    Director, Monitoring, Evaluation and Learning

    Location: Maidugiri, Borno

    Job Description

    • The Director, Monitoring, Evaluation and Learning will report to the Chief of Party and will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes, and impacts.
    • S/he will lead analysis of data collected for assessment of progress and areas of improvement.
    • S/he will guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt.
    • S/he will support all the technical staff in M&E functions and will manage any M&E related staff in the program.
    • The position oversees the program’s collaborating, learning, and adapting (CLA) process in collaboration with the DCOP/Technical Director.

    Minimum Recruitment Standard

    • Master's Degree in Epidemiology, Public Health, Biostatistics, or a related discipline.
    • Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
    • Progressive experience in project design, implementation, monitoring, evaluation, and research of health development programs of similar scope, size and complexity, including a firm command of monitoring and evaluation with respect to improvements in quality integrated service and support program in Nigeria or a similar setting.
    • Extensive knowledge and experience with USG/PEPFAR-funded program reporting requirements.

    Compliance Director

    Job Description

    • The Compliance Director will report to the Managing Director / Board of Trustees while working closely with the project management team.
    • The Compliance Director will also maintain an open channel of communication with the AOR, and other relevant staff as directed by USAID / Nigeria.
    • The Compliance Director will ensure that the organization’s operations and business transactions are compliant with the terms and conditions of the ACE award and applicable USAID policies, rules, and regulations.
    • The position is responsible for developing compliance programs, reviewing company policies, and advising the organization’s management on possible risks.
    • S/he will also interpret new GON and USG regulations and presents them in clear terms to the organization’s senior management.
    • Furthermore, compliance directors need to design and implement internal policies that ensure that they can meet these new external requirements, review employees’ work, and provide advice on compliance.
    • S/He will ensure the organization operates in a legal and ethical manner and respond to policy violations while meeting project objectives.

    Minimum Recruitment Standards

    • MSc / MA in Law, Finance, Business Administration or a related field, including a relevant compliance certification.
    • Conversant with current industry compliance protocols and best practices.
    • Progressive experience in risk management and compliance.
    • Demonstrated knowledge of legal requirements and procedures.
    • Possesses high ethical standards, excellent critical thinking, analytical, and problem- solving skills, and ability to accurately interpret complex documents and policies.

    Director of Finance and Operations

    Location: Maiduguri, Borno

    Job Description

    • Will report to the Chief of Party and will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, financial reporting and accounting, and sub- award management.

    Responsibilities

    • Developing a USAID compliant Financial Management and Reporting system and ensures effective internal control measures for the award
    • Preparing and submitting monthly invoices and other financial reports as required, and overseeing USAID-required audits
    • Producing financial and budget reports, developing procedures and guidelines for all activities, monitoring project budgets, maintaining accurate financial records on project activities, monitoring transactions to ensure compliance with USAID-regulations.

    Requirements

    • Post-graduate Degree in Accounting, Finance, Business Administration, or other related field relevant to the position requirements.
    • Progressive experience in administrative and financial management of large complex projects of which at least eight years were in the field of international development including experience in management of USG funded projects and a track record in developing and managing large budgets. The candidate should have familiarity with compliance to Federal Acquisition Regulations.
    • Progressive demonstrated experience supervising project operations, including human resources, procurement, subcontracts or sub-awards, audits, and accounting/finance.
    • Demonstrated supervisory skills; and ability to work on team.

    Senior Technical Advisor - PCT

    Location: Maidugiri, Borno

    Job Description

    • The Senior Technical Advisor-PCT provides technical leadership and support related to clinical management of HIV/AIDS, PMTCT, Reproductive Health/Family Planning strategies and approaches at the facility level. S/He equally coordinates the design and implementation of HIV clinical care/ART, PMTCT, reproductive health/family planning strategies in field-level projects and programs.
    • S/He will meaningfully contribute to the development of lessons learned from programs and projects related to clinical management of HIV/AIDS, PMTCT, RH/FP and apply these lessons to modify existing and improve the design of new programs, will equally provide information on current programs in the field of clinical management of HIV/AIDS and related development field by reviewing current literature and stay alert to any implication of such experience and research for department activities and provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and Palliative care capacity building to field programs.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD or similar Degree with 5 to 7 years relevant experience with at least 5 years progressive experience working in the health or development field in Nigeria
    • Minimum of 5 years’ experience in care and treatment for HIV/AIDS especially with ARV program
    • Possession of an MPH or post graduate degree in a related field is required
    • Proven experience in project development, planning and facilitating technical training
    • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections
    • Robust knowledge of health and development programs in developing countries in general and Nigeria specifically
    • Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

    Senior Program Advisor

    Deputy Chief of Party / Technical Director

    • Deputy Chief of Party/Technical Director: Under the Chief of Party (CoP), this position will be responsible for overseeing management and technical operations.

    • The position oversees the program’s collaborating, learning, and adapting (CLA) process in collaboration with the COP; ensure that the program’s CLA approach is applied with consistency and rigor; work with the leadership team to apply program learnings in pursuit of adaptive management.

    Minimum Recruitment Standard

    • Master's Degree in Public Health, Epidemiology, or a related field, and at least 8 years’ experience working as a senior level manager in a public health program in a developing country.
    • Progressive experience with HIV prevention, treatment, and/or care and support programming including in design, implementation, monitoring and reporting of activities of similar size and complexity in Nigeria or a similar setting.
    • Demonstrated supervisory skills; and ability to work well on team.

    Chief of Party

    Location: Maiduguri, Borno

    Job Description

    • The Chief of Party (COP) will be responsible for the overall management and implementation of the project and report directly to the designated USAID Agreement Officer’s Representative (AOR).
    • The COP will supervise project implementation and ensure the project meets stated goals and reporting requirements.
    • The proposed COP must possess excellent leadership and interpersonal qualities and should have extensive experience in public/international health.
    • S/he should have experience managing similar projects with significant management responsibility with proven ability to work with partners including host country government officials as well as other donors and stakeholders.
    • The proposed COP must have a solid track record in managing the implementation of large-scale programs with similar complexity. S/he must have solid technical knowledge in HIV/AIDS, infectious diseases (malaria and TB), maternal and child health, HSS, QA/QI etc.
    • The COP position requires political savvy, as s/he will interact with numerous GON institutions and senior-level national and sub-national level government officials. At a minimum, the proposed COP will have:

    Minimum Recruitment Standards

    • Master’s Degree (or higher) in Public Health or Medicine and at least 10 years experience or more working as a senior level manager in a public health program in fragile, conflict and/or violent settings in Nigeria or any developing country.
    • Strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
    • Progressive senior level management experience in managing complex public health programs, or programs of similar size and complexity, including demonstrable experience in design, implementation, monitoring and reporting of activities of similar size and complexity in Nigeria or a similar setting.
    • The proposed COP must possess excellent leadership and interpersonal qualities and should have extensive experience in public/international health, additionally, S/he should have experience managing similar projects with significant management responsibility with proven ability to work with partners including host country government officials as well as other donors and stakeholders.
    • Solid track record in managing the implementation of large-scale programs with similar complexity.
    • S/he must have equally had a solid technical knowledge in HIV/AIDS, infectious diseases (malaria and TB), maternal and child health, HSS, QA/QI, etc.
