring, and documentation of lessons learnt, support for assessments, training of mentors and teachers, and knowledge management. 
    • He/she will be responsible for coordinating baseline, midline and endline assessments, response analysis, design, and capacity building of Save the Children International Staff, its implementing partners, and government line ministries.

    Areas of Accountability
    In collaboration with the Education Sector Manager, head of education, Field Managers, Programme Manager, Project Coordinators, Project Officers and States Government Quality Assurance Unit:

    • Coordinate the implementation of the TaRL approach to remedial literacy and numeracy education.
    • Provide targeted program design, technical support, materials development, adaptation and revisions, field testing, assessment and monitoring/evaluation support, and oversight to achieving Country Office EiE strategic objectives:
      • Support Save the Children Nigeria programme staff to integrate the TaRL approach in upcoming programs and projects, ensuring that they are aligned with the Save the Children education sector strategy 2021 and SCI Nigeria Country Strategy of 2020. This includes contextualizing education outcomes, theories of change, and selecting interventions based on best available evidence;
    • Conduct and coordinate technical training based on pilot learning outcomes and ongoing improvement in TaRL implementation for country program staff, including on outcomes, theories of change, evidence and indicators;
    • Responsive to staff and partners’ technical support, based on sound educational context gap analysis in literacy and numeracy
    • Support selection of indicators for country programs based on available and emerging indicator testing;
    • Review and develop facilitation materials together with Education Project staff and other partners implementing TaRL, such as UNICEF, Plan International, Street Child and TaRL Africa
    • Review technical quality of proposals, including providing input on budgets required for project delivery, technical activities, ensuring alignment to SCI’s education and cross-sectoral outcomes;
    • Help analyze data to inform periodic review and course correction to ensure that SCI’s programs are based on evidence and generating innovative approaches towards learning outcomes;
    • Share TaRL cross-context learning with country program staff and with SCI Global EiE sector
    • Teacher professional development (pre-service and in-service) on TaRL and learning outcomes

    Coordination and Collaboration:

    • Engage with government via outreach in support of literacy and numeracy remediation approaches, especially in relation to implementation, scale up and sustainability;
    • Help define approach to teaming / partnering with other organizations;
    • Present SCI’s research findings across contexts and relevant conferences;
    • Support in documenting lessons learnt and best practices of the project
    • With support from MEAL team design a monitoring tacking data collection tools to ensure monitoring and tracking of learning achievements of children as per project indicators.  
    • Ensure key data from assessments could be used as a baseline for program evaluation.  If additional baseline data is required to evaluate children’s learning outcomes, then work with appropriate colleagues to collect this additional information.
    • Support in designing appropriate education interventions based on the outcomes of assessments and the context.  Inclusion of quality issues in education and learning outcomes is really important.
    • Ensure that issues of learning achievements, gender, protection and conflict sensitivity education are factored into the program design.
    • Provide regular updates to Education Sector Manager, Head of Education, Programme Managers and Field Managers, and the rest of the CO on innovative programme approaches adopted on education, track progress, priorities and constraints, as well as scale up with sustainability. 

    Finance and Budget Management:

    • Support budget performance to ensure that projects are on course as per detailed implementation plans and phased budgets.
    • In coordination with the Education Sector Manager, Project Manager Education and Field Manager, conduct project monitoring, suggest necessary revisions and prepare draft reports for corrective actions.
    • Ensure that the budget variance analysis is monitored and reported on time and with accurate information.

    Program / Project Narrative and Financial Reporting:

    • Work in close collaboration with the Education Sector Manager, Project Manager of Education in the review, and guide project teams in preparation of timely and high quality progress and end of project narrative reports, in accordance with the donor reporting schedule and formats.
    • Review financial reports of TaRL componenet, ensuring that donor guidelines have been followed and high standards met.
    • The project deadlines met in reporting and keep a track record of reporting (Narrative and Financial).
    • Organize and facilitate quarterly follow-ups and progress review meetings to address key performance issues from the TaRL Component of the reports.
    • Review overall Budget Vs Actual expenditure analysis and variance explanations for TaRL component.

    Internal and External Engagements:

    • Ensure that Save the Children and the Education project are represented and given recognition at stakeholder meetings, workshops, donor, networks the EiE-WG and any other engagements.
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGA and State).
    • Participates and give update of the TaRL activities in EiE –WG meetings at the state level.

    MEAL:

    • Effectively manage project design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
    • Ensure that the projects quality benchmarks are followed up.
    • Coordinate with project staff to ensure timely submission of MOV to MEAL for tracking of indictor progress on regular basics
    • Collect and manage complaints and feedback in close coordination with CRM and MEAL teams for ECG project and Cuppy Foundation Project.
    • Ensure regular monitoring of project results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions
    • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
    • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and Save the Children policies and procedures.

    Human Resources Management and Development:

    • Work together with the Education Sector Manager, Field Manager and the HoE to identify learning and development needs of the project teams and develop specific plans to address the learning needs.
    • Coach and mentor the Education team on the provision of technical support and implementation of TaRL activities
    • Regularly provide feedback to team mate on their performance and support. in areas of difficulties
    • Capacity building of Education team and master trainers through trainings, coaching, implementation as well as in learning and reflection events

    Role Purpose

    • The Assessment & Research Manager has the primary responsibility of planning, facilitating, and managing all assessments research and evaluation studies carried out by the Nigeria office.
    • The job holder will collaborate with the MEAL and Operations team to provide strategic input and guidance on all assessments, research and evaluation studies, directly contributing to or managing: research goals, planning, design, analysis, reporting, distribution, and training.

    Qualifications, Skills and Experiences

    • A minimum of five years of conducting assessments, evaluation and research humanitarian and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, health and nutrition, and emergencies
    • Extensive experience in research and monitoring and evaluation methodology and analysis (qualitative, quantitative, participatory) including design of systems and tools, data analysis and report writing
    • Experience in strategic thinking and planning skills, ability to set priorities, prepare manageable plans and to evaluate progress.
    • Excellent written and oral communication skills including proven success in ability to present ideas and concepts effectively and persuasively.
    • Excellent analytical and project management skills including demonstrated ability to set and manage priorities and multiple tasks. Outcomes and deadlines oriented.
    •  Excellent attention to detail. Organized and process-oriented
    • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
    • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
    • Computer literacy with experience in the use of data analysis software like SPPS, STATA
    • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
