    Mobile Applications Developer

    Project Overview and Role

    • Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response.
    • Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics.
    • Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

    Purpose of Position

    • We are recruiting a skilled Mobile Applications Developer to join the software engineering team responsible for the design and development of various technology products that support health and social services.
    • He/she will work with tech leads and product managers to ideate mobile application solutions and design client and server-side architecture.
    • The mobile app developer will be responsible for developing, maintaining, and implementing source code to develop mobile apps and mobile platform programs that meet the needs and requirements of the clients across various cross platform devices.
    • The Mobile Application Developer will report to the Health Informatics Team Lead. This is a full-time position with a contract for 1 year, renewable subject to availability of funding.

     Primary Duties and Responsibilities

    • Develop fully functional mobile applications to support service delivery and performance management in health and social services programs.
    • Design mobile application user interfaces.
    • Liaise with the product development team to plan new features.
    • Use and adapt existing web applications for apps.
    • Ensure new and legacy applications meet quality standards.
    • Research and suggest new mobile products, applications, and protocols.
    • Stay up to date with new technology trends to apply to the current existing systems, LAMISPlus, NOMIS Mobile and COVID-19 applications.
    • Develop application programming interfaces (APIs) to support mobile functionality.
    • Work closely with colleagues to constantly innovate app functionality and design.

    Required Qualifications

    • Bachelor's Degree in Computer Science or similar field.  
    • Demonstrable portfolio of released applications on the App store, the Android market or iOS.
    • Minimum of three years experience in mobile app development.
    • In-depth understanding of front-end languages like HTML, CSS3 and JavaScript.
    • In-depth understanding of object-oriented programming languages like Java and C++.
    • Familiarity using version control tools like Git, Subversion etc. and IDEs like Android Studio, VS Code etc.
    • Understanding of the Agile software development life cycle and exposure to Scrum projects.
    • Knowledge of Dart programming language, Rest APIs and integration of various APIs from third parties.

    Systems Analyst

    Purpose of Position

    • We are recruiting a skilled Systems Analyst to join the Data.FI health informatics team to coordinate the process of analyzing software programs.
    • The Systems Analyst will be responsible for analyses of systems, developing systems specifications, and developing user interface designs. The Systems Analyst will also be responsible for creating and implementing automated testing methods, recording test results, capturing issues on the issue tracker, and providing recommendations to improve software programs based on the result.
    • He/she will be responsible for evaluating software functions and designing test protocols to ensure that products work as intended.
    • The System Analyst will report to the Business and Quality Specialist. This is a full-time position with a contract for 1 year, renewable subject to availability of funding.

    Primary Duties and Responsibilities

    • Developing detailed system specifications and design documentation based on business requirements.
    • Creating user flows, wireframes, prototypes, and mock-ups using design and prototyping tools e.g. Adobe Creative Suite, moqups, InVision
    • Participating as an early team member, contributing to designing critical pages, interactions, and user experience elements
    • Developing technical documentation including technical guides and technical manuals for products

    Health Informatics Intern

    • The interns will also be responsible for a wide range of duties including supporting the Health Informatics Community of Practice (HI-CoP) and managing the informatics service desk in addition to general ICT support for system users and implementing partners.

    Primary Duties and Responsibilities

    • Contribute to all phases of web application and mobile app development lifecycles. Take part in software and architectural development activities.
    • Participate in the design, coding, and testing of new program modules or revisions to existing programs.
    • Conduct software analysis, testing, and debugging. Identify production and non-production application issues.
    • Participate in the preparation and release of software components.
    • Support Informatics governance and participate in the HI-COP.

    Full Stack Developer

    Purpose of Position

    • We are recruiting a skilled Full Stack Developers to join the software engineering team on Data.FI responsible for the design and development of various technology products that support health and social services. They will work with tech leads and product managers to ideate software solutions and design client and server-side architecture.
    • The Full Stack Developers will be responsible for, among others, building services using Java and Spring Boot working within a Linux environment, deploying, and managing services on both AWS and Microsoft Azure, and using Postgres to interact with relational data.
    • The Full Stack Developers will report to the Informatics Team Lead. These are full-time positions with a contract for 1 year, renewable subject to availability of funding.

    Primary Duties and Responsibilities

    • Participate in the development of web-based high-capacity information systems for cloud and local environments.
    • Evaluate existing systems and maintain detailed technical documentation for all products developed, including system design documents, data dictionaries, and database design.
    • Build and maintain test and evaluation environments as required.
    • Design and execute performance and security tests, produce reports on these systems as appropriate.
    • Design and develop REST-based web services utilizing Java Spring Boot.

    Health Informatics Team Lead

    Purpose of Position

    • We are recruiting an Informatics Team Lead to provide technical and strategic leadership to the Data.FI Nigeria Health Informatics Unit.
    • S/he will provide management support to the unit with support from Palladium’s Data, Informatics, and Analytics (DIAS) Head and Regional Offices to ensure agile and high-quality approaches to the analysis, design, development, implementation, continuous monitoring, and reporting of various technology products.
    • S/he will act as a servant leader by influence to ensure that teams collaborate around a common development vision while fulfilling user requirements through user-centric approaches.
    • S/he will coordinate and oversee task management, stakeholder management and communication, standardization, capacity building, and skills transfer activities, internal informatics meetings, and sprint demos in addition to validating team performance metrics and co-facilitating HI Community of Practice (HI-CoP) operations.
    • The Informatics Team Lead will report to the Deputy Country Director. This is a full-time position with a contract for 1 year, renewable subject to availability of funding.

    Primary Duties and Responsibilities

    • Lead the Data.FI Nigeria informatics team in the design, strategy, and implementation of country-level digital tools
    • Take a leadership role in directing the implementation of the Data.FI HI activities within the project workplan in Nigeria
    • Provide strong leadership in the change management processes to facilitate user centric approaches to   improve program delivery and data use for decision making
    • Lead implementation of Palladium’s standardized software development project management approach, including accompanying tools and standard operating procedures (SOPs)
    • Work with the product owner, project managers and development teams to ensure that projects are delivered on time, within scope and budget
    • Spearhead adoption and compliance to global best practices including the principles of digital development.
    • Strengthen system development processes by ensuring fidelity to SDLC project management approaches.
    • Ensure timely and accurate reporting of project activities and results to the client and Data.FI leadership team.
    • Mentor the informatics teams and HI-CoP members to allow for skill/knowledge development through advice, coaching, and training opportunities
    • Strengthen informatics governance capacity of implementing partners (IPs) towards standardization by providing oversight in informatics capacity building activities including bootcamps, trainings and mentorship sessions
    • Work with the DIAS Regional Team in specific application release planning and development of deployment schedules.
    • Ensure that information supported systems meet prevailing standards, including security and confidentiality.
    • Spearhead Data.FI Nigeria informatics communication, liaisons, engagements, and coordination roles with USAID and other donor agencies, IPs, Federal and State Government ministries, departments and agencies, and other informatics stakeholders towards translating program requirements into sustainable informatics solutions.
    • Oversee the strengthening of stakeholder collaboration forums through the HI-CoP and relevant government technical working groups.

    Required Qualifications

    • Bachelor's Degree in Computer Science or a related field.
    • Minimum of 8 years of experience in development and implementation of digital health tools specifically relating to technology and data solutions in a data driven environment.
    • Solid technical background with understanding or hands on experience in development and implementation of information systems that support health and social protection programs. Working experience with varied programming languages ranging from Java, Python, JavaScript and implementing different frameworks
    • Minimum of 4 years of experience leading technology teams overseeing end-to-end design, development and implementation of software solutions or the development of information products to implement at national scale
    • Knowledge of software development cycles, project management principles to manage outputs with multi-disciplinary teams, including extensive knowledge of IT principles, methods, and techniques; experience with Microsoft Teams, Planner, Jira, Confluence and other elements of the Atlassian Suite preferred
    • Experience working with technology teams to ensure design and solution architecture outputs meet the business requirements.

    M & E / Data Analytics Intern

    Project Overview and Role

    Purpose of Position

    • We are recruiting Monitoring and Evaluation (M&E) / Data Analytics (DA) interns to work in close collaboration with the project DA team in support of USAID’s Strategic Information (SI) team and service delivery implementing partners (IPs) to leverage weekly PEPFAR data to support control of HIV epidemic.

    Primary Duties and Responsibilities

    • Support review of high-frequency reporting (HFR) data sets for weekly reporting
    • Conduct data validation and logic checks for data across reporting systems i.e. Data for Accountability, Transparency and Impact Monitoring (DATIM), the National Data Repository (NDR) and HFR.
    • Conduct data collection and collation at the state level
    • Support implementation of the Weekly Data Review for Rapid Action methodology at the state level and across hierarchies.
    • Working with the Strategic Information Advisor(s), support IPs to facilitate and support HFR processes to identify barriers to data use and generate solutions to address those barriers
    • Support documentation of best practices, data use cases, and stakeholder engagements at the state level.
    • Implement data quality strategies and activities at the state level and other hierarchies as advised.
    • Support regular analysis and reviews of performance on key priority indicators for HIV and orphans and vulnerable children (OVC) programs
    • Support any other activity as assigned.

    Required Qualifications

    • A Degree in Public Health, Statistics, Health Informatics, Computer Science, Monitoring and Evaluation, or a related field
    • Knowledge of health management information systems or routine health information systems.
    • Basic knowledge of HIV/AIDS programs, including District Health Information Software, version 2 (DHIS 2) preferred.
    • Knowledge of patient-level and aggregate data management systems i.e.  electronic medical records (EMR), logistics information management systems (LIMS)
    • Working skills in data analysis with proficiency in a statistical package i.e. Stata, SPSS, advanced excel, or Business Intelligence applications.

    COVID-19 Monitoring and Evaluation Associate

    Project Overview and Role

    Purpose of Position

    • In support of Nigeria’s national response to the COVID-19 pandemic, Data.FI is currently seeking to employ the services of a National COVID-19 Monitoring and Evaluation (M&E) Associate who will work under the supervision of the COVID-19 Public Health Specialist and in close collaboration with the National Centre for Disease Control (NCDC) to support  M&E of COVID-19 vaccination supply chain activities, including support for data management and analysis in line with national, global and donor reporting requirements, as well as partner coordination and assessments.   

    Primary Duties and Responsibilities

    • Provide technical support on all aspects related to data management, analysis, monitoring, evaluation, and reporting for COVID-19 vaccination and supply chain requirements at NCDC, the National Agency for Control of AIDS (NACA) and others as necessary.
    • Support existing M&E strategy for the COVID-19 vaccination rollout plan, including detailed M&E work plan targets and performance measurements based on national and global requirements and frameworks.
    • Develop M&E tools, platforms, and processes, in collaboration with the Health Informatics Specialist.
    • Monitor community feedback per global guidance and relevant national guidelines.
    • Support and facilitate relevant M&E training at National and sub-national levels with Government and partners.
    • Support regular data analysis and visualization of key indicators related to equitable COVID-19 vaccination coverage, collaborating with counterparts and partners as needed.
    • Collaborate with relevant partners on monitoring and reporting related to COVID-19 vaccination, and the development of assessments, studies, or evaluations.

    Required Qualifications

    • An Advanced Degree in the Social Sciences, Health Informatics, Economics, Public Health, Statistics, or Research Methods.
    • Minimum of three years’ experience in M&E of public health projects, supply chain, or immunization is an advantage.
    • Knowledge of the local health system and experience working with and supporting the Government of Nigeria Ministries and Ministry Department and Agencies (MDAs) is an asset.
    • Strong data analysis and management skills.
    • Working knowledge of District Health Information Software, version 2 (DHIS2), and the Surveillance Outbreak  Response Management and Analysis System (SORMAS) will be an added advantage.
    • Sound knowledge of cloud-based environments.
    • Ability to work well under pressure, skills in crisis management, and problem-solving.
    • Good written and verbal skills in English; ability to communicate technical information to audiences with varying levels of technical expertise.
