    Finance and Administrative Officer

    Background

    • The registered offices of GIZ are in Bonn and Eschborn. Our approximately 23,500 employees, almost 70 percent of whom are national personnel, work in a round 120 countries (July 2020) GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

    The Project

    • Skills Development for Youth Employment (SKYE) Programme The GIZ Programme “Skills for Youth Employment in Nigeria (SKYE)” supports the diversification of the economy in Nigeria through the promotion of demand oriented technical and vocational training and education (TVET). Hereby, the project is focusing mainly on the automotive, ICT and other sectors.
    • The strategy of the project is to improve the synergy between measures on the demand side for employment (i.e. skilled persons that followed vocational qualification measures, formal and informal TVET and Agricultural-VET (ATVET) measures) with those of the mployment supply side (i.e. promotion of a pro-employment environment in the private sector through e.g. job centers, job fairs, short-term training and internship programmes, etc.).
    • The purpose is to develop the match-making between the supply and demand of skilled labor force and hence to contribute to the decrease of youth unemployment in the country.

    Responsibilities & Tasks
    Responsibilities:

    • The Finance and Administrative Officer is responsible for
    • Ensuring that all accounting and administrative processes relating to the project run smoothly and in accordance with GIZ regulations and the Nigerian laws.
    • Regularly reconciling the project´s cash and bank books.
    • Pro-actively communicating any possible risks and challenges in regard to all administrative and financial matters related to the project, and to advise on risk mitigating measures.
    • Advising and guiding technical colleagues and partners in Lagos in all matters of accounting and administrative processes according to GIZ standards.
    • Advising and guiding technical colleagues and partners in Lagos and Enugu, responsible for implementing project activities in the two aforementioned states, in regard to the administrative and financial implications of their work.
    • Advising and guiding technical colleagues and partners in Lagos and Enugu in regard to the implementation of Grant Agreements, local subsidies and other financing agreements.
    • To guide and train to a reasonable amount admin and finance staff of partner organizations in charge ensuring the administrative and financial processes in a smooth and timely manner.

    Tasks
    The tasks of a Finance/Admin Officer are:

    • The independent and proactive recording of the income and expenses on a daily basis into winpaccs;
    • The monthly reconciliation of cash and bank book.
    • To process bank payment via online banking platforms.
    • To prepares payment vouchers and raise cheques.
    • To review bank and cash invoices to insure arithmetic correctness.
    • To handles advance payments.
    • Treasure forecast
    • Deduction and remittance of WHT
    • To handle receivables and liabilities and error sheets.
    • To ensure the smooth implementation and settlement of all sorts of financing agreements between the GIZ-SKYE project and local partner organizations.
    • To ensure the flow of communication regarding admin and finance topics within in the project component in Lagos and Enugu, as well as with the project’s admin and finance unit in Abuja.
    • To ensure the flow of communication regarding admin and finance topics between the project and all external project stakeholders.
    • To perform other duties and tasks at the request of the component manager and the project´s head of admin and finance team in Abuja.

    Required qualifications, Competences and Experience
    Qualifications:

    • B.Sc in Finance, Accounting, Economics, Business Administration, or similar area of study. Relevant professional qualification is an added advantage.

    Professional experience:

    • A Minimum of 3 years professional experience in a comparable position, for example within an international organization and/or national/international non-governmental organization within the area of sustainable economic development.
    • Prior knowledge of GIZ internal processes in the field of Admin/Finance is an advantage.

    Desired additional qualifications, competencies, and experiences:

    • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS, SAP)
    • Knowledge of administrative procedures and systems, managing files and records, and other office procedures
    • Good Knowledge of Issuance of receipts and keeping reports
    • English language proficiency (written and oral), German is an advantage
    • Detail oriented and ability to work under minimal supervision and to show initiative and resourcefulness
    • Willingness to undergo further training in accordance with the tasks
    • Ability to work well and cooperatively within a diverse (culturally, ethnically) work community
    • A good team player who is willing to take on responsibility.

    Salary

    Technical Advisor on Transnational Organized Crime

    Programme

    • Jointly funded by the European Union and the German Government, GIZ is implementing the “Organised Crime: West African Response to Trafficking” (OCWAR-T) programme to support the Commission of the Economic Community of West African States (ECOWAS) and ECOWAS Member States and Mauritania in reducing Transnational Organised Crime (TOC) in the region.
    • For this purpose, the project is strengthening structures, capacities and is improving knowledge. Specifically, the project supports efforts in enhancing criminal investigation and prosecution, improving small arms control and reducing human trafficking.
    • GIZ jointly implements OCWAR-T with the United Nations Development Program (UNDP), United Nations Office on Drugs and Crime (UNODC), Mines Advisory Group (MAG) and the International Center for Migration Policy Development (ICMPD).

    Responsibilities & Tasks
    Responsibilities:

    • Under the supervision of the OCWAR-T Head of Component 1 and 4, the Advisor on Transnational Organised Crime (TOC) is responsible for supporting the Head of ECOWAS Regional Security Division (RSD) to foster appropriate structures and capacities for enhanced intra-regional coordination and cooperation against transnational organised crime.
    • Specifically, the Advisor will:
    • Support the advancement of activities being developed and implemented by ECOWAS RSD with support from the OCWAR-T partners (GIZ and UNODC)
    • Support the good flow of communication and information between the ECOWAS Regional Security Division and the OCWAR-T partners in component 1.
    • Support the implementation of activities as required by the Head of ECOWAS RSD
    • Support other processes in the ECOWAS RSD as they pertain to the OCWAR-T project

    Tasks Overview
    The specific tasks for the Advisor will be as follows:

    • Support the ECOWAS RSD and implementing partners (GIZ and UNODC) in the coordination, planning, preparation, implementation and documentation of regional meetings, workshops, consultations, and other activities implemented under the OCWAR-T project.
    • Support the collaboration and communication between the ECOWAS RSD and the OCWAR-T project implementation partners in component 1 focusing on strengthening criminal investigation capacities, GIZ and UNODC as well as other relevant stakeholders at the regional and national level.
    • Support ECOWAS in promoting institutionalized regional cooperation against transnational organized crime such as legal framework, strategic action plan, political declaration, policies, etc.
    • Carry out other activities required, such as developing concept notes, flow charts and terms of reference, providing input to Technical Expert Groups and assist the Head of ECOWAS RSD in the follow-up of legal and other texts with the Directorate of Legal affairs and other departments and directorates.
    • Assist the Head of ECOWAS Regional Security Division in the implementation of activities arising from the advancement of an ECOWAS Legal Framework on Transnational Organised Crime.
    • Provide technical advice on strengthening and/or reform of the prosecutorial and judicial processes and relevant legislation in the context of a regional response to TOC .

    Other Duties / Additional Tasks

    • Perform other work-related duties as required.

    Required Qualifications, Competencies and Experience
    Qualifications:

    • Master’s Degree in International Relations, Law, Social Sciences, Political Sciences, Criminology, Security Studies or other relevant fields of study.

    Professional Competencies and Experience:

    • Minimum of 3 years relevant work experience in international cooperation is required.
    • At least 2 years of work experience in regional organisations, particularly the ECOWAS Commission, Department of Political Affairs, Peace and Security is required.
    • Working experience in the humanitarian and/or development cooperation context is an advantage. Knowledge of project management instruments and procedures is desirable.
    • Experience in supporting the preparation, implementation and documentation of project activities
    • Proven experience in working with multi-disciplinary teams is required.

    Other Knowledge and Additional Competencies:

    • Native level language skills (spoken and written) in French are required. Good knowledge of English is required. Knowledge of other regional languages is desirable.
    • Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
    • Excellent planning and organisational skills.
    • Good communication and interpersonal skills. Excellent networking skills with actors from various institutions and political levels; diplomatic skills in dealing with clients and partners.
    • Ability to appreciate cultural and ethnic diversity.
    • Willingness to travel
    • Willingness to upskill as required to perform tasks – corresponding measures are agreed with management.

    Salary
    According to GIZ salary scale for Band 4.
