    Role Purpose and Description

    • Partnership for Learning for All in Nigeria (PLANE) Windows 3 is an FCDO funded program with a key outcome to promote learning and inclusion of girls in Kaduna, Kano and Jigawa states and policy at federal/national level as appropriate. The Education Manager will lead in all Education activities for the project and consortium partners.
    • This includes, leading in the development and implementation of the project Detail Implementation Plan (DIP), Procurement Plan, Activity Based Budget (ABB) for Education Component that will generate evidence, maintain accountability standards and ensure effective monitoring, evaluation and learning of the education project. FCDO funded PLANE Window 3 is an innovative model for education interventions focusing on out of school children especially girls.
    • The PLANE Window 3 Theory of Change focuses on provision of basic foundational skills and improved learning environment for out of school children in the North-western Nigeria. The funding for PLANE Window 3 - Community Support to Learning is ensured that out of school children (OOSC) in priority areas have flexible, responsive routes into learning opportunities, that support their transition into formal schools and further levels of education and that support their holistic wellbeing and development.
    • Education coordinator provides both operational and technical assistance on all aspects relating to education interventions for PLANE Window 3 project. The job holder will provide coordination and management of education component including; planning, implementation, capacity enhancement, monitoring/ evaluation and reporting both internally (within SCI) and externally (for/with partners).
    • The job holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.
    • Under the guidance of the Education Manager Kano and Field Manager Jigawa/Kaduna the Education Coordinator will ensure that PLANE Window 3 is implemented in a coordinated, harmonized and aligned manner, in line with donor requirements and commitments.
    • The Education Coordinator will be responsible for supporting the Education Manager in submission of timely and regular progress narrative and financial reports.

    Key Areas of Accountabilities
    Projects Coordination &  Management:

    • Oversee the coordination and implementation of the PLANE Window 3 project in Jigwa/Kaduna in line with the design of the project and donor requirements.
    • Establish, maintain and strengthen linkages in the design, planning, implementation, monitoring and evaluation, reporting and capacity enhancement of education and community mobilization staff in all PLANE Window 3 Project.
    • Create and sustain positive working relationships with the partners and other stakeholders.
    • Plan and coordinate State and LGAs level engagement with partners and key stakeholders.
    • Monitor and ensure timely and quality reports are submitted as per the reporting requirements.
    • Working closely with Education Manager Kano to ensure quality program design, delivery, documentation and reporting of education activities in the respective State.

    Operational Planning and Implementation:

    • In close coordination with Education Manager Kano and Field Manager of respective State, provide support to ensure design, planning, monitor project detail implementation plan, procurement plan, phased budget, MEAL Plan with documentation and reporting for all Education interventions in the State.
    • Overseeing and provide technical solutions to speed up the implementation and budget performance in line with the project plan and budget.
    • Effectively support the education projects staff and partners in developing annual plans, in line with EIE best practices, INEE Minimum standards for education project design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being achieved in line with the funding proposal.
    • Provide guidance to the Education Staff and partners through the planning processes to develop plans that are cost effective and in line with proposal.
    • Maintain high standard of transparency and accountability in the course of programme design and expedite implementation while ensuring integrity and timeliness of project duration and meeting programme objectives, compliance with donors & Save the Children policies.
    • Provision of regular operations and implementation updates to Education Manager and Field Manager on project progress and challenges to allow for timely interventions and corrective actions by management.
    • Ensure the timely reviews and adjustments for the project operational and implementation plan and budget as may be required from time to time.

    Finance and Budget Management:

    • Overseeing the budget performance to ensure that project implementation is on course as per the detailed implementation plan, procurement plan and phased budget.
    • Conduct project monitoring, suggest necessary revisions and prepare draft reports for corrective actions.
    • Ensure that the budget variance analysis are monitored and reported as per in time and with accurate information.
    • Working closely with Education Manager and Field Manager to ensure that partners are well guided, supported and their capacity built in community mobilization, advocacy and reporting.

    Partner Development and Management:

    • Participate in partner’s capacity assessment and identify capacity building needs for the PLANE Window 3 consortium partners.
    • Undertaking partners’ capacity building programmes in order to address identified capacity gaps and areas of support that the partners will require for effective implementation of the projects.
    • Develop and Monitor the partner’s detailed implementation/work plans and phased budgets.
    • Provide capacity building and support in project implementation by partners.
    • Monitor and follow up the implementation of the agreed work plan and budget to ensure that the program objectives are being realized in accordance to the program and partnership agreement and take the necessary actions for any identified deviations.
    • Undertake field visits to the partners on both programmatic and operational support.
    • Ensure timely, accurate and high quality financial and programmatic reporting by the partners and take corrective actions for any non-compliance by the partners.

    Program/Project Narrative and Financial Reporting:

    • Work in close collaboration with the Education Manager Kano and Field Manager in the review and guide project teams in preparation of timely and high quality progress and end of project narrative and financial reports which are in accordance to the donor reporting schedule and formats.
    • Review all programme financial reports ensuring that donor guidelines have been followed and high standard met. The project deadlines met in reporting and keep a track record of reporting (Narrative and Financial).
    • Organize and facilitate quarterly follow ups and progress review meetings to address key performance issues from the reports.
    • Overall Budget Vs Actual expenditure analysis and variance explanations.

    Internal and external engagements:

    • Ensuring that the PLANE Window 3 is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGEA and State).

    MEAL:

    • Effectively support teams in MEAL aspects, which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
    • Ensure that the projects quality bench marks are followed up.
    • Collecting and managing complaints and feedback in close coordination with MEAL team and Education Team.
    • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and  coordinating  learning  and  reflection meetings/sessions
    • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
    • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and Save the Children policies and procedures.

    Human Resources Management and Development:

    • Working together with the Education Manager Kano, Field Manager and Project Teams to identify learning and development needs of the project teams and develop specific plans to address the learning needs.
    • Coaching and mentoring the Education & Community Mobilization Teams on the provision of technical support and implementation of quality programmes.
    • Capacity building of Education  and Community Mobilization Teams through trainings, coaching, performance management, implementation as well as in learning and reflection events
    • Participate in monthly/weekly project management meetings to enable adequate staff support

    Technical Oversight:

    • In liaison with Education Manager Kano and Field Manager to provide guidance and support to projects team, partners and stakeholders.

    Internal and external engagements:

    • Ensuring that the programme experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGEA and State).

    Qualifications

    • Minimum of a Master's Degree in Education.
    • Experience in managing integrated programmes across different thematic areas such as education, child protection, child rights, governance or Teaching at The Right Level (TaRL) is a must.

    Experience and Skills:
    Essential:

    • At least 5 years of accrued working experience in program implementation with a minimum of 2 years in a management level position in an international NGO and those applying partnership approaches is desirable.
    • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
    • Experience of working on TaRL and with Out of School Children (OOSC) with local partners and Local Government and State Authorities in the Northwest Nigeria is an added advantage.
    • Strong analytical skills and strategic planning abilities.
    • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
    • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.

    • Maintain high standard of transparency and accountability in the course of programme implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & Save the Children policies.
    • Provision of regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.

    Program and Financial Reporting:

    • Contribute in the preparation of timely and high quality progress and end of projects narrative and financial reports which are in accordance to the donor reporting schedule and formats.
    • participate quarterly follow ups and progress review meetings to address key performance issues from the reports.

    Internal and External Engagements:

    • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGEA and State).

    MEAL:

    • Effectively manage projects design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
    • Ensure that the projects quality bench marks are followed.
    • Collecting and managing complaints and feedback in close coordination with MEAL team and Projects Officers.
    • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions
    • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
    • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and international Save the Children policies and procedures.

    Human Resources Management and Development:

    • Working together with the Project Coordinator Education and Project Team to identify learning and development needs of the Community Mobilization Assistant and other staff and develop specific plans to address the learning needs.
    • Support implementation of the Save the Children performance management system, by supporting, supervising and reviewing performance of the Community Mobilization Assistant.
    • Coaching and mentoring the Community Mobilization Assistant on the provision of technical support and implementation of quality programmes.
    • Capacity building of Community Mobilization Assistant through trainings, coaching, performance management, implementation as well as in learning and reflection events
    • Setting and managing staffing targets, performance and priorities for Community Mobilization Assistant
    • Participate in monthly/weekly project management meetings to enable adequate staff support

    Technical Oversight:

    • In liaison with Project Coordinator Education and Humanitarian leadership team provide guidance and support to projects team, partners and stakeholders.

    Qualifications

    • Minimum of a Master's Degree in Education.
    • Experience in managing integrated programmes across different thematic areas such as education, child protection, child rights, governance or Teaching at The Right Level (TaRL) is a must.

    Experience and Skills:
    Essential:

    • At least 5 years of accrued working experience in program implementation with a minimum of 2 years in a management level position in an international NGO and those applying partnership approaches is desirable.
    • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
    • Experience of working on TaRL and with Out of School Children (OOSC) with local partners and Local Government and State Authorities in the Northwest Nigeria is an added advantage.

    Internal Audit and Control Officer (BHA Programme)

    Child Safeguarding

    • Level 3:  The post holder will have contact with children and access to personal data of children /or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because s/he will work in the Borno Area Office programs; or is visiting country programs; or because s/he is responsible for implementing the police checking/vetting process/staff.

    Role Purpose

    • The Internal Audit and Control Officer will support the SCIN Internal Audit and Control Specialist to ensure compliance with all Save the Children policies & procedures, donor rules & regulations and local laws. This will be done by supporting in the evaluation of the effectiveness of the governance, risk management and control processes in place in SCI Nigeria.
    • S/he will support to review, document and assess the effectiveness of financial and operational controls over the SCI Nigeria program administrative and project activities in the field offices in the north-east.
    • The Internal Audit & Control Officer will be extensively involved in investigating frauds, corrupt practices or misconduct allegations, undertake regular checks- process and management practice reviews, analyse- records, reports, financial statements and program implementation to ascertain the adequacy and effectiveness of the internal controls in place to mitigate the risk of non-compliance with SCI policies and procedures, donor requirements and local laws.
    • S/he shall perform a variety of administrative duties to be developed and assigned by the Internal Audit and Control Specialist.
    • This position has 100% LOE on the Bureau of Humanitarian Assistance (BHA) Programme (a USAID funded project) in Borno State with a physical presence in the Borno Area Office, North East.

    Role Dimensions:

    • The role holder will need to work closely with the IC&C team, BHA and many different staff across the organisation and will need to build a network of key contacts relevant to his/her role and engage with a wide range of stakeholders.

    Key Areas of Accountability

    • On a sample basis, support in carrying out regular reviews of financial, Supply Chain, HR, Administrative and program operation transactions and implementation, ensuring documentation supporting the transactions are in compliance with Save the Children policies and procedures, grant agreements and donor regulations both at Borno Area office and the country office.
    • Assist in investigating all approved frauds/corrupt practices or misconduct cases that may be assigned by management, diligently document all relevant evidence and report consistent with SCI standards.
    • Support in conducting spot tests on donor requirement compliance in finance, Human resources, administrative, award, procurement, logistics, operations and programme (activities, documentation and reporting) in line with internal control and compliance risk base annual work plan.
    • Perform administrative and operational duties as assigned by the IA&C Specialist
    • Work closely with programme development unit to further improve risk awareness and responsive culture in designing and developing potential high risk awards and improving compliance culture on the existing awards.
    • Support the IA&C Specialist in the preparation of audit reports to be submitted to the Head Internal Control and Compliance unit.
    • Support the IA&C Specialist to plan, conduct audits and follow up with action owners on all internal and external audit action plans and provide periodic updates on actions taken.
    • Assist in performing internal control compliance reviews on the field office activities including cash and advance management, Supply-chain- procurement & logistics, Asset management, Programme management- documentation and reporting, Data Quality Assurance ( MEAL-Monitoring, Evaluation, Accountability & Learning) of source documents, stock ( incl. food commodities), beneficiaries and food vendors management, partnership management- on sample basis etc. (in line with the annual ICC work plan) . Coordinate with the relevant reviewed departments to come up with actionable recommendations to improve any identified weaknesses.
    • Work with the IA&C Specialist to flag significant internal control weaknesses to the country management, with actionable recommendations to reinforce those weak controls and support the monitoring of compliance with approved reinforcing controls.
    • Assist to track and age all the findings consistent with agreed implementation timelines and follow-up to confirm implemented actions.
    • Maintain cordial working relationships with all SCI stakeholders- staff, vendors, auditors, implementing partners etc. through effective communication and exercising professional conduct and objectivity in all dealings
    • Deliver training as may be assigned to reinforce internal controls, risk mitigation, Fraud, Bribery, Corruption Anti-terrorism financing, Aid diversion policies’ awareness and prevention.
    • Carry out any other responsibility delegated within the role of internal control and compliance duties (both from the Field and CO level).

    Qualifications, Experience and Skills
    Essential:

    • A Graduate of Accounting, Finance or a related Business field is required with professional qualification-ACA, ACCA or CPA).
    • 3 years+ related work experience with a not-for-profit organization.
    • Good background in compliance, accounting and internal controls; experience in auditing (internal or external experience).
    • Experience in relevant operational areas (e.g. in programme/project management in an INGO context) and experience of risk-based auditing.
    • Be highly accurate, detail-orientated, and able to complete multiple projects, with conflicting priorities, on a timely basis
    • Good report writing skills in English
    • Proven interpersonal and communication skills including influencing, negotiation and relationship building
    • Able to speak and interpret either Hausa or Kanure local language.
    • Strong cultural awareness and be able to work well in an international environment with people from diverse backgrounds and cultures
