    Finance Intern

    Overview

    • IRC entered Nigeria in October 2012 to respond to a widespread flood disaster. IRC’s Emergency Response Team, with local partner CISCOPE (Civil Society Coalition for Poverty Eradication), implemented a project to support livelihoods and improve WASH in Kogi State from February to May 2013; 54 communities benefited from distribution of seeds and seedlings, new farming techniques trainings, household items, water, sanitation and hygiene promotion activities.
    • This was followed by a 3-month nutrition and food security program in the same location from October 2013 to January 2014. Our current project addresses malnutrition and associated health concerns among conflict-affected children in the newly liberated areas of Adamawa State.

    Scope of Work

    • The Intern reports to the Finance Office Mubi. She / he supports the Finance Assistant / Office in aspects of day-to-day operations of accounting department in the Mubi Field office.
    • Assist the finance assistant when making payments to suppliers, contractors and program staff based on approved documents and in line with authority delineation.
    • Assist the finance assistant in ensure scrutiny of the entire bill for accuracy and receipt of goods before process for payment.
    • Assist the finance officer on documentation, preparation of cash disbursement voucher for all cash transactions related to Mubi field office.
    • Maintain confidentiality of all financial and other job-related information.
    • Assist the finance Assistant on proper documentation, Stamping, Labelling, and filing of all financial documents.
    • Assist the finance office on compiling support documents for audit purposes and retuning back to their original location of the audit exercise.
    • Help finance unit in moving documents in the office system for approval purposes
    • With the guidance of the finance Assistant/officer Scan any Finance Document before sending it to the country office for month closing. Common duties:
    • Attend and participate in trainings identified / organized by your supervisor
    • Perform other duties as may be assigned by your supervisor

    Qualifications

    • Diploma in Accounts or Bachelor's Degree in Accounting from recognized College / Institutions.

    Experience:

    • A minimum of one (1) year of accounting experience including NYSC service year. Computer literate with significant knowledge/experience in excel.

    Skills:

    • Able to work in a high-pressure situation,
    • Ability to independently organize work, prioritize task and manage time.
    • Strong inter-personal skills, and open to learn new skills

    Livelihoods Officer

    Job Overview / Summary

    • The Livelihoods Officer will support the technical implementation of the Urban Livelihoods project, Resilient Futures, by directly overseeing project activity implementation in the selected intervention communities in Yobe State.
    • He/she will supervise Livelihood Assistants to implement the Entrepreneurship & Employability trainings, Apprenticeship placements, and Local Stakeholder Collaboration activities.

    Major Responsibilities
    Urban Livelihood Programming:

    • Provide close supervision and monitoring to the Livelihood Assistants in implementing project related activities in the field
    • Responsible for the selection and verification of beneficiaries in coordination with community committee and authorities and the use of selection criteria
    • Actively engage and support in community sensitization activities on selection criteria and stakeholder feedback process.
    • Develop weekly program and monitoring plans
    • Maintain clear communication with beneficiaries, community stakeholders, trainers, employers in accordance with IRC policies and procedures.
    • Coordinate with trainers on the schedule of business training and ensure that logistics and venue for beneficiary training is organized.
    • Work with the Communication Officer to organize stakeholder and community engagement meetings to engage community stakeholders and feedback.
    • Conduct field visits to project sites and meet with community leaders to select specific vulnerable locations for targeting and ensure a conducive community mobilization system.
    • Contribute in the production of technical support materials and guide program teams on the delivery of mechanisms that will ensure effective implementation of livelihoods interventions as well as early recovery.

    Monitoring & Evaluation and reporting:

    • Support in conducting community mapping assessments or labour market assessment in the targeted communities
    • Supervise the execution of spot checks and project beneficiary monitoring
    • Under the supervision of Program Manager conduct baseline and end line surveys

    Key Working Relationships

    • Position Reports to: Economic Recovery and Development (ERD) Manager
    • Position directly supervises:  Livelihood Assistants, Casual workers

    Qualifications

    • Education: A Bachelor's Degree in Business Administration, Development Studies or related field
    • Work Experience: Minimum of 2 years relevant work experience in the relevant filed.
    • Demonstrated Skills and Competencies: Proven practical experience in cash and livelihoods programming. Past experience in working early recovery projects.
    • Coordination experience with different partners and stakeholders
    • Language Skills:  Good written and spoken English. Ability to communicate in local languages (Hausa and Kanuri) will be an added advantage

    Environmental Health Manager

    Job Overview / Summary

    • The Environmental Health Manager is responsible for overseeing the implementation of all EH activities in Yobe and will report to the Senior EH Manager.
    • She / He will provide technical and managerial leadership to the water, sanitation and hygiene promotion team in these locations and ensure all activities are of high quality and respond to immediate needs.
    • The position will be based in Damaturu with frequent travels to the field offices and site in Adamawa and Askira Uba LGA operation areas.

    Major Responsibilities

    • In coordination with the Sr. EH Manager (Adamawa and Yobe), assist with technical support and capacity building for WASH staff under your direct management.
    • Ensure all implementation plans employ a programming approach that integrates the needs of other sectors of work especially Health, WPE, Protection and ERD.
    • Monitor budgets, materials, equipment and supplies for technical work for your program locations and allocated budgets.
    • When requested by the Sr. EH Manager (Adamawa and Yobe), provide regular reports, document results, and maintain detailed records of progress and contract payment schedules for activities in the LGAs.
    • In coordination with the Sr. EH Manager (Adamawa and Yobe) establish contacts with relevant international/local NGOs and line ministries in areas of operation.
    • Ensure that all IRC EH projects in your target LGAs are implemented in a timely and professional manner, according to objectives, goals and indicators established by SPHERE, IRC, Nigerian Law and in line with donor requirements and beneficiary needs.
    • Conduct routine assessments as needed to determine the water, sanitation and hygiene needs within your target LGAs; this will also include evaluation of ongoing technical interventions and make recommendations as needed.
    • Follow all technical direction as outlaid in the Borno, Adamawa and Borno (BAY) State EH Strategy for the installation of all water and sanitation infrastructure in IRC supported medical facilities, included the requirements for the mobile health units, IDP sites and host communities including but not limited to drilling, restoration of existing infrastructure, drainage, solid waste management, latrine, shower and pot wash/laundry construction, hygiene campaigns, vector control and hygiene promotion activities;

    Key Working Relationships

    • Position Reports to:  Senior Environmental Health Manager (Adamawa and Yobe)
    • Position directly supervises:  Environmental Health Officers

    Indirect Reporting: Grant, Supply Chain and Finance team

    • Other Internal and/or external contacts: Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
    • Any other duties as assigned by the Adamawa Sr. EH Manager to enable and develop IRC programs

    Qualifications

    • University Degree / HND in Civil / Environmental Engineering or related field.
    • Minimum of 3 years professional technical experience in WASH/Environmental Health, Physical Science, structures and/or water delivery/production.
    • Minimum of 2 years overseas experience, preferably in a conflict or post disaster setting.
    • Solid managerial skills and experience in an international multi-cultural setting.
    • Strong project planning, organizational, interpersonal, and communication skills.
    • Proven technical writing skills.
    • Competent in Windows, MS office programs, AutoCAD (or similar computer aided design), email and database experience.
    • Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure in a professional manner
    • Fluent in spoken and written English, Hausa or any local language skills are a plus

    IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state.  In early 2014, IRC opened a field office in   town of Adamawa state in NE Nigeria followed by offices in Yola (Adamawa state) in November 2014 and Maiduguri (Borno state) in October 2015.  IRC has ECHO, OFDA, and Gates funds to respond to health, nutrition, GBV, and WASH activities.  In late 2014 and early 2015, IRC received additional funds from SV, SIDA, USAID, and UNICEF to carry out education, child protection, general protection, emergency food distributions, shelter support, and NFI distributions to newly displaced IDPs.   In late 2015 into early 2016, IRC received Swiss and UNHCR funds for additional emergency response humanitarian-focused programming in NE Nigeria

    Key Responsibilities:

    Specific Duties

    • Help in managing all aspects of day-to-day operations of accounting department
    • Assist in the implementation of finance policies, procedures, and systems
    • Ensure compliance with IRC procedures and guidelines
    • Review all payment documents for proper and adequate back-up
    • Review all expenditure worksheets for accuracy and completeness
    • Review spreadsheets from field sites before uploading to sun.
    • Conduct regular timesheets audit to ensure consistent adherence.
    • In liaison with Logistics and Administration departments, prepare commitment lists every month for financial obligations already entered but not captured in financial reports.
    • Review bank reconciliation monthly from main office Cashier and field site.
    • Liaison with bank on all banking issues.
    • Forward to the Payroll Administrator every month, outstanding personnel advances and charges related to T7, for recovery.
    • Review Payrolls
    • Prepare Payroll JV for upload to SUN

    Personnel Management

    • Serve as a technical resource person for the accounting department. Assist on matters relating to payroll processing and be a finance focal person on payroll issues.

    Administrative Duties

    • Supervise all activities done daily in the Accounts department.

    Logistics/Procurements Duties

    • Review all POs and PRs for proper coding and budget adequacy before approval.
    • In liaison with Logistics department, prepare commitment lists every month for financial obligations already entered but not captured in financial reports,

    Finance/Budgeting

    • Act, at all times in accordance with country law and standards of accounting practice.
    • Review, with the objective of gaining a clear understanding, budget guidelines and instructions.
    • Review funding allocations to enable proper guidance to programs and proper coding.
    • Provide training to program staff on finance issues.
    • Be receptive to training provided and to develop his or her technical and professional competence.
    • Follow any new procedures and guidelines designated in circulars from the Country Director and Finance Controller.
    • Do the month end up loading to SUN.
    • Produce monthly and quarterly reports to be reviewed by Finance Manager.

    Bachelor’s degree in accounting, or Finance or CPA.  Advanced Diploma in Accounting from recognized College/Institutions with a minimum of three (3) years of accounting experience. Computer literate with significant experience in excel, accounting package knowledge (SUN system) will be an added advantage. The candidate should be mature, with stable personality and ability to maintain confidentiality.
