Duties and Responsibilities
General Responsibilities:
- Adhere to NRC policies, tools, handbooks and guidelines
- Assist with the implementation of the support function portfolio according to the plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
Specific Responsibilities:
- To assist WaSH Officer in the coordination of the WaSH technical activities according to strategy, proposals, budgets and plans
- To assist the WaSH Officer in all aspects of WaSH technical program planning, implementation, monitoring and evaluation
- To assist in the identification of community water and sanitation needs
- To develop technical specifications and bills of quantities (BOQ) for works
- To assess the water and sanitation training needs of the community and assists in the development of appropriate training materials and plans
- Conduct water quality testing and sanitary inspection at water points
- Provides technical assistance to the WaSH Team Leader and local counterparts on issues of water and sanitation information and communication strategies
- Assists in the establishment, and training of water point committees as well as monitoring their performance
- Assists in the compilation of weekly and monthly WaSH technical reports, program documents, project proposals, and budgets
- Involve and inform communities and community leaders about the activities
- Assist WaSH Officer in breaking down the annual operational plans into weekly, monthly and quarterly implementation plans
- To assist in ensuring that procurement, development and distribution of materials and equipment are timely and according to procedures
- Supervise and contribute to the success of WASH activities implementation and performs any other duties as requested by WaSH Officer
Qualifications
- Bachelor's degree, Higher National Diploma in Civil, Water Resources Engineering or Geology(BAC 5) or its equivalent Technical projects in a humanitarian/recovery context.
- Experience from working with social work and/or with the distribution of humanitarian assistance is an added advantage.
- Previous experience in community-based water, Sanitation programs
- Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols
- Familiarity with international minimum standards of Hygiene, Sanitation and shelter service delivery (i.e., SPHERE) is an advantage
- Must have previous experience in training
- Excellent communication skills - written and spoken - in English required the ability to speak local languages of Hausa, Mandara, Guduf and Gavwa is an added advantage.

- Previous 2-3 years’ work experience in community-based water, Sanitation programs; Work experience with an NGO is desirable
- Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements, and protocols
- Familiarity with international minimum standards of Hygiene, Sanitation, and shelter service delivery (i.e., SPHERE) is an advantage
- Must have previous experience in training and Training of Trainers.

- Implement shelter construction activities, conduct technical assessment and approval of quality of work and ensure better management of remaining material.
- Conduct community sensitization, awareness and mobilization to encourage beneficiary commitment to the shelter activities.
- With the support of the Shelter Officer and Shelter coordinator, provide the drafts of technical drawings, Bill of Quantity, site plan and technical specification notes for shelter projects.
- Alert the Shelter Officer for any potential need of modification on construction designs or for any unpredictable soil constraints identified.
- Assist the shelter officer to accurately control movement of trucks, quantities and qualities of materials supplied to site.
- Establish local committees for shelter project
- Maintain good working relationships with local authorities, local communities, local committees and partners as well as with all stakeholders in NRC area of intervention
- Ensure the participation of female workers in key positions in the construction / rehabilitation of shelters and community infrastructures and other shelter activities
- Represent NRC in field coordination meeting when required.
Qualifications
- University Degree in Civil Engineering or Architecture
- Experience on implementation of emergency shelter activities
