    Socio-economic Reintegration Officer (Re-Advertisement)

    Socio-economic Reintegration Officer (Temporary Appointment) Application closing date- 26th August 2022

    About the project:
    GPON is currently implementing a CPiE project with funding support from the United Nations Children’s Fund (UNICEF), in Maiduguri, Mafa, Jere, Damboa, Dikwa, Bama, Banki, Ngala and Konduga LGAs of Borno state. This is a one-year project with an option to extend it. As a result, we are looking for people with the highest level of honesty and professionalism who share our humanitarian values for the above positions.

    Job Summary:

     The Socio-economic Reintegration Officer is responsible for activities focused on improving the knowledge of the returnees and IDPs on reintegration policies and opportunities and improving the acceptance of the host communities, especially facilitating the reintegration sessions and dialogues between the male returnees and IDPs. The incumbent will also focus on developing an action plan for mobilising the communities in order to ensure equity in the benefits of development activities and community support for project implementation and sustainability of social development.

     

    Duties & Responsibilities:

    • Planning, developing and implementing a reintegration component and appropriate community mobilisation approach in the selected LGAs in a professional and timely manner.
    • Ensuring that the project reintegration component is implemented in accordance with national, organisational and donor regulations, standards and policies and that those commitments to the donor, communities and other programme partners are fulfilled in a professional and timely manner.
    • Coordinating and communicating with other team members and keeping liaison with provincial stakeholders, especially religious leaders and representatives of a variety of provincial government departments and other institutions
    • Representing GPON on external forums and promoting its work among line departments and NGOs working

    Specific duties:

    •  Community mobilisation and implementation of reintegration interventions in the selected areas of the respective LGA of high quality ensure that project targets and contractual obligations are being met.
    • Ensure that the implemented activities are technically sound, cost-effective and relevant to the target beneficiaries' needs.
    • Mobilise the communities to get their support and/or involvement in the project
    • implementation through raising awareness of the project purpose, objectives and progress among the male family members of female beneficiaries and conducting regular monitoring to find whether the project gets support from the communities.
    • Building capacities of project participants on reintegration policies and opportunities; continuously monitor opportunities for returnees and IDPs and incorporate the gained information in the training program
    • Facilitate discussions between the returnees and IDPs; and the host communities, solve social conflicts among the communities related to the project implementation or their status
    • Advice and assist the Project Coordinator in designing, developing and monitoring the implementation plan related to community mobilisation and reintegration
    • Prepare monthly reports;
    • Contribute to the preparation of quarterly and annual project work plans and budgets and assist the Project Coordinators in budget tracking and analysis as necessary.
    • Work closely with the project team to foster useful communication, collaboration and harmony within the team and promote individual and collective commitment to implementation quality.
    • Ensure good working relationships with relevant government departments and administration.
    • Facilitate visits of any internal or external stakeholders to monitor the project implementation in close coordination with the project team.
    • Support M&E Officer in collecting case studies, success stories and relevant M&E data
    • Keep appropriate records for collecting the evidence of the implementation: attendance sheets, distribution lists, training needs assessment records, pre and post-training assessments, etc.
    • Perform any other related duties as required.

    Job Requirement:

     Education/ Training

    •  Bachelor's degree or Diploma in a related field.

    Work Experience

    •  At least three years of experience in a similar capacity. Prior work experience in the fields of community development and community mobilisation. Proven experience in assessing training needs and building capacities of a mixture of literate and illiterate project participants
    • Prior work experience in reintegration programmes and/or women’s empowerment programmes is preferable.

    GBV Officer (Re-Advertisement)

    About the Project

    GPON is currently implementing a CPiE project with funding support from the United Nations Children’s Fund (UNICEF), in Maiduguri, Mafa, Jere, Damboa, Dikwa, Bama, Banki, Ngala and Konduga LGAs of Borno state. The purpose of this role is to coordinate and support all Gender-Based Violence Case Management-related activities.

    The post holder will supervise Case Workers and GPON GBV Case Management support to S/GBV survivors who meet the inter-agency guidelines for case management and the minimum standards for child protection and Gender-Based Violence in humanitarian actions.

    • The GBV Officer will be supervised directly by the Response Manager and technically supervised by the CPiE Coordinator.

    Key Roles / Responsibilities

    In collaboration with the Field Team, Response Manager, and CPiE Coordinator, the GBV Officer will be responsible:

    • To ensure GBV survivors including child survivors and those at risk of GBV are identified and receive individual case management support by ensuring standard tools and procedures are in place and adhered to by case management team members.
    • To manage, provide training and technical support to, and build the capacity of the full case management team.
    • To coordinate with other GBV service providers on case management.
    • Ensure that all GPON policies are upheld, as well as Emergency Gender-Based Violence Guidelines, Minimum Standards for Child Protection in Humanitarian Action, GBV Case Management Standard Operating Procedure, and Core Humanitarian Standards.
    • Ensure the [GBV IMS Database] is set up, regularly updated, analyzed for trends in the caseload, and efficiently and confidentially managed in collaboration with the GBV IMS Officer [and relevant partner organizations (e.g. Ministry of Women Affairs and Social Development, etc)
    • Provide support to reintegration activities, especially for women, girls, and boys formerly associated with armed groups in collaboration with humanitarian agencies
    • Conduct regular capacity assessment and capacity building including coaching and mentoring of Case Workers to improve the quality of Case Management.
    • Collaborate with other project staff to ensure referrals to other services such as psychosocial support, Mental health, and education/livelihoods interventions.
    • Provide technical and management leadership to Case Workers in accordance with best practice and GPON policies, including its survivor and child-centered community-based approach.
    • Ensure that solid case management, referral, and information management systems are in place for appropriate identification, responses, and follow-up for survivors of GBV.
    • Ensure regular communication with Response Manager and CPiE Coordinator to integrate appropriate GBV in emergencies priorities in program design
    • Ensure regular individual supervision, case review meetings with caseworkers, and case conferences are conducted to reflect on progress and accommodate the lessons learned and improve the case management system accordingly.

    Staff Supervision & Development:

    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate
    • Assist with the recruitment of Case Workers.
    • Ensure training, support, and ongoing capacity building opportunities for Case Workers
    • Provide evaluations on Case Workers' performance in accordance with GPON Policies and Guidelines.

    Qualifications and Experience:

    • BA or equivalent in Social Science, Social Work, Psychology, Public Health, Human Rights or related degree desired
    • At least 3 years experience in implementing child protection or Gender-Based Violence programs, preferable social work or case management, in humanitarian or development settings
    • At least 2 years direct experience providing services to children at risk and survivors  of abuse, exploitation, and violence, providing gender-sensitive and child-friendly counseling services, and/or developing/implementing referral pathways and case management systems
    • Previous experience supervising and managing a team in a cross-cultural setting especially Case Workers
    • Demonstrated experience in capacity building and mentoring of staff
    • Previous experience in emergency preparedness and response
    • Experience working with case files and databases and providing regular documentation preferred.

    Skills & Knowledge:

    • Demonstrated understanding of the skills necessary to work with children and particularly vulnerable children
    • Demonstrated ability to solve problems, think and plan strategically, and communicate with key actors in a dynamic and unpredictable operating environment
    • Excellent community mobilization skills
    • Strong skills in monitoring, evaluation, research, and conducting participatory, community-led assessments.
    • Knowledge of Sphere and established international child protection/GBV standards, methodology, and tools
    • Knowledge of community mobilization and facilitation techniques
    • Computer skills (MS Word, Excel, Outlook, PowerPoint)
    • Ability and willingness to work in a participatory manner with a diverse range of client communities
    • Personal qualities: Team player, clear communicator, flexible, network-builder, able to handle pressure well under minimal supervision, and a commitment to child rights and gender equality
    • Languages: Fluency in written and spoken English and knowledge and knowledge of the local language (Hausa, Kanuri)
