    Supply Chain Management Systems Specialist

    Overview

    • The objective of the SCMS specialist position is to provide technical leadership that will ensure the reliable availability of diagnostics ( RDT), Anti-malarial, Long lasting Insecticides treated nets (LLIN), and other public health commodities, care and support as well as other consumables at designated health facilities in each focus state supported by the Global fund project, in close coordination with the supply chain management systems Senior Technical Manager Supply Chain Management.
    • Build and strengthen the capacities of both LGAs and State Logistics Management Coordinating Unit (LMCUs), and support same to facilitate and improve data collection, validation and timely reporting.

    Responsibilities

    • Spearheading the strategic design and implementation of all SCMS activities implemented under the GF project in the designated focus state
    • Member of the state project management team that is responsible for overall project implementation and performance at the field level.
    • Provide technical assistance (TA) to a multi-disciplinary team of service providers (doctors/nurses/pharmacists/laboratory scientists) to streamline the process for requesting malaria commodities/medical supplies by the partner health facilities and order the same from state medical stores.
    • Work closely with Chemonics to ensure tracking of commodities distribution from the central medical warehouse to facilities and provide feedback to the central office.
    • Provide TA to a multi-disciplinary team of service providers (doctors/nurses/pharmacists/laboratory scientists) to ensure the institutionalization of an efficient and effective inventory management system at designated partner health facilities and the State central medical warehouse
    • Provide guidance to a multi-disciplinary team of service providers (doctors/nurses/pharmacists/laboratory scientists) on Adverse Drug Reactions (ADRs) through real-time monitoring, documentation, and reporting (monthly and quarterly)
    • Support LMCUs (LGAs and State) to present at TWG meetings ADRs reported and State Stock status report from facilities.
    • Work closely with LCMUs (state and LGAs) to ensure that malaria commodities in the medical warehouse have appropriate accountability through real-time documentation of all transactions.
    • Report monthly/bi-monthly state medical warehouse and facility level stock position
    • Working closely with the Senior Technical Manager, PSM to coach and mentor service providers and state government partners to strengthen the SCMS capacity at the state level and in each partner health facilities.
    • Utilizing adapted tools, build the capacity of relevant health facility staff (doctors/nurses/pharmacists/laboratory scientists) on forecasting, inventory management, and reporting.
    • Working closely with the Senior Technical Manager SCM, provide TA to the state logistics technical working group (TWG)/ LMCUs to ensure the implementation of a harmonized logistic management system and framework
    • Provide TA to the state government and partner health facilities to ensure the effective reverse logistics and safe disposal of expiries across the supported sites in the state, in line with national and global fund waste drive policy.
    • Liaise and network with relevant GF SRs partners, state government, and collaborators to improve MSH’s visibility, coordination of activities, and promotion of shared advocacy agenda for SCMS at the state level.
    • Participate at state-level PSM Technical working group (TWG) meetings hosted by the same or other international agencies as required.
    • Perform any other duties as may be assigned by the supervisor (Senior Technical Manager SCMS).

    Qualifications

    • Bachelor of Pharmacy Degree or Doctor of Pharmacy Degree. Post-graduate degree in public health or an MBA is an advantage
    • Minimum of 3 years field level experience with Malarial programs and public health commodities supported by bilateral agencies such as GF, USAID/CDC, and other funders particularly those related to supply chain management both at facilities and state level.
    • A thorough understanding of state-level supply chain operations particularly the LMCU functions
    • Have an excellent grasp of SCMS issues and current literature on SCMS in a developing country context Strong numeric skills and attention to detail and quality
    • Ability to work in a team-oriented environment while maintaining an individual workload
    • Logical and flexible approach to solving problems, especially when working under pressure Monitoring/assessing performance to make improvements or take corrective action
    • Working knowledge of health commodities SCM at health facilities and state level. Ability to demonstrate skills in components of Pharmaceutical Care
    • Good communication and interpersonal skills
    • Excellent oral and written communication skills and fluency in English Excellent organizational skills
    • Must be registered with the relevant professional body-Pharmacy Council of Nigeria (PCN)
    • Have an excellent grasp of SCMS issues and current literature on SCMS in a developing country context Have an excellent understanding of comprehensive malarial programming, including program design, implementation, and evaluation
    • Strong working competency in computer applications to carry out management and data analysis as may be required
    • Must possess the ability to work independently with strong problem-solving skills and the ability to foresee problems and initiate appropriate action.

    Operations Specialist

    Overview

    • The Operations Specialist will support the operations unit based on a 50% LOE. S/he is responsible for ensuring the smooth operations of the logistics provided by the Operations Unit by providing clerical support.
    • S/he works with the Senior Operations and Procurement Specialist to make hotel and airline arrangements, provide assistance to staff in need of visas, assist Expats and TCN in obtaining Nigerian resident visas, coordinate the arrangement of materials and equipment as specified in the activity profiles, and provide assistance to assure shipments to the projects clear customs in a timely manner.
    • S/he is responsible for ensuring that the operational and administrative functions support the timely and effective implementation of the project’s technical scope of work.

    Responsibilities

    • Arrange hotel for Nigerian staff, participants, and consultants who are coming to Abuja for assignments
    • Arrange hotel for TDY staff coming to assist Nigeria teams
    • Assist staff in obtaining visas for international travel
    • Assist in making international and local travel arrangements
    • Arrange for telephones and internet modems for TDY and new staff, as the case may be
    • Provide assistance and follow-up to Expats and TCNs on obtaining Nigerian resident VISAS
    • Assist in organizing the dispatch of goods and equipment whenever required and ensure that packing list, waybills, and export documentation where necessary are prepared and ensure that shipping details are communicated in writing promptly to the receiver
    • Calendar management, ensuring conference rooms are booked and Meeting/conference/activity logistics, and making sure to update the records regularly
    • Arrange spaces for new employees making sure the availability of desks, chairs, etc. are ready for them to use on the start day
    • Inventory and asset management
    • Coordinate the approved Activity Profiles making sure that materials, equipment, etc required for the activities are organized and ready for the activity
    • Coordinate procurement and engagement of vendors for goods and services.
    • Coordinate catering services for official functions within and outside the office location
    • Follow-up with contractors to ensure proper service and maintenance of generators, photocopiers, ACs, etc are carried out in a timely fashion.
    • Liaise with Security & Guards contractors to ensure an external supervisory visit on security guards is conducted periodically.
    • Liaise with field offices on needs, issues, and activities upon which they are treated as they emanate.
    • Provide and ensure logistics guidance for the delivery of items to field offices and facilities as the case may be.
    • Supervise the Operations Assistant to ensure tagging and branding of MSH assets are conducted.
    • Assist in procurement, clarifying specifications, analyzing quotations, and seeking approval, ensuring purchases are made according to approved specifications, price, quantity, and quality inclusive.
    • Liaise with Abuja office staff (IT, Finance, Operations, Transport & Logistics & technical) in sorting out identified needs as soon as possible.
    • Liaise with FAA to ensure the remittance of maintenance logs upon which specific instructions are rectified to forestall the breakdown of MSH assets.
    • Follow-up on contractors to ensure about-to-expire agreements are renewed in a timely manner.
    • Prepare a monthly progress report which seeks to point out closed, outstanding, and new issues for all field offices.
    • Follow-up with Senior Operations and Procurement Specialist, FAA’s technical staff in resolving issues as they come up.
    • Supervise the office administration and logistics in the absence of the Senior Operations and Procurement Specialist.
    • Liaise with the units to ensure proper use, maintenance, and repair of facilities and equipment, such as generators, vehicles, communication, computer units and peripherals, video and audio equipment, other office equipment, and air conditioners and heaters.
    • Support the management of the Transport unit and supervise the Operations Assistant in international and domestic air travel arrangements and approvals.
    • Supervise the receptionist.
    • Support all local and regional purchases as per the defined threshold, and maintain tracking and documentation systems that will facilitate future processing, payment, and audit requirements.
    • Perform other duties and responsibilities as assigned by the Senior Operations and Procurement Specialist

    Qualifications

    • Bachelor's Degree in Business Administration or other relevant disciplines
    • 4 years of operations experience
    • Verbal and written language skills in English required
    • Ability to learn complex program procedures.
    • Good typing skills. Good memo composition and editing skills.
    • Familiar with internet search engines and able to undertake background search on well-defined tasks
    • Able to work independently by managing priorities and workload within the general schedule of work, instructions, and standardized practices
    • Takes initiative and can start/complete tasks with basic direction
    • Excellent Computer knowledge. Proficient in Word, Excel, Outlook, PowerPoint, and knowledge of Photoshop.
    • Learn and become proficient in the firm’s management system (Applied) and other carrier software or websites, as needed
    • Ability to multi-task and organize ongoing projects, looking for ways to become more efficient in completing tasks
    • Consistently looks for ways to help support
