    Responsibilities:

    Procurement:

    Responsible for the procurement cycle including receiving & verifying Purchase Requests from program teams, identification of potential suppliers, receiving quotations from suppliers through a Single Quote or Request for Quotations (RFQ) process, completing RFQ reports, organizing signing of Purchase Orders (contracts) with suppliers, and working with the finance team to ensure timely payment to suppliers.

    • Ensure all processes are completed following the GPON Procurement Manual, SOPs, and donor guidelines
    • Filing, scanning, and sharing all required documents & procurement/supplier files.
    • Maintaining an up-to-date procurement tracker in coordination with the operation manager or response manager
    •  Conduct all duties following the GPON Code of Conduct and ensure all GPON Suppliers conform with the GPON Code of Ethics.
    • Follows up promptly with Suppliers for all urgent requirements.
    • Provides timely Procurement Reports on Procurement activity to line manager and related programs

    Fleet:

    • Responsible for the fleet management for all GPON vehicles
    • To ensure the cars are in a clean condition daily.
    • Collect vehicles data and complete vehicles monthly reports
    • Follow up and maintain Generator's fuel consumption through trackers, weekly and monthly reports.
    • To perform general check up on the cars (engine oil, brake oil, tires pressure, wiper fluid, radiator fluid, etc.) to make sure the car is ready at all times where practicable.
    • Develop daily and weekly movement plans.
    • Responsible for the following up Vehicle fuel refilling and maintenance.

    Warehousing:

    • Support the movement of goods from the warehouse(s) to distribution sites.
    • Take Monthly inventory of goods in the warehouse.
    • Ensure the hygiene and cleanliness of the warehouse.
    • Provide oversight for casual workers.
    • Scan delivered items and ensure quality.

    Others:

    • Responsible for logistical support to the sub-offices at program locations, and to program teams including maintenance & repair, generator functionality & fueling, etc.
    • Any other duties may be assigned by the line manager.

    About you

    Experience and technical competencies:

    • 2 years or more of experience in logistics/ fleet/procurement is preferred

    • Strong computer skills including advanced Excel skills.

    Role Purpose

    The Human Resources Coordinator is responsible for ensuring that GPON’s human resource management strategy and functions are carried out effectively in a compliant way. The HRC will lead the Human Resources function and providing overall advice, coordination, and technical Human Resources support and oversight to GPON NE Nigeria offices. The role contributes to the development of regional HR strategies, which are translated into action plans and day-to-day tasks.

    Your main duties and responsibilities will be:

    General HR Support

    • Provide expert advice and support to set strategies and assure operational quality and compliance.
    • Advice and assist managers in Human Resources related issues and concerns.
    • Coordinate GPON Dynamics implementation in the NE
    • Promote and lead the digitization of HR data.
    • Contribute and support the change initiatives.

    Recruitment, development, and people planning

    • Drive and support recruitment and selection activities ensuring compliance as per the recruitment engagement matrix.
    • Ensure proper onboarding process for staff and support with the onboarding process
    • Ensure oversight and consistency in position titles and grades, across all field locations within the region.
    • Support staff development activities by developing a GPON Learning catalog.
    • Work with the senior management team and senior staff on new staff retention strategies and initiatives.

    Performance, well-being, and compensations & benefits

    • Respond to and manage performance counseling, employee grievances, and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is kept.
    • Support the performance management process.
    • Ensure disciplinary procedures are administered equitably and fairly and meet all legal and labour regulations and requirements.
    • Support people's well-being initiatives.
    • Provide oversight and technical guidance to the salary review process
    • Ensure salary review process and compensation adjustments are done on time

    Human Resources Policies and Support

    • Provide oversight and technical guidance to maintain and update Staff Human Resources Handbooks as necessary.

    • Work closely with RM, OM, and CoP to share information and provide support as required.

    Additional Tasks

    • Support Regional Office in conducting Code of Conduct pieces of training and Investigations.
    • On request perform any other additional duties assigned by the supervisor(s) to allow the organization to function optimally.

    About you

    To be successful in this role we expect you to have the following competencies:

    Required

    • 3 years relevant experience with Bachelor or equivalent; or 2 years relevant master’s degree; Professional training in Human Resources Management
    • Experience in HR business partnering to mid or senior-level managers along with experiences with labour laws.
    • Strong communication and interpersonal skills
    • Demonstrated ability to work in a multi-disciplinary team.
    • Proven ability to manage large and varied workloads, and deal constructively with stress and periods with long hours

    WASH Coordinator

    Role Purpose

    Provide leadership, and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by partners at WASH under the supervision of the Response Manager.

    1. External Positioning

    External Relations

    • Act as key GPON representative on WASH
    • Ensure external representation of GPON in the WASH sector, vis-à-vis country and local authorities, other project stakeholders, donors, and partners
    • Participate in and report (internally) on WASH technical and sectoral meetings, clusters, and working groups involving all relevant stakeholders such as donors, NGOs, UN Agencies, intergovernmental institutions
    • Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts who are working on WASH
    • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.

    Project Development

    • Collect and analyze primary and secondary data related to the WASH sector
    • Analyze the activities in the WASH sector and relevant stakeholders
    • Identify the needs of the most vulnerable populations through regular visits and literature review, and the design and implementation of relevant needs assessments in close collaboration with AMEU
    • Lead WASH project conceptualization workshops
    • Provide technical inputs into proposal design and ensure new or adapted projects for the WASH sector focus on maximizing efficiencies, impact, and integrated approaches

    2. Internal WASH Technical Support and Coordination

    Coordination

    • Support the development and maintenance of a coherent WASH strategy across GPON’s areas of intervention
    • Promote harmonization of approaches and methodologies across the different WASH projects by developing and monitoring the use of common tools, as well as creating opportunities for experience sharing and learning
    • Brief Response Manager and the CoP about main WASH issues, and updating them regularly.
    • Organize internal WASH meetings monthly.

    Technical Leadership

    • Define WASH project implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution, and sensitization)
    • Lead the development of all technical tools related to WASH projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports);
    • Analyze the appropriateness, adequacy, and potential impact of all interventions in the WASH sector based on known contexts and needs
    • Provide technical support to the other WASH staff to implement the GPON WASH projects to a high-quality standard;
    • Liaise with WASH technical staff regularly to ensure technical assistance is provided to projects when needed
    • Disseminate tools, research, best practices, and lessons learned internally and externally through publications, networks, working groups, events, and conferences.

    Staff Capacity Building

    • Participate in the recruitment and training of WASH sector staff members
    • In coordination with HR, Coordinator identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs
    • Provide training to projects teams on GPON activities and WASH best practices
    • Develop training material for different pieces of training to share within the WASH project teams
    • Develop capacity-building programmes for staff

    EXPECTED SKILLS AND QUALIFICATIONS

    • Degree in WASH;
    • At least 5 years of experience in project implementation in the field, preferably in an international context;
    • Being a strong team player;
    • Familiarity with the aid system, and ability to understand donor and governmental requirements;
    • Excellent communication and drafting skills;
    • Ability to coordinate and manage staff and project activities;
    • Proven ability to work creatively and independently both in the field and in the office;

    GOALPrime Organization Nigeria (GPON) is a policy-driven humanitarian, non-governmental organization that implements her program through revitalized partnership. It is a non-profit organization with a mandate of making the lives of vulnerable people especially in the face of disaster or crises. GPON is presently operating in the North-eastern regional part of Nigeria where we have reached over 800,000 lives with relief materials, child protection services, GBV mitigation services, livelihood skill-building, health services, and Education support services.

    For the next twelve months, GPON shall be implemented with funding support from The Nigeria Humanitarian Fund (NHF), in Mogunu, Mafa, Kala- Balge, and Damboa LGAs of Borno state. This is a one-year project with the possibility of an extension. So, we seek candidates of the highest integrity and professionalism who share our humanitarian principles to the below position. GPON is registered in Nigeria with the Corporate Affairs Commission.

    Location: Maiduguri

    Role Purpose

    Provide support under the responsibility of the Operations Manager in ensuring that all accounting procedures for documentation of transactions of Funds Receipt and Disbursement are observed and financial processes and reports are in line with policies of GOALPrime Organization Nigeria. To contribute to the provision of regular and detailed financial analysis report to inform management decisions.

    Dimensions of the Role

    Implementation of financial management processes, protocols, and systems.

    Key End Results and typical Responsibilities:

    Accounting software operations and reporting:

    • Prepare payment, journal and receipt vouchers using the corporate accounting software - QuickBook.
    • Ensure that transactions are complete and accurate with self-explanatory and understandable descriptions.
    • Maintain good filing for all vouchers in a limited access area to ensure easy retrieval.
    • Support in ensuring all documents are scanned and properly stored on Cloud
    • Maintain a record of vouchers borrowed by staff and ensure that they are returned and filed appropriately.
    • Support with the clearing of all open items.
    • Support the monthly QuickBooks closure processes.
    • Following up with offices and staff as regards the dashboard financial deadline requirements
    • Print the monthly QuickBooks reports for signing and appropriate filing.
    • Ensure that the QuickBooks balances of the advances account agree with the sub-ledger balances.
    • Contribute to the monthly financial report.
    • Support program staff in making payments to participants during activities implementation.

    Internal Financial Controls & Payments:

    • Ensure that the documentation for payment is acceptable and accurate with all arithmetic calculations being correct.
    • Approved payment requests should be processed within three days of receipt.
    • Prepare the Withholding tax and VAT schedule where relevant before payment is done.
    • Cancel (stamped PAID) all vouchers (payment, journal and receipt) and their supporting documents to forestall re-use.
    • Ensure all cheques are prepared in a way that ensures accuracy and validation for payments
    • Issue cheques as per weekly payment list; exception should be approved by CFM.
    • Maintain cash books, including providing updates to Finance Operations Manager to prevent negative cash and bank balance.
    • Release cheques to the right payee and ensure the appropriate receipts are issued and filed.
    • Perform any other duties as specified by your supervisor(s).

    Advance Management:

    • Prepare and maintain the sub-ledger for all advances (travel, purchase, etc.).
    • Ensure timely liquidation of staff advances should not exceed seven days after travel arrival
    • Should ensure that more than one advance is given to staff at a time.
    • Make available Bi-weekly to the Operations Manager a list of all un-liquidated advances and support with the follow-up of these advances.

    Assist in the Administration of Staff Payroll:

    • Prepare the withholding tax deductions report and completing and submitting monthly Statutory PAYE forms to relevant Government Organizations.
    • Reconciles payment of NHF with Federal mortgage bank of Nigeria and a monthly update on all staff NHF Cards.
    • Assist in the posting of all prepaid staff benefits on Quickbook.

    • A minimum of 2-year experience in grant financial management with donor-funded projects in Nigeria.

    Desirable

    • Strong communication skills: oral and written.
    • Experience in use of QuickBooks (Added advantage)
    • Extremely flexible, and have the ability to cope with stressful situations
    • Ability to carry strenuous office duties of lifting heavy items.

    MEAL Assistant

    Job Overview/Summary: The MEAL Assistant is a part of the GPON NHF NGA-21/NIG_ERF/RA1/P/NGO/18489 Program MEAL team, to support the implementation of the overall MEAL system. He/she will work with the MEAL team to ensure that the data needed to track progress against commitments is flowing from the field sites to Maiduguri, GPON activities are being monitored to increase programming quality and inform project adjustment where necessary, and is available promptly to provide decision-makers with the information they need to make evidence-based decisions through the following activities; data collection, data entry, coordination with the sector response program, field visits and assessments and evaluations for both partners and GPON direct projects. The MEAL Assistant will also support the planned activities for integrating a high level of partner and beneficiary accountability across the GPON programs. He/She will generally support the central MEAL team and program teams to ensure learning and accountability systems are working effectively within the emergency response.

    Major Responsibilities:

    Monitoring

    • Coordinate with the Response coordinator and team members
    • Conduct project assessment surveys.
    • Monitor distributions by filling out appropriate assessment forms
    • Conduct post-distribution/assistance monitoring
    • Lead or support debriefing sessions with program staff to discuss issues reported during the Monitoring visit, and set action points with a clear timeframe for them

    Assessment

    • Assess the needs of communities and households in specific, pre-identified locations
    • Conduct regular home visits to random beneficiaries to assess their needs and  conditions
    • Lead or support meetings with heads of communities and relief committees
    • Collect and input survey data on a mobile device

    Qualifications

    Essential

    • High school certificate and above.
    • Previous relevant experience such as data collection and conducting surveys/assessments.
    • Solid understanding of data importance and quality assurance.
    • Demonstrated ability in community mobilization and community-level dialogue
    • Good communication and influencing skills
    • Culturally sensitive with qualities of patience, tact, and diplomacy.
    • Commitment to the aims and principles of GPON. In particular, a good understanding of the GPON code of conduct and an ability to ensure this continues to underpin our support
    • Good English language skills, knowledge, and ability to speak Hausa and Kanuri is an added advantage

    Desirable

    • 2-year previous experience working in humanitarian programs
    • A diploma certificate in Statistics, Economics, Mathematics, or English or any other related fields is preferable

    Working Environment:

    The MEAL assistant will be conducting regular visits to field sites to different project sites collecting different types of data in GPON and its partners’ area of operation. The MEAL Assistant will have to attend meetings, pieces of training, or conversance call in the office eventually.

    Finance Assistant

    Job overview: The Finance Assistant Officer reports to the Finance officer. S/he handles all cash payments and collections outside the office and recording the cash account on a daily basis.

    Responsibilities

    Cash and Bank payment processing.

    • Maintain Naira cash book at the set limits; take responsibility for any cash differences arising.
    • Ensure that all cash payments are properly supported and duly authorized per the GOALPrime delineation schedule before disbursement.
    • Ensuring that authorizations on the requests for payments are in line with the approved limits per the delineation chart
    • Prepare the cash spreadsheets
    • Performing supervised cash counts every Friday.
    • Maintaining the receipt book and ensuring that authorized receipts are issued upon receipt of monies
    • Ensure all cash received is duly receipted and coded and timely banked
    • Maintain bank information file
    • Collect bank statements from the bank on a monthly basis.

    Payment release:

    • Ensure checks registration are recorded sequentially. Separate the Naira and USD checks to maintain sequence.
    • Diligently follow-up to ensure fully signed checks are collected by vendors and signed for (ensuring proper identification of the person collecting) and details indicated in the checks release register.
    • Filing

    • Maintain an organized and well-documented (all files must be labeled properly and visibly) and sequential filing system for all cash disbursement vouchers
    • Archiving of prior years finance documents as instructed by the Finance Officer.
    • Other Duties

    • Support Donor Engagement and Fundraising. Ensure that funds for continuity and scale-up of Programmes/operations are secured at most 6 months into this contract.
    •  To be willing and ready to participate in field staff exchange programs as organized by the Finance Officer.
    • Attend and participate in training identified/organized by your supervisor
    • Follow any new procedures and guidelines designed in circulars from the Chief of Programmes

    Key Contacts/working relationships.

    Internal

    • Regular and open communication with GOALPrime staff from all departments and field offices.

    Minimum Qualification:

    BSc/Higher National Diploma with 1-2 years of working experience in Accounting or in any related field.

    Knowledge of Quickbook Enterprise Accounting software is highly desired

    Languages

    Fluency in English is required. Working knowledge of Hausa is an advantage.
