    Director, Management Information Systems

    Purpose of Job

    • To provide strategic direction and leadership in managing the operations of the Management Information Systems Directorate in order to achieve the AU strategic objectives and goals.

    Main Functions

    • Develops and executes the overall strategy for the Directorate and ensures alignment with overall organizational strategy;
    • Manages and supervises employees within the directorate, ensures the timely delivery of the directorate’s goals and effective staff performance evaluation;

    Specific Responsibilities

    • Formulates Information System and ICT strategies, and provides IS and ICT services to support the Strategic and Functional Objectives of the Organization;
    • Provides guidance on ICT acquisition and management in line with defined ICT standards, policies and technologies, and ensure their compliance;
    • Develops and implements business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss.
    • Develops metrics to measure performance of IT infrastructure and systems to assess operating costs, productivity levels and upgrade requirements and report on progress made in improving ICT capability.
    • Coordinates security and compliance of all information assets within the Organization;
    • Drives digital transformation in line with the organization strategic goals.
    • Oversees data integrity, quality traceability of the organization and its business units;
    • Oversees the design, development and integration of the organization’s data, applications, IT Infrastructure and Information Systems (IS) while promoting effectiveness and cost efficiency as well as operation of all major AU processes using ICT as an enabler, including improvements to work processes;
    • Coordinates meetings of IT Strategy and Steering Committees to ensure optimal IT value within the Organization.
    • Any other related assignments as may be assigned by the supervisor.

    Academic Requirements and Relevant Experience

    • Master’s degree in Computer Science, Mathematics Engineering, Management, Business Administration, related fields and with 15 years’ experience in the field of Information Technology; implementation and management of large-scale information systems of which eight (8) years should be at managerial level and Five (5) years at supervisory level. Proven track record of management and technical leadership in delivering ICT services in offices located worldwide.
    • An ICT certification in ITIL, Project Management, CISCO, SAP and Security is an added advantage.

    Specific Responsibilities
    The Director of CIDO, manages the directorate and two divisions focusing on three major areas:

    Policy Matters:

    • Provides support to the Deputy Chairperson in close consultation with Cabinet, Departments, AU Organs and Member States, African Civil Society, Diaspora communities worldwide, diplomatic missions accredited to Member States, International Organizations, Donor Communities, regional organizations and other relevant bodies in the mainstreaming of civil society and the African Diaspora in the affairs of the AU and the conceptualization and development of new initiatives as well as in the implementation of coherent policies relating to the substantive AU agenda.

    Staff Direction and Management:

    • Supervises and coordinates the activities of the civil society and Diaspora Divisions, including staff and programme activities, effective follow-up on decisions and recommendations, coordination and liaison with other Directorates and relationship with partners and donors.

    Financial and Programme Management Matters:

    • As Principal Programme Manager, he/she will also be responsible for preparation of budgets and implementation of programmes, liaising, as appropriate, with Cabinet and Finance Directorate on the planning, monitoring and reporting of the Commission’s budget and supervising donor relationships and monitoring the Commission’s funding mechanism.
    • Exercises overall management responsibility to ensure timely production of reports, analyses, briefing notes, background papers and talking point for the Chairperson of the Commission and other relevant political functionaries.  
    • Acts as a focal point for organizing relevant meetings and plan and support civil society programmes and activities in general and the Economic, Social and Cultural Council of the African Union (ECOSOCC) in particular;
    • Promotes relations within the African Diaspora and the implementation of the AU’s Diaspora Initiative;
    • Initiates actions and participates in activities to raise extra-budgetary funds;
    • Develops and proposes modalities for the involvement of Member States in the implementation of the AU’s Diaspora Initiative and civil society agenda;
    • Promotes advocacy of the decisions of AU Policy Organs in this area of competence;
    • Seeks and expands cooperation with civil society and Diaspora networks, research institutions, intergovernmental organizations and other relevant agencies that will support these objectives.
    • Ensures the coordination and implementation of AU decision in the various organs.
    • Ensures the management of Directorate: personnel, budget, performance, quality, discipline and training, in conformity with relevant rules and procedures in force;
    • Any other task or attribution assigned by the direct supervisor.

    Academic Requirements and Relevant Experience

    • A Master’s degree in Political Science, International Relations, Law, Public Administration Diplomacy, Strategic Studies or Social Sciences, with 15 years relevant experience of which 8 years should be at managerial level, and 5 years in a supervisory role
    • Experience in the areas of civil society organizations, diplomacy, democracy, good governance, human rights preferably in a regional or  international working environment is required.

    • Leads and directs compliance issues and the proper implementation of policies approved by the Commission.

    • Conducts goal setting and periodic performance evaluation of ethics staff members and supervises the other offices to do the same in a timely manner.
    • Promotes ethical compliance and standards of AU Values within the Union Organs.
    • Advises the Chairperson and Heads of all organs and offices on ethical matters
    • Develops, initiates, maintains, and revises policies and procedures for the general operation of the Ethics Program and its related activities in order to prevent illegal, unethical, or improper conduct.
    • Manages the day-to-day operation of the Ethics Office
    • Collaborates with other departments (e.g., Legal Counsel, Internal Audit, Administration and Human Resource, etc.) in ensuring compliance with the Code of ethics and Conduct, regulations and rules.
    • Promotes confidentiality and executes responsibilities in a prudent and judicious manner
    • Manages the implementation of the Code of Ethics and Conduct, and the core values of the Commission, as specified in the Code

    • Oversees the organization of medical referral services and medical evacuations for AU Commission staff members, as well as members of the African Diplomatic Corps.

    • Oversees the pre-employment medical evaluation and assessment for AU staff and annual medical assessment of AU personnel prior to renewal of contracts.
    • Provides leadership in the implementation of the Medical Assistance Plan or Insurances Scheme adopted by the Commission.
    • Provides advice on Health-related programs and matters to the AUC, Regional Offices and Organs.

    • Must have relevant work experience with a government hospital /private practice or an international organization.
    • Must be a licensed medical practitioner and Specialist in a relevant field.

    • Coordinates and harmonizes industrial policy measures, strategies and regulatory frameworks in the continent in order to promote industrial development and growth by, among others, promoting raw materials development and utilization by the industries and thereby encourage the development of resource-based industries in Africa
    • Promotes technology transfer and commercialization of industrial research and development program, establishment of technical support centers for SMIs, incubation centers, Special Economic Zones (SEZs), Industrial Parks, etc

    Director Economic Development Integration and Trade

    Purpose of Job

    • To provide strategic direction and leadership in managing the operations of the Economic Development, Integration and Trade Department in order to achieve the AU strategic objectives and goals.

    Main Functions

    • Develops and executes the overall strategy for the department and ensures alignment with overall organizational strategy;
    • Manages and supervises employees within the department, ensures the timely delivery of the Department’s goals and effective staff performance evaluation;
    • Drives the implementation and monitoring of policies, strategies and programs to contribute to the effective implementation of relevant AU Policy Organs Decisions;
    • Ensures the delivery of the Department’s annual targets in line with the organization’s overall goals and maintains robust departmental monitoring and evaluation systems;
    • Provides technical leadership and ensures efficient functioning of all Divisions within the department;
    • Manages the work of the Department and supervises direct reports to ensure their effective performance in line with the organization’s performance management policy and system;
    • Leads the department and ensures effective management of personnel, budget, performance, program quality, employee relations matters and training in conformity with relevant rules, policies and procedures;
    • Builds and maintains good working relations and collaboration with other departments;
    • Develops and maintains regular working relations with senior stakeholders in Member State and partner institution;
    • Coordinates meetings between the organization and relevant partners;
    • Ensures the preparation of periodic financial and budget execution reports and other reports;
    • Ensures the effective management of funds contributed to the organization, attributed to the department;
    • Implements and maintains thematic partnerships in support of the mandate of the Department;
    • Develops and oversees policy development and guidelines in line with the organization’s legal framework;
    • Designs policies consistent with the AU’s strategic goals and mandate in order to address the pertinent issues in the relevant area;
    • Prepares and oversees integrated programs, projects and overall activities of the organization.
    • Maintains a positive work environment that facilitates collaboration and information sharing and is conducive to attracting, retaining, and motivating diverse talent.
    • Develops and maintains standard operating procedures (SOP’s) for the department
    • Manages risks, develops mitigation measures and ensures business continuity of the department.

    Specific Responsibilities

    • Leads the implementation of the African integration agenda including coordination of Committee meetings of the AUC and RECs for the preparation of
      the coordination meetings of Heads of States and Government.
    • Coordinates and supervises the formulation and monitoring of economic transformative policies and establishment of AU Financial Institutions.
    • Facilitates the formulation, organization and management of key policies and program of economic analysis to enhance continental and regional integration in line with the ACFTA and AU Agenda 2063 in close collaboration with Member States and RECs.
    • Oversees the development of policies and programs to promote macroeconomic stability, monetary and fiscal harmonization and cooperation among member states; and financial integration.
    • Provides Advisory Services to the African Continental Free Trade Area (AfCFTA) Secretariat in their relations with RECs and Member States on issues in the AfCFTA Negotiations.
    • Contributes to the formulation of African Common Positions in International Trade Negotiations.
    • Facilitates the coordination with RECs and other Partners in the AfCFTA Negotiations.
    • Leads the implementation of Agenda 2030 of SDGs on the continent, the preparation of the report on assessing Agenda 2030 of SGDs in Africa in collaboration with other AUC Departments and Organs.
    • Coordinates the development and implementation of programs to support member states which leads to the improvement of the business environment, promote private sector growth and build competitive economies including the organization of the annual Pan-African Forum of the Private Sector.
    • Supervises the preparation of research papers, reports and scientific publications.
    • Participates in the international conferences, such as the G20, the G8, F-15, and report back to the Commissioner.
    • Establishes proper infrastructure and best practices for effective partnership development and management.
    • Leads, supervises and carry out the work program of the Department.
    • Coordinate the work carried out by different Divisions under the Department and provides programmatic/substantive reviews of the drafts prepared by others.
    • Ensures the progress of implementation of activities of the Department.
    • Provides strategic advice and technical support to the Commissioner for Economic Development, Trade, Industry and Mining in preparing statements, proposals, briefs, reports and other relevant tasks.
    • Performs any other assignment as may be assigned by the supervisor.

    Academic Requirements and Relevant Experience

    • A Master’s degree in Economics, Finance, International Business, Public Administration or related field, with fifteen (15) years of relevant work experience of which eight (8) years at managerial level and five (5) years at supervision level.

    Tenure of Appointment:

    • The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.
