    Project Lead Consultant

    Focus of the Role

    • We are scoping for a Project Lead to support our project in the Office of the Vice President to work alongside the Government Counterpart, the Senior Special Assistant to the President on Agriculture in leading Secretariat.
    • This is a short-term independent consultancy contract for 6 months.
    • This individual will also create and manage key stakeholder relationships necessary to facilitate implementation of the flagships across the federal and state governments, private and international development sector.
    • Key components of this role include grant, project and office management. The role will ensure that the delivery advisors supporting implementation of the priority projects have the necessary support to ensure delivery of the flagships.
    • The Lead will also be expected to supervise the various experts to ensure all components of the project are delivered, flag and escalate any challenges that will hinder success of the project. Reporting to TBI as well as the Gates Foundation are requirements of this role.  

    Overview of Services (Deliverables)

    • The Project for Agriculture Coordination and Execution (PACE) in the Office of the Vice-President has been set up with responsibility for the coordination of the implementation of two flagship programmes: the National Livestock Transformation Plan (NLTP) and the Green Imperative Project (GIP) - a partnership with Brazil to improve access to mechanization and technology in Nigerian agriculture. PACE also supports the Agric for Food and Jobs Plan (AFJP) through overseeing the smallholder farmer enumeration exercise.

    Key Responsibilities
    You’ll provide the following services, which may include, but won’t be limited to:

    • Support the management of the Project for Agriculture Coordination and Execution (PACE) Secretariat, advise on structures and systems needed for delivery
    • Support coordination, mutual accountability, and delivery capability, improving coordination, prioritisation and delivery by the Secretariat
    • Review existing systems and frameworks to track and measure outputs, outcomes and impact of the Secretariat in-line with the Gates Results Framework
    • Support counterparts in mapping, engaging and managing key stakeholders, including foreign and domestic investors, development partners and various Government institutions
    • Facilitate capacity building workshops to support transfer of skills and knowledge to the Federal Ministry of Agriculture and Rural Development (FMARD) to ensure sustainability of the delivery function
    • Facilitate joint reviews and problem-solving sessions with relevant stakeholders to identify barriers to delivery, support in resolving and escalating vital issues as appropriate to the concerned
    • Ensure reporting of activities to TBI and the Gates Foundation.

    Person Specification

    • A University Degree, a relevant Master's degree would be an added advantage
    • The role must be filled by a Nigerian citizen.
    • Significant experience in roles that require strong management skills, political smartness strong relationship management, business acumen pro-activeness, going the extra mile and strong teamwork
    • Strong leadership skills with demonstrated success in building institutional capacity; a proven ability to mentor, coach, and build capacity of national counterparts
    • Excellent in building and managing effective relationships, including the ability to navigate complex political environments
    • Strong analytical and management skills, including sound knowledge of strategic planning and project management tools.
    • Ability to work under pressure and to lead and coordinate with multi-disciplinary advisors
    • Ability to present information in a concise, insightful and structured manner, both in written and oral form
    • In-depth knowledge and experience of Nigeria’s political and government system, ideally both at Federal and State levels
    • Nigerian language skills will be an added advantage.

    Senior Monitoring and Evaluation Consultant

    • We are scoping for a Senior Monitoring, Evaluation and Learning expert to support our project in the Office of the Vice President to evaluate the monitoring, evaluation and learning system for the Project for Agriculture Coordination and Execution (PACE) secretariat, the NLTP and the GI and ensure that indicators capture the desired outcomes across the three areas.
    • This is a short-term independent consultancy contract for 6 months.

    Overview of Services (Deliverables)

    • The Project for Agriculture Coordination and Execution (PACE) in the Office of the Vice-President has been set up with responsibility for the coordination of the implementation of two flagship programmes: the National Livestock Transformation Plan (NLTP) and the Green Imperative Project (GIP) - a partnership with Brazil to improve access to mechanization and technology in Nigerian agriculture.

    • In line with TBI’s advisory MEL practices and approaches, the Senior MEL expert will lead the MEL component of the Secretariat and work alongside the MEL associate.
    • The successful candidate is expected to monitor the overall implementation of the programme as articulated in the Partnership Agreement/final proposal.
    • The role will work closely with and report to the Project Lead and TBI’s MEL team in London. The successful candidate will facilitate planning and follow-up of corrective measured required to achieve. You'll collaborate with technical advisors to analyse data, discuss findings in regular meetings and collate into reporting.

    Key Responsibilities
    You’ll provide the following services, which may include, but won’t be limited to:

    • Review existing monitoring, evaluation and learning system for the PACE secretariat, the NLTP and the GIP and ensure that indicators capture the desired outcomes across the three areas
    • Work with the MEL associate to ensure all internal and external reporting requirements are met with timely, relevant, triangulated and well analysed data
    • Work with key implementing states to monitor their progress, evaluate their performance and learn
    • Ensure that data collection methodologies used at field level are adapted for each local environment / state, enabling the site-specific data to be captured and analysed
    • Ensure that verifiable, quantitative and qualitative data is routinely collected and analysed by the state teams for NLTP and the private center service operators and shared with relevant stakeholders
    • Ensure that all assessment/evaluation reports promote the integration of recommendations and lessons learnt in project planning
    • Seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local and national level
    • Provide technical supervision of the field-based activities through regular contact, field visits and meetings.
    • Work with key funding partners to share and manage learning experiences
    • Work with TBI Advisory MEL team to manage evaluation process to ensure programmatic and strategic relevance. Flag risks, bottlenecks and issues to relevant decision makers
    • On a quarterly basis review the theory of change with related results frameworks of the programme for use as a management tool

    Person Specification

    • A relevant University Degree
    • The role must be filled by a candidate with the right to work in Nigeria
    • Significant  experience of MEL experience on a programme, complex project or institution
    • Ability to develop clear MEL frameworks that result in delivery of outcomes
    • Demonstrated strong monitoring and evaluation skills, including data monitoring and planning/participating in evaluations
    • An understanding of the agricultural sector and market systems
    • Ability to write clear and effective assessment and project reports
    • Ability to work both in an advisory and a hands-on implementation capacity
    • Ability to facilitate/conduct technical trainings for staff
    • Experience contributing to successful funding proposals for donors would be an asset
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy

    Value Addition Agro-processing Consultant

    Focus of the Role

    • We are scoping for a Value Addition Agro-processing expert to support the GIP workstream of the PACE project.
    • This individual will work closely with the Head of Unit, Project Lead, Mechanisation Lead, Value Chain Lead, Good Agronomic Practices Lead among other specialists; supporting them and key states and ministries alongside the
    • Delivery Advisor to facilitate the development of the priority value chains and agricultural markets. This is a short-term independent consultancy contract for 6 months.

    Overview of Services (Deliverables)

    • The Project for Agriculture Coordination and Execution (PACE) in the Office of the Vice-President has been set up with responsibility for the coordination of the implementation of two flagship programmes: the National Livestock Transformation Plan (NLTP) and the Green Imperative Project (GIP) - a partnership with Brazil to improve access to mechanization and technology in Nigerian agriculture.
    • PACE also supports the Agric for Food and Jobs Plan (AFJP) through overseeing the smallholder farmer enumeration exercise.

    Green Imperative Project (GIP):

    • The Green Imperative Project is a €995m in-kind loan to support the Nigeria-Brazil bilateral development programme.
    • This programme aims to transform the agricultural sector in Nigeria through a total Agricultural Technology Transfer package.
    • The plan is to have service centres in each of the 774 local governments in Nigeria: 632 of these will be Type 1 while the remaining 142 service centres will Type 2 - for Agro-processing. 

    Key Responsibilities

    • The agro-processing will be around six value chains:
      • Value Chain 1 (Feed Factory): Corn, beans, millet, wheat, soybeans, grass.
      • Value Chain 2 (Vegetable Packing House) Lettuce, watercress, garlic, eggplant, onion, ginger, pumpkin, pepper, cabbage, coriander, broccoli, tomato, peas, basil, cucumber, and others.
      • Value Chain 3 (Tubers, Roots and Fruits Processing) Sweet potato, Irish potato, cassava, carrot, beet, yam, turnip, radish, yam etc. others; Citrus, cashew, banana, mango, watermelon, grape, apple, avocado, pear, melon, strawberry, papaya, pineapple etc.
      • Value Chain 4 (Animal Slaughterhouse): Poultry, cattle, sheep, etc.
      • Value Chain 5 (Dairy Products): Milk, yogurt, butter, cheese.
      • Value Chain 6 (Processing and commercializing of rice & bran):
    • The main responsibility of the role is to develop the Type 2 Service Centres: this is through improving market-oriented value addition along the selected value chains for economic diversification and strengthening the capacity of the Nigerian processing capacity and quality control.
    • Additionally, the role involves understanding political economy constraints, identifying constraints, gaps and opportunities along the value chain and proposing practical, market and government systems solutions to these constraints. The role will also require travel across Nigeria.

    Person Specification

    • A minimum of Master's Degree in a related field
    • The role must be filled by a candidate with the right to work in Nigeria
    • Significant  experience working in the Agro-processing sector especially with medium to small manufacturing enterprises, producers, traders, enterprise groups, rural financing institutions/banks, and research/policy associations
    • Experience in designing and implementing projects aimed at improving manufacturing in agriculture and linkages with markets
    • Strong knowledge and demonstrated ability to nurture and/or build effective partnerships with the stakeholders within and outside the agricultural and manufacturing sectors
    • Knowledge of the use of ICT and eCommerce in agricultural value chains is desirable and good knowledge of Microsoft Office products Word, Excel and PPT and other relevant  software and tools
    • Significant Africa experience with a strong preference for Nigerian contextual experience
    • A decent understanding of how governments, businesses and international development organisations operate and how to succeed in them
    • Strong analytical and management skills, including sound knowledge of strategic planning and project management tools
    • Hands on approach to work, with the ability to deliver on deadlines in a fast-paced and fast-changing environment, with minimal or no supervision
    • Ability to present information in a concise, insightful and structured manner, both in written and oral form.
