    Telecoms Projects & Operations Engineer

    Service Dimensions

    • Support 14 service contract personnel
    • Telecom projects in the Affiliate production facilities of 10+ sites which include 4 offshore and 3 onshore locations, 2 FPSOs and Rigs. Scope includes: all Telecommunication systems – Data network, Telephony, Microwave, Fibre Optics &Cable Network, Video conference facilities, Critical facility Safety and Security Surveillance systems (GMDSS, RACON, NDB, ePOB and Access control, Berthing aid RADAR, IPTV, Meteo System, VSAT links, PAGA, CCTV, VMAS, Radio System – (UHF, VHF, MARINE, AERO) etc).

    Job Description

    • Carry out technical engineering studies for the design, installation and standardization of Telecom systems, mast, earthing, etc. in line with specifications and GS TEL installation rules.
    • Operation and maintenance of the following field systems and equipment: PA/GA, CCTV, GMDSS, Access control, Radar with AIS, UHF/VHF Radios, Satellite TV, Line of site/Non-line of site microwave links: WiMAX, 4G/LTE, Radar Beacon (RACON), Non-Directional Beacon (NBD), Video conference, Infrastructure monitoring systems
    • Prepares technical specifications and scope of work to approved standards for various Telecoms projects (O&G, evolution/revamp), evaluate technical bids and prepares evaluation reports and supervise the project deployment.
    • Prepare specifications for telecommunications service contracts and required equipment/services needed to perform the Annual Maintenance Contract for Telecoms critical equipment to maintain high availability and reliability. Carry out routine telecommunication assessment visit and propose improvements
    • Supervise offshore Telecom specialists and assist in carrying out of maintenance activities on Telecom systems
    • Prepare technical reports, assisting in development of the 5-year work program, evaluating equipment obsolescence and propose replacement plan, update engineering and technical documents and manuals.
    • Preparation of technical dossier (Scope of work) to request for quotation from contractors regarding telecommunication projects, and specific operations on systems.
    • Propose Improvement of the quality of service provided by the Telecommunication Contractors for systems maintenance. Participate in supervision of third-party contractor on site to ensure compliance to installation rules
    • Recommend and implement appropriate solutions for operational problems/anomalies of Telecommunication Equipment/Systems at Field.
    • Actively participate in FAT, Commissioning activities for all Telecoms equipment and systems, and prepares punch lists and follow-up the progress of the punch list.
    • Participates in various commercial activities as required, coordinates the inspection of materials, evaluates technical offers, prepares Service Orders, answers technical queries from suppliers.

    Context And Environment:

    • Optimization of telecom for good spare management.
    • Non-conformities on some installation in line with APAVE audits.
    • Telecom preventive maintenance plan on the production sites to implement on operations sites.
    • Existing systems require upgrade and replacement in some cases to integrate new projects

    Accountabilities:

    • Timely delivery of technical documentation
    • Timely delivery of project deliverables and within budget
    • Performance in line with the operation level agreement for telecommunication systems and network

    Qualifications / Experience Required

    • University B.Sc. Degree in Electronics or Telecommunication Engineering.
    • 10 years' experience in Telecommunication engineering, operation, and maintenance.
    • Good reporting, interpersonal and communication skills.
    • Knowledge and use of computer drawing and office applications.

    Assistant Operations Safety Leader (A-OSL)

    Service Purpose

    • This Service is created as an additional resource to better deliver on the responsibilities and tasks of the D&W OSL towards the HSEQ objectives of the D&W entities base and on-site activities; and to ensure continuity when the OSL is unavoidably absent.

    Service Dimensions

    • Proactively carry out the activities of the OSL position.
    • Be responsible for meeting adopted HSE objectives.
    • Promote the HSE and Quality culture in the Drilling & Wells entity to achieve the HSEQ objectives. Act in the best interest of Client at all times.
    • Maintain awareness of and drive compliance with all relevant Statutory and Company HSE standards in D&W.
    • Actively participate in leading Company safety awareness and initiative schemes.
    • Always adhere to the values and principles of the Company Code of Conduct.
    • Willingly and openly share good practices and REX.
    • Ensure the suitability to operational requirements of personnel, equipment and services.

    Job Description

    • Participate in Rig / Service Contractor HSEQ-MS Audits at prescribed locations (Port Harcourt, Onne, rigs, etc) and other visits to contractor’s premises.
    • Ensure timely entry of all incidents and associated actions, DGS and other HSE events into the company SYNERGI database.
    • Participate in JRA of non-routine tasks and ensure approved JSA is provided to site HSE personnel for implementation.
    • Participate in Contractors’ SQM Meetings and follow up on timely close out of HSEQ issues identified.
    • Follow-up HSEQ actions closure arising from D&W activities including rig / rigless operation anomaly cards, action trackers.
    • Participate in D&W HSE committee meetings, operation site visits and quarterly Site HSE Committee Meetings; and utilize the forum to update, discuss, and give feedback on incidents.
    • Ensure the minutes of meetings are generated and distributed as appropriate. Ensure HSEQ Objectives & Plan are benchmarked monthly and that KPI’s are in place and communicated. Participate in hazard identification and enhance ways & means of identifying hazards and controlling risks in Downgraded Situations and/or SIMOPS.
    • Promote among D&W personnel and contractors: safety at work, Service Risk Assessments, PTW implementation, Emergency Drills, anomaly reporting, STOP Work Authority; Golden Rules, MAESTRO Principles, Zero Fatality Program, etc; and provide support for safe execution of D&W operations.
    • Ensure HSE induction is conducted for new personnel joining D&W and contractor personnel before site mobilization.
    • Ensure the Rig Dossier is kept up to date.
    • Drive awareness among client rig supervisory staff on the MEDEVAC / MEDERESCUE Plan, BOCP, Blow Out Contingency Plan; OSCP.
    • Follow up with HSEQ Training Matrix for D&W personnel including RSES/RSES-D and drive the update on HSEPass.
    • Participate in Site pre-SIMPOS meetings and follow up on open action items for close out.
    • Assist to prepare HSEQ Bridging documents and SIMOPS Dossier and obtain necessary approvals prior to site mobilization.
    • Prepare HSE slide presentations as required by the Drilling team.
    • Assist with BOCP drills preparation and organization; manage the recording of the minutes OF the BOCP drills.
    • Participate in blow out emergency drills.
    • Ensure that HSE training are implemented and that the Rig safety induction is done properly.
    • Follow up on the training matrix of the Rig Contractor and service contractor personnel; and ensure compliance with competency and certification requirements.
    • Ensure incident and anomalies are reported and analysed; ensuring that HSE statistics (TRIR, LTIF, etc) are documented for all D&W operations.
    • Ensure that all Stop / Anomaly reporting are analyzed for trends and subsequent actions identified.
    • Participate in Cause Tree Analysis (CTA) as per company rules (LTI; AS ≥ 3; PS ≥ 4) and incident Investigation as required.
    • Issue the HSE weekly, monthly and yearly HSE performance reports on the Drilling & Wells Entity HSEQ Activities.
    • Follow up on the validity of the CMS documents of D&W.

    Context and Environment:

    • Deepwater environment with high-cost exposure (up to 1.0 MUSD day rate.
    • Advise and assist the entire D&W on matters of safe program execution.
    • Take an active role in the process improvement initiatives.
    • Contribute to diffusing HSE philosophy and training operative personnel.
    • Maintain a professional projection of image, action and professional expertise at all times.

    • Operations Experience (number of years): 5 - 7 years minimum.
    • Other (prior operational experience desirable): Drilling operations experience + Minimum of HSE auditor’s certification / NEBOSH certification; Offshore OPITO HUET / BOSIET Certification up to date. Annual Medical Certificate (AMC)

Scope includes:130+ Data Network devices, 2500+ (Data, Telephone & fax extensions) Ports,1 Cisco CUCM-ToIP Cluster, 3 Microwave links, 20+ Videoconference/Telepresence rooms, Fibre Optics and cable Network, Facility Safety Critical and Security Surveillance (VSAT links, VMAS, PAGA, CCTV, Tetra UHF, VHF etc), Internet services in 5+ residences.     Job Description

    • Study and drive improvements where possible of existing policies, procedures and processes.
    • Monitor contract performance to ensure compliance with SLAs. Ensure compliance to Quality Assurance Plan.
    • Ensure Service Quality Meeting with service providers are carried out based on approved schedule in conjunction with the technical responsible and C&P duet.
    • Analyse the telecommunication market, monitor evolution of new solutions and propose improvement practices. Develop Obsolescence schedule. Provide technical support regarding design and upgrade of existing infrastructure
    • Follow up of Telecom project methodology and quality compliance.
    • Liaise with the relevant Government Regulatory/Licensing authorities for the necessary licenses and permits for the good and efficient operation of company’s Telecom infrastructure/services (MOC, NCC, NCAA etc.)
    • Ensure adherence to planned preventive maintenance schedule, backup, curative interventions or recovery procedure
    • Ensure regular update of relevant records, diagrams, database, KPI resource, CMDB Inventory and Telephone directory with respect of Telecoms Operations
    • Establish, Document and maintain general and technical specifications, operating standards for projects and systems
    • Ensure the optimal stocking of equipment spares and consumables.
    • Provide regular feedback and follow up of critical/important issues with external service providers. • Develop models of information or communications means in conjunction with PSMC
    • Provide regular update and follow-up resolution on systems, network faults and incidents that can hamper system performance
    • Recommend cost effective options. Review accordingly with relevant teams and validate with Budget owner.
    • Maintain and Update approved equipment service purchase delivery schedule through the C&P department
    • Recommend and implement approved proposals for materials and service frame agreements
    • Contribute to the development of scope of work and participate in the evaluation process
    • Prepare the yearly Telecom budget and IST needs forecast by consulting with the other Team members
    • Ensure consistency of solutions with standards and Total Headquarter practices in the affiliate
    • Ensure that project activities, operational activities, interface meetings, workshops and any other development are well documented. Participate in the Partners review meetings.

    Context and Environment:

    • Large affiliate spread over 3 geographical cities and with numerous fields: onshore, offshore, and deep-offshore, with Oil and Gas projects and production activities ongoing concurrently.
    • Complex environment with simultaneous operations; requiring strict governance and quality control to achieve and maintain compliance with Client group guidelines, company rules and policies.

    Acountabilities

    • Ensure good quality control of Telecoms processes and services through implementation of procedures and policies.
    • Ensure effective data management of Telecoms Operational and Projects documents in line with company rules and policies.
    • Ensure easy access, availability and accuracy of Telecoms Data while also ensuring the security and integrity of data information on the network against external threats and unauthorized access. Monitors Telecoms performance and compliance to the group standard through regular updates of KPIs and Service Level Agreements.

    Job Requirements
    Qualifications / Experience Required:

    • Engineering or M.Sc Degree in Electrical / Electronic or Telecommunication Engineering.
    • Minimum of 5 years’ experience in Telecoms systems management preferable in Oil and Gas environment.
    • Good documentation and Sound analytical skills
