    Gate Keeper

    Job Identification: 4275
    Location: Maiduguri, Borno

    Duration and type of contract: End of December 2022 (possibility of extension)

    Background of the Positon

    • Gatekeepers play a crucial role in the security risk management function in NRC Country Office.
    • They are an integral part of the protection and deterrence strategy of risk management by acting as the eye’ and barrier to deter, delay, distinguish, and detect threats that might impact NRC staff, assets, facilities and image in order to trigger an appropriate reaction.
    • The Gatekeeper should possess the highest levels of integrity, alertness, self-discipline among other qualities.
    • The Gatekeeper will be based in Maiduguri, Borno State and will report directly to the HSS Officer in Maiduguri.

    Role and Responsibilities

    • Ensuring that the main gate to the NRC facility is locked at all times. Gate will only be opened when granting access to staff, visitors or vehicles in/out of the facility.
    • To enforce access control procedures SOP at all-time/round the clock 24/7 within the NRC facility.
    • Ensure no NRC asset or property is removed from the facility without proper documentation or approvals. Gate pass or assets removal forms will be checked where applicable.
    • To patrol and protect assigned NRC property, promote and enforce safety and security and act as a visible deterrent against irregular activity.
    • protect NRC property and assets from theft, damage, trespassing or accidents
    • To monitor and control entrance and departure of staff and visitors according to prescribed Access Control SOP.
    • Prepare written reports of daily activities, observations and incidents and submit them to HSS Officer
    • Monitor surveillance cameras (CCTV). Respond to alarms and react in a timely manner. Any malfunction to the CCTV is reported immediately to the HSS Officer.
    • Performing scheduled and random checks of designated areas throughout the facility to check for any security breaches
    • The Gatekeeper will support with turning on/off the generators using timing provided by logistics or the FC/AM.
    • Any faults on the generator will be reported to Logistic/FC or AM immediate.
    • The Gatekeeper will only fuel the generators when expressly authorized by the Area Manager or FC in the Field Offices.
    •  At the close of business, guards will patrol the office and turn off any lights that have been left on.
    • Gatekeepers will ensure that all handwashing stations at the gate are filled with clean water, soap and that station is kept tidy.
    • Safely keep any keys of other property that might be deposited in the guard’s room.
    • Direct or guide visitors, once cleared to the respective office to the visited.
    • To have a full working knowledge of the NRC facility, and position of various equipment such as fire extinguishers, alarms, exit gates, generator locations. This also includes knowing the location of various offices in order to direct visitors.
    • Fulfilling any other related tasks that may be assigned by the supervisor.

    WASH Officer

    Job Identification: 4284
    Location: Maiduguri, Borno

    Reports to:  WASH Project Coordinator
    Supervision of:  WASH Assistants (Hygiene Promotion)
    Duration and type of contract:  9 months (Renewable subject to performance and availability of funding)

    Role and Responsibilities

    • The purpose of the officer position is the day to day implementation and, support with the coordination of WaSH Hygiene activities in Northeast Nigeria.

    Generic Responsibilities (max 10):
    These responsibilities shall be the same for all positions with the same title.
    The responsibilities shall be short and essential.
    Details belong in the Work and Development plan.

    • Ensure adherence with NRC policies, tools, handbooks and guidelines
    • Implement delegated WASH project portfolio according to the plan of action
    • Prepare and develop status reports as required by management
    • Ensure proper filing of documents
    • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
    • Promote and share ideas for technical improvement

    Specific Responsibilities:
    These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention.
    This section shall be revised whenever a new employee is hired or the context changes significantly.

    • Coordinate the Hygiene promotion (HP) and community mobilization (CM) activities according to strategy, proposals, budgets and plans
    • Assists the WASH Project Coordinator in all aspects of HP and CM programs planning, implementation, monitoring and evaluation
    • Assists in the identification of communities/IDPs Hygiene promotion needs including beneficiary identification and selection process.
    • Monitoring Hygiene Kits distribution within the communities including liaising with monitoring and evaluation teams for post-distribution monitoring.
    • Develop tools and materials for Hygiene Promotion and Community Mobilization
    • Assess the HP and CM needs of the communities/IDPs and assist in the development of appropriate training materials and plans
    • Conducts a training session on HP and CM for the local Hygiene Promoters
    • Working closely with the technical officer and Project Coordinator to assist in the establishment, and training of water point committees as well as monitoring their performance
    • Assists in the compilation of weekly and monthly hygiene promotion reports, NFI distributions, program documents, project proposals, and budgets
    • Active participation in hygiene promotion and nutrition sector working group and can be delegated to attend the WASH sector meetings
    • Performs any other duties as requested by the WASH Project Coordinator

    Context / Specific Skills, Knowledge and Experience

    • Bachelor's Degree qualification
    • Knowledge of the context in North-East Nigeria
    • Minimum of 2 years experience from working with hygiene promotion and community mobilization projects in a humanitarian/recovery context.
    • Experience from working with social work and/or with the distribution of humanitarian assistance is an advantage.
    • Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
    • Experience Hygiene promotion in cholera outbreak context within the host communities/camps and a tailored knowledge on Covid-19 awareness-raising, prevention and mitigation.

    • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
    • Computer literacy in word processing and spreadsheets is required
