    Child Safeguarding

    Role Purpose

    • As part of the Finance team, the Finance Assistant will be responsible for supporting effective Financial management and administration processes for the Nigeria CO programme.
    • He/she will support Nigeria Finance team in areas of; electronic archiving of financial documents, Accounts reconciliations, and other Finance Administrative duties as per SCI guidelines.
    • He/she will effectively interact with a diverse group of stakeholders, manage expectations and duties according to the agreed timelines.
    • He/she will be required to back stop for field offices whenever the need arises
    • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job descriptions and be able to vary working hours accordingly.

    Key Areas of Accountability
    Financial Support Roles:

    • Raise cheques approved by relevant budget holders/finance and taking them to approved signatories for signing.
    • Perform bank related activities; picking up monthly bank statements
    • Support in the payments of participants and other beneficiaries.
    • Maintain update of GLACOS on daily basis
    • Assist in the remittance of statutory payments (Pension, NHF, NSITF, WHT, PAYE) on/before the due date
    • Requesting and Collection of Finance unit office stationary and consumables from the Admin office for day to day business activities.
    • Support in the verification of all assets
    • Reconciling and matching of transactions on the system on weekly basis.

    Archiving of Document Role:

    • Ensure all payment and journal vouchers are electronically archived on monthly basis
    • Review monthly TL to ensure all vouchers for transaction posted to system are completely filed
    • Properly label all files and arrange vouchers in their appropriate folders on the shelf for easy retrieval.
    • Support during audits to retrieve selected samples a week before the commencement of any audit exercise
    • Return all vouchers to their appropriate box files after the conclusion of any audit exercise
    • Assist during audit to retrieve all relevant documents for audit exercise
    • Produce soft/scanned copies of documents for retention purposes.
    • Keep a standard record of document retrieval and return log
    • Verify all transactions and ensure that the relevant supporting documents have been filed
    • Maintain a filing system for all transactions
    • Support in maintaining soft copy archiving system
    • Any other duties as assigned by the supervisor or line manager.

    Child Safeguarding

    • Level 3: The role holder will have contact with children and young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work in-country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

    Role Purpose

    • The Field Manager will be responsible for the day-to-day management of the Save the Children’s Programme in Yobe State.
    • This includes responsibility for ensuring integrated, high-quality program delivery and a safe and effective presence of Save the Children in Yobe, oversight, and ultimate responsibility for the timely delivery of projects, currently across all sectors: Child Protection, Nutrition, FSL, WASH, and Education; as well as maintain effective relationships with all other key players in the area (NGO, UN, and governmental) to ensure effective coordination of activities and ability to implement. S/he is also responsible for the efficient and effective operation of support services – Logistics, Security, Finance, and Human Resources/Administration.
    • In coordination with the Country Director, Director for Program Operations, Humanitarian Director, and other senior staff, s/he has overall responsibility for staff safety and security of staff and operations in the field site.
    • S/he is responsible for team leadership, human resources management, oversight of all programs, and management of SC facilities and assets in the locality.
    • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and vary working hours accordingly.

    Key Areas of Accountability
    Oversees Save the Children’s Programs and Operations in Yobe:

    • Manages the financial, administrative, logistics, IT, and other operational aspects in the field site.
    • Supervises  Program Managers based in the field office, providing managerial guidance and support, and ensuring effective communication and coordination among programmes, including ensuring integration where appropriate.
    • Ensures effective performance and coherence of the staff team through holding regular meetings and implementing regular training, support, and performance evaluation of staff.
    • With support from Human Resources in Abuja, it ensures sufficient staffing to perform all programmatic and operational responsibilities.
    • Participates in developing the program strategy for Save the Children in Nigeria and setting policies relevant to field operations.
    • Ensures compliance with donor requirements.  Supports the development of proposals and reports for donors and others.  Facilitates donor and other visits as requested.

    • Responsible for the overall management and supervision of the programme, finance, logistics, HR, and administration functions in the Yobe Office.
    • Maintain awareness on legal, cultural/traditional issues and ensure these are considered in the program's implementation if required and relevant.
    • Monitor the operating context, identify changes to the context, identify constraints and challenges, and take relevant actions in consultation with the Humanitarian Director and Programmes Staff.

    Management of Programme Implementation:

    • Facilitate and coordinate the implementation of planned activities, providing support to ensure high quality of implementation.
    • Bear ultimate responsibility for ensuring planned activities are implemented according to the operational plans and budget.
    • Ensure an integrated approach to programme implementation to maximize resource utilization and synergy.
    • Ensure that all activities comply with Save the Children’s and donor requirements, regulations and policies, and the approved plan/proposal.
    • Facilitate and coordinate with Director of Programme Operations, Humanitarian Director, Director of Program Development and Quality to ensure technical support and capacity development of programme staff in Yobe.
    • Work closely with Programme Advisors to ensure teams receive the necessary support to deliver quality programmes.

    Monitoring, Reporting, and Learning:

    • Work closely with Monitoring, Evaluation, Accountability, and Learning advisors to build field staff capacity.
    • Ensure monitoring systems and procedures and documentation, and information management systems are appropriately utilized, and projects are regularly monitored in Yobe.
    • Responsible for the enforcement of reporting requirements and procedures for grants and timely submission of reports to Humanitarian Director,  thematic Program Advisors, Director of Program Operations, Director of Program Design and Quality, Director of Finance for all projects implemented in Yobe State.
    • Facilitate and coordinate the preparation and provision of information and data to the Learning and Development Unit for quarterly and annual reports of the country programme.
    • Collate and produce monthly reports and weekly SITREPS.
    • Ensure that all reports (i.e., logistics, HR and finance, donor as well as program) are of good quality and produced timely and sent to the appropriate authority at Abuja

    Administration and Management of Support Functions:

    • Ensure proper control and usage of Save the Children assets and funds in Yobe - providing direct oversight on finance, logistics, HR, and admin functions
    • Ensure the programmes in Yobe provide value for money
    • Work closely with the logistics department to coordinate and follow up on the procurement and delivery of goods and services for the programme and the programme offices.
    • Provide the critical communication link to the head office and other field offices to share learning, secure appropriate support, and update them on the progress of the work underway. 

    Budget Follow up and Ensuring Financial Compliance:

    • Accountable for management and monitoring of assigned budget in his/her capacity as a budget holder.
    • Ensure the effective compliance of Save the Children and donor finance and grant procedures and requirements.
    • Coordinates and facilitates the work of the finance team in the Yobe office.
    • Ensure the financial reporting and forecasting to the country office is accurately and efficiently carried out within the suitable timeframe.
    • Work with the finance department and Finance Director to ensure accurate budget control for financial management in the field in line with project/grant proposals.
    • Facilitate and coordinate the preparation of cash flows and budget phasing in projects to be implemented in Yobe.
    • Facilitate and coordinate budget revisions for projects/grants as required.

    Human Resource Development and Management:

    • Build a high-performing team in Yobe that delivers results for children.
    • Ensure staffing levels, management structures, and personnel processes are appropriate and adequate to enable the smooth implementation of the programme, including appropriate recruitment and induction processes.
    • In collaboration with the HR/Admin officer, guide and support staff in their development, planning succession, and taking prompt action to address underperformance issues and other issues impacting professional conduct or implementing duties and responsibilities. 
    • Ensure staff in Yobe receives regular support, supervision, and performance appraisals in line with HR procedures and protocols.
    • Ensure the Save the Children Child Safeguarding Policy is understood by all staff in Yobe that it is integrated into all aspects of the teams’ work.

    Representation of Save the Children in the Field Region:

    • Represent Save the Children in Yobe concerning programme implementation and maintaining a solid link with community leaders, government, NGOs, and UN organizations in the area.
    • Establish and maintain contact with all key actors relevant to the programme implementation – military, government, UN, NGOs and partners – and establish mechanisms for contacting local community organizations in line with key thematic areas of work and assessing capacity/resources to respond.
    • Advocate on the issues and rights of children in Yobe districts to improve policy and practices.

    Safety and Security Management:

    • Serve as the overall security focal point for the area of operation. 
    • With support from the safety and security officers, provide regular updates and analysis of the security situation of the Area of operation to the Deputy Director of Programme Operations, Head of Safety and Security, National Safety and Security Manager, and the Country Director as appropriate.
    • Assist the safety and security officers in developing security procedures and protocols for the field and sub-offices under the Area of Operation and ensure an understating and adherence.
    • Have an overview of the political and security context in field locations and how their changes may affect the programme’s work. Ensure that this is communicated regularly to the Senior Management Team.
    • In coordination with the Safety and Security Officers, develop and implement adequate safety and security procedures, ensuring that these are updated and revised regularly, and that new programmes are built around security considerations.
    • Take a lead role in monitoring the security situation in Yobe and update and implement Save the Children's safety and security policies and procedures.
    • Ensure security plans and guidelines and in place, are regularly reviewed, and are upheld.

    Essential:

    • Degree in a related field; Master's Degree preferable
    • Five years related experience

    • Established excellence in written communication, including the preparation of complex documents to meet strict deadlines

    Supply Chain Coordinator, Roving Rapid Response Team

    Child Safeguarding

    Role Purpose

    • Save the Children Nigeria will establish and train a Roving Rapid Response Team. The Team will be based in Abuja, with the ability to mobilize and respond within 72 hours to any newly arising needs in any SC’s implementing and accessible areas. The Roving Rapid Response Team will be trained in conducting rapid needs assessment and time managing the start-up of the responses while supporting new proposals development and further on appropriate handover to the FO’s teams. In the first phase, the Team will be led and composed mainly by HSTs, and it is expected to become nationalized entirely within a period of 6 months. 
    • The Supply Chain Coordinator in the Rapid Response Team will essentially be accountable for developing and delivering a supply chain strategy for deployed project locations aiming to support programmes implementation through effective and optimized Supply Chain models, which can deliver on needs in varying contexts.
    • While increasing effectiveness and optimization in the SCI supply chain, she/he will ensure Save the Children Nigeria field office will be able to manage costs efficiently while delivering high-quality goods and services to our programmes, and procurement processes are compliant with the requirements of SCI’s significant donors across the country.
    • The Supply Chain Coordinator will be responsible for managing a Supply Chain team based in any deployed location, supporting the implementation of all SCI procurement policies and controls within their scope of influence, providing technical support and guidance to field offices on their Supply Chain efficiency.
    • The role will also ensure that the coordinator put in place an efficient inventory management system able to track all IN and OUT movement with accurate data and a clear strategy on Assets and Fleet management.

    Key Areas of Accountability
    Procurement:

    • Responsible for the overall field deployment procurement processes for the duration of the assignment.
    • Ensure SCI procurement policies and templates are known by staff and implement in all procurement processes.
    • Support ProSave usage and provide timely and quality support to the assigned field offices while.
    • Responsible for escalating any procurement and ProSave challenges with Supply Chain Country Office senior management and follow through to ensure all issues are resolved
    • Provide technical support and guidance to field offices on the development of local and national supply chain strategies, including local and national contracts and supplier assessments related to quality assurance, reliability, agility, and ability to increase capacity in emergency contexts.
    • Accountable for costs efficiency and value for Money in all SCI procurement processes.
    • Support in putting in place various Framework Agreements aiming to improve procurement efficiency
    • Ensure Procurement Trackers across the Country are regularly updated and shared.
    • Oversight relationships with suppliers and ensure they adhere to SCI policies, mainly Child safeguarding and Anti frauds and bribery.
    • Review all procurement contracts before they are submitted for signatories.
    • A focal point for all international orders placed through Regional Procurement Unit
    • Create a continuous learning environment where staff are encouraged and supported to grow and develop and are willing to be held accountable for their commitments.
    • Provide Guidance to programme and field managers on goods & services price and lead time during the new proposals writing stage.
    • Develop and maintain good relations with Field managers and field logisticians.
    • Oversight of the procurement manager and Team and ensure objectives are met.

     Assets, Warehousing & Fleet Management:
    Warehousing:

    • Ensure deployed field offices use Total Inventory Management (TIM) in day-to-day warehouse management.
    • Ensure all stocks movements are captured within TIM online
    • Ensure all best practices for SCI warehouse management are in place and adhere by all staff.
    • Ensure warehouse policies and templates are known and used by all staff.
    • Conduct spot checks and ensure bad practices are corrected and, if necessary, share information with Roving Operations Manager for immediate adequate actions.
    • Alert programme on stocks about to expiry for proper actions.

    Assets:

    • Ensure the office has a master assets list that is regularly updated.
    • Ensure all new purchase assets before being used are registered in the assets list and tag before being used.
    • Ensure all assets being used in field office are tracked with users’ form
    • Ensure any assets damaged or lost are communicated to Roving Ops Manager.

    Fleet:

    • Ensure drivers and users of the fleet are compliant with SCI policies and regulations.
    • Ensure fleet resources are efficiently used to their optimum for delivery of SCI programmes.
    • Ensure fleet maintenance is cost-efficient for the field and country office
    • Ensure monthly fleet data are produced and accurate.

     Management & Reporting Tasks:

    • Ensure the field office team has clear, ambitious, and realistic supply chain objectives set up.
    • Ensure weekly/monthly reports are completed, and data are accurate.
    • Conduct analyses of reports
    • Ensure KPIs, procurement trackers, and fleet reports are shared monthly with the country office supply chain Team.
    • Support the development and implementation of Supply Chain Strategy field offices with appropriate and scalable supply chain systems and tools to support emergency responses and ongoing programmes.
    • Be willing to undertake regular travel and work with minimum supervision under challenging conditions in varying locations (including remote locations) to support local field offices supply chain team development.
    • Monitor the performance and management of the Save the Children supply chain at the field office and provide technical support as needed to ensure optimization and accountability within supply chain activities.
