    ICLA Technical Assistant

    Role and Responsibilities

    • The purpose of the assistant position is to assist in the day-to-day implementation of ICLA projects.

    Generic Responsibilities (max 10):

    • Adhere to NRC policies, tools, handbooks, and guidelines
    • Assist with the implementation of civil and legal identity, housing, land, property (HLP) rights, and collaborative dispute resolution (CDR) activities.
    • Prepare and develop status reports as required by the supervisor
    • Ensure proper filing of documents
    • Promote and share ideas for improvement of the support function
    • Promote the rights of IDPs/returnees in line with the advocacy strategy
    • Involve and inform communities and community leaders about the activities to ensure accountability.
    • Break down the annual operational plans into weekly, monthly, and quarterly implementation plans
    • Assist officers to ensure that procurement and distribution of materials and are timely and according to procedures
    • Perform any other professional duties as requested by the officers, team leaders, coordinators, or the ICLA PM.

    Specific Responsibilities:

    • As part of the emergency response, the main focus for NRC will be targeted at the provision of protection through the ICLA legal aid program for conflict-affected populations including IDPs, returnees, and the local communities in Northeast Nigeria.
    • NRC implements the Information, Counselling, and Legal Assistance (ICLA) program to assist people affected by displacement.

    Therefore the ICLA Assistant will contribute and assist the ICLA Project Officer in the following activities:

    • Assist in the direct Implementation of legal and civil identity activities; HLP activities and CDR activities in particular the information and counseling sessions, legal assistance, and capacity building training
    • Assist In the documentation of project achievements and deliverables including compiling periodic reports
    • Contribute to the development of training materials and information dissemination materials adapted to the location and context
    • Engage in community mobilization and beneficiary engagement
    • Provide  updates and  contribute to an updated M& E system in the country
    • Integrate gender, protection, and advocacy priorities during ICLA project implementation

    Critical interfaces:
    By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

    • Strategy and project planning and implementation: ICLA PM, ICLA Project Coordinators, ICLA Team Leaders, ICLA Officers
    • Program support: Finance, Logistics, HR

    Context / Specific Skills, Knowledge, and Experience

    • University Degree in Law or Social Sciences from a recognized Nigerian University, a thorough knowledge of the application of Nigerian law in the displacement context
    • Work experience in the field of law (e.g. courts, attorneys, or legal aid agencies) and humanitarian protection. Preferably experience in working with displaced populations.
    • Previous experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile
    • Managing resources to optimize results
    • High-level competency in computer skills (Microsoft Office applications)
    • Fluency in English, both written and verbal
    • Fluency in Hausa and Local language is an added advantage

    Education Officer

    Duration and type of contract: 12 months, renewable based on performance and funding

    Introduction

    • The Norwegian Refugee Council has been working in northeastern Nigeria since 2015 with a presence in Borno, Adamawa and Plateau state. NRC implements Livelihoods and Food Security, Shelter, WASH, Information Counselling and Legal Assistance (ICLA) and Education activities benefitting internally displaced returnees and host communities.
    • The Education Program supports formal, nonformal and vocational education with funding from ECHO, the Norwegian Ministry of Foreign Affairs, AFD, GIZ, Education Cannot Wait and UNICEF.

    Roles and Responsibilities

    • The Education Officer is responsible for supervising implementation and monitoring of project activities in the field, managing Education Assistants and reporting progress to supervisors.

    Generic Responsibilities:

    • Ensure adherence to NRC policies, tools, handbooks, guidelines and donor requirements including strict adherence to the Code of Conduct and Child Safeguarding Policies
    • Prepare plans based on proposals, log frames and budgets
    • Implement activities in coherence with project documents
    • Prepare regular reports and other documents to capture project progress and achievements
    • Represent NRC and coordinate with government, partner, and education stakeholders
    • Provide capacity building for staff and contractors
    • Identify and share ideas for improvement of the Education program

    Specific Responsibilities:

    • Plan and implement program activities in compliance with project log frame, budget, work plan, proposal, NRC, donor and humanitarian practices and guidance provided by the Education Manager or Coordinator and Education Specialist
    • Develop and apply work plans, procurement plans and spending plans to ensure on-time implementation of project activities
    • Contribute to monthly, quarterly and annual internal and external reports
    • Formally or informally identify capacity development needs for Education staff and contractors, identify or provide training and follow up mentoring.
    • Oversee the work of Education Assistants, identify capacity building needs and provide technical and administrative support and mentoring as needed
    • Supervise the collection of data including baseline
    • Ensure that all necessary documents and means of verification for all activities are captured and stored electronically
    • Oversee recruitment and procurement processes in coordination with Education Assistants and NRC’s Human Resources and Procurement units and follow up as necessary
    • Represent NRC to government authorities and ensure that all project activities are done in coordination with the government
    • Engage and coordinate with government authorities, communities, community leaders, parent groups, school management and other organizations implementing education activities including the Education in Emergencies Working Group and implementing partners
    • Ensure effective coordination with NRC’s Shelter, WASH, Information Counseling and Legal Assistance (ICLA), Camp Coordination and Camp Manager (CCCM), Monitoring and Evaluation, Protection and Compliance units.
    • Supervise and submit needs assessment, data collection and submission and collection of documentation and verification of project activities
    • Any other task relevant to the position as requested by the line and/or technical manager.

    Professional Competencies

    • Bachelor’s Degree in Education, Development, Management or a related field with a master’s degree preferred.
    • At least two years of experience working with a national or international NGO or United Nations agency in the northeast of Nigeria.
    • At least one year of experience managing program staff and implementation in the field with experience in education preferred.
    • Documented results related to the position’s responsibilities
    • Understanding of data collection and analysis and documentation of results
    • Experience mobilizing communities and interacting with government education authorities
    • Analytic and computer skills including Word, Excel, Outlook and PowerPoint
    • Fluency in English, both written and oral required.

    Context-specific skills, knowledge and experience:  

    • Understanding of the education context and humanitarian and development response in northeastern Nigeria, with specific experience in Borno state preferred.
    • Fluent spoken Hausa language, with other local languages an advantage
    • Experience with nonformal and vocational education and support to formal education preferred
    • Documented experience working with local government authorities and IDP, returnee and host communities
    • Experience with budgeting, procurement and recruitment of staff and contractors
    • Understanding of humanitarian, development and protection standards and their application in the field.
