    Senior Protection Officer

    Overall purpose of the role:

    The Protection Assistant is responsible for implementing community-based protection and psychosocial support activities. The Protection Assistant is expected to develop positive relationships with individual beneficiaries, community mobilizers and focal points and other stakeholders so as to ensure to the efficiency of CLEWSI’s outreach strategy and overall intervention.

    Responsibilities:

    Programme

    • Contribute to the planning and implementation of programme activities related to community-based protection (CBP) and psychosocial support (PSS) activities. To this end, support the Protection Team Leader in producing and updating monthly workplans and implement programme activities accordingly.
    • Effectively use and comply with all the tools, forms and SOPs related to CBP and PSS as communicated by the Protection Manager. Comply with applicable professional standards related to protection and humanitarian interventions.
    • Contribute to the quality of CLEWSI’s community outreach approach by effectively identifying and coordinating with community mobilizers, community-based protection networks (CBPNs) and other community focal points. To this end, ensure that community mobilizers and focal points represent a diversity of backgrounds, nationalities, profiles and locations so as to support CLEWSI’s capacity to reach the individuals who are the most in need of protection and assistance. Contribute to all aspects of the relationship with community mobilizers and focal points including, identification and mobilization, onboarding and capacity-building, contractual and administrative management, coordination on field activities etc.
    • Ensure that individuals in need of protection services and/or assistance, identified through outreach and other activities, are timely and adequately referred to the relevant services. Conduct regular and systematized follow-up of all referred cases to ensure adequate service provision, reassess needs and potentially identify any new trends.
    • Conduct information dissemination, awareness and capacity-building activities with communities on protection risks, on rights and on available services among others, in safe and suitable locations.
    • Conduct any other programme activities related to the provision of protection services and assistance as instructed by the Protection Team Leader and the Protection Manager.
    • Mobilize and build strong rapport with communities through consistent engagement with community-based structures and adhering to dignified, culturally sensitive approaches.
    • Support community-based structures by facilitating meaningful group dialogue and mentoring participants to self-identify protection concerns that affect their communities

    Representation and coordination

    • Represent CLEWSI and the programme towards a wide range of stakeholders including individual beneficiaries, community mobilizers, community-based structures’ members and focals points. To this end, ensure professional standards and transparent communication in the external representation of the organization so as to build trust and ensure effective collaboration with all concerned stakeholders.
    • Ensure that all interactions with individual beneficiaries take place in an environment and in a way that respect and promote the individuals’ safety, agency and dignity in accordance with professional standards for protection and humanitarian work.

    Operations support

    • Support the coordination of programme support activities as they relate to logistics, administration or security as relevant, under the guidance and supervision of the Protection Team Leader and in coordination with the relevant departments. Comply with all relevant internal policies and directives.

    Experience and technical competencies:

    • Min 8 years of professional experience in the field of humanitarian interventions, social sciences, human rights or community development, preferably with an international humanitarian organization.
    • Experience in provision of psychosocial support and community-based protection activities
    • Knowledge of the humanitarian context in Nigeria and of the issues related to conflict and displacement.
    • A degree in psychology is highly desirable.
    • Education:

    University Degree in the field psychology, social sciences, humanitarian affairs, international law, development or any other related field.

    • Languages:

    Fluency in written and spoken English and Hausa

    M & E Assistant

    Duties and Responsibilities

    II. Functions / Key Results Expected

    Summary of Key Functions:
    1. Ensures planning and implementation focusing on overall M&E framework of the project.
    2. Ensures proper monitoring, reporting and effective management of the evaluation process
    3. Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy  
    4. Provides support in ensuring facilitation of knowledge building and knowledge sharing

    1. Ensures planning and implementation of the projects, focusing on overall M&E framework of the projects:

    • Assist in the development of the project Monitoring and Evaluation plan and its effective and efficient implementation.
    • Ensure that logframe performance and impact indicators are defined and are SMART (Specific, Measurable, Achievable, Realistic and Time bound).
    • Develop measurement methods and identify data sources for project performance and impact indicators, in conjunction with respective project component teams.
    • Provide quality assurance through the development and implementation of an M&E Operations and Reporting Manual for the project.
    • Ensure that the purpose of the M&E Operating Manual is being achieved and enabling decision-making on the project progression and development.
    • Assist with the development of a consolidated monthly reporting system and format for project staff, with designated sections for each project component. Assist in the conduct of project baseline and progress surveys (appropriate sample size and sampling survey methods and data collection procedures, data verification though, periodic site visits, where appropriate provide or facilitate necessary training).
    • Support the team members and project partners in the development of critical learning events, which will provide the opportunity to examine issues that arise during project implementation. These events aim to provide the team with critical information to enable them to make decisions in relation to their respective components and the project as a whole.
    • Prepare annual work plans and associated budgets for M&E related activities.

    2. Ensure proper monitoring and reporting focusing on achievement of the following results:

    • Draft regular M&E project reports and assist in the preparation of project evaluation and/or review reports.
    • Provide support to improve monitoring and reporting mechanism through revised monitoring and reporting framework, through collaboration with the programme team
    • Compile and consolidate project component reports monthly/quarterly/bi-annually.
    • Drafting of quarterly, annual and other reports required by  donor.
    • Ensure that project data are entered and updated on a timely basis.
    • Update data in press releases and pages for project webpages, as needed.
    • Keep archive of human interest stories (most significant change).
    • Prepare regular progress reports on activities undertaken, results achieved against targets and plan for follow up actions.
    • Ensure that lessons learned are fed back into project implementation.
    • Provide capacity development support to project staff, including government partners.
    • Assist the project reviews and evaluations.

    3. Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

    • Provide support in the analysis of information on donors, preparation of donor’s profile and development of database on contacts details with donors/counterparts.
    • Provide support on the data tracking and reporting on mobilized resources.

    4. Provides support in ensuring facilitation of knowledge building and knowledge sharing ,focusing   on achievement of the following results:

    • Provide support to improve quarterly report and  newsletter, capturing stories from the field and/or other stakeholder;
    • Facilitate capacity building & contribute for development of the knowledge management system
    • Sound contributions to knowledge networks and communities of practice.

    Basic Requirements

    • Degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.

    M & E Offcer

    Reporting to the Programme Director, the M&E Officer will lead the design, implementation, and operation of M&E systems from project initiation to closeout. She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results, providing regular project reports to the Management. She/he will provide technical leadership and supervise staff experts and oversee data management on gender-related analysis, and ongoing training to M&E field officers and/or subgrantees. She/he will conduct regular project data analysis and identify methods to use results for program improvement. S/he will lead activity efforts to strengthen monitoring and evaluation and performance reporting within the geographic area of Activity.

    Key Responsibilities

    The Monitoring and Evaluation (M&E) Officer’s primary responsibilities include:

    • Assist the Project Director with development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
    • Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
    • Responsible for supporting the preparation and review of program reports in collaboration with program staff.
    • Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
    • Provide training and mentoring to partners and staff to ensure the implementation of strong M&E systems.
    • Design and manage gender-disaggregated beneficiary monitoring and database systems.

    Basic Requirements

    • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
    • Minimum of six years of professional experience in a senior M&E position responsible for implementing M&E activities on international development projects.
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
    • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.

    • Applicant must be national/local - must devote a minimum of 90 percent of the time to project activities to achieve expected outcomes.
