    About CRS

CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

    CRS has operated in Guinea since 2000 supporting relief and development operations with programs focused on health, governance, education and institutional capacity building with OCPH-Caritas Guinea (Organisation pour la promotion humaine-Caritas Guinea) and other local organizations. CRS has also developed strong relationships with government line ministries, partners and communities we serve in the country. Since 2013, CRS has served as Principal Recipient for the Global Fund to Fight AIDS, TB and Malaria (Global Fund) grant for malaria and health system strengthening in Guinea. In the Global Fund New Financing Mechanism 2021-2023 (NFM3), CRS will continue to support the Ministry of Health  malaria control strategic plan with the goal of leading the country towards pre-eliminaton by 2023 by reducing malaria-related morbidity and mortality by 50% compared to 2016 rates.

    As Program Manager II – Global Fund Deputy Project Director (DPD), you will support the Project Director in the management of programming activities, coordination with the Ministry of Health, National Malaria Control Program (NMCP), and leadership and supervision of sub-recipient partners and field teams project activities. The Deputy Project Director plays a key role by managing the project units dedicated to seasonal malaria campaign management, risk communication, malaria treatment, prevention, and ICT4D innovation, while ensuring strong coordination and cohesive delivery of services in partnership with NMCP, sub-recipients and other partners in accordance with CRS and Global Fund procedures and regulations, ultimately contributing to the operational excellence of the project.

    Key Roles and Responsibilities

    1. Strategic Planning and Coordination

    • Assists the Project Director in coordination of the planning process and support project team to monitor quality and implementation of program activities per the work plans, approved deadlines, and within the budget limitations
    • Participates in the Zero Cash Policy (ZCP) management and assists the Project Director in the implementation of the alleviation plan with NMCP as needed
    • In collaboration with CRS Partnership Program Manager and Senior Finance Officer monitor the capacity building activities of the project sub-recipients and partners
    • In close collaboration with the Project Director, manage partner project budgets, track financial and material resources according to the policies and guidelines of the Global Fund and CRS, and provide support to ensure timely financial and narrative reports to CRS
    • Assist the Project Director in the launch of the NFM3 Malaria, HSS and support start-up activities and ensure smooth close out of NFM2 grant activities
    • Assist the PD  in the HIV sub-grant management when needed
    • Lead grant period budget reviews
    • Assist the Project Director in implementing partners agreements and amendments
    • In the absence of the Project Director represents the project and CRS at the national and international levels

    2. Programming and Activity Implementation

    • Coordinates the program activities’ planning process with the project team and with partners and ensures that program activities are implemented according to the work plans
    • Oversees the seasonal malaria campaign, risk communication (IEC/BCC), treatment, prevention, and ICD4T units of the project and ensures strong coordination with supply chain, MEAL, community health and grants units
    • Reviews Sub-Recipient reports, provides feedback on implementation progress and performance, identifies solutions to address challenges and weaknesses
    • Organizes regular exchange visits to the project sites
    • Participates in internal and external audits of the project as needed
    • Provides appropriate technical analysis on assuring the optimal processing of information and achieving the results and objectives
    • Ensures project information is up to date in CRS Gateway
    • Facilitates programming meetings of the technical teams engaged in the project activities;
    • Leads periodic coordination meetings between CRS, sub-recipients, and other partners

    3. Other operational activities

    • Participates in annual work planning and the overall budget review of the project
    • Conduct weekly meeting with operations units to ensure monitoring of procurement and administrative activities
    • Carries out at the request of supervisor and the CP other professional duties which may be assigned
    • Coordinates with the programs to ensure that best practices are communicated and implemented by all relevant stakeholders

    Basic Qualifications

    • Master's Degree in Public Health, International Development, International Relations or related field is required. Additional experience may substitute for some education.
    • Minimum of 5 years experience in relevant senior management required, with preferably at least 2-3 years working in the area of health programs in African countries.
    • Experience in managing complex projects in Malaria prevention and treatment preferably with a project funded by the Global Fund to fight AIDS, TB, and Malaria

    Required Languages – French and English fluency

    Travel – Must be willing and able to travel up to 40%.

    Knowledge, Skills and Abilities

    • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
    • Strong relations management abilities. Ability to relate to people at all levels internally and externally and professional competency to represent CRS to host government and other organizations
    • Good presentation and facilitation skills
    • Proactive, resourceful, solutions-oriented and results-oriented. Proven leadership abilities to build and motivate diverse and talented teams

     

    Preferred Qualifications

    • Advanced degree and experience in international public health.
    • Strong experience in project grants management, including project design, preferably for grants from multiple public donors including the Global Fund to fight AIDS, TB and Malaria.
    • Demonstrated ability to write high quality technical proposals
    • Experience coordinating with partner organizations to implement complex health projects
    • MEAL skills and experience required
    • Staff management experience and abilities that are conducive to a learning environment
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

    Supervisory Responsibilities: Seasonal Malaria Campaign Manager, IEC/CCC Manager, Treatment Technical Advisor, Prevention Technical Advisor, ICT4D Specialist

    Key Working Relationships:

    Internal: CRS GF Malaria Project Director; the GF Project Team; Head of Programs; Head of Operations; Country Representative; Regional Technical Advisors; other CRS Staff

    External: The National Malaria Control Program/MoH; BSD/MoH; PMI/USAID, RTI/Stop Palu; MSH/SIAPS; MSH/LMG; Chemonics Project, Roll Back Malaria partnership; Pharmacie Centrale de Guinee (PCG), DNPM (national drugs authority) Regional Health Directorate (DRS) and District Health Bureaus (DPS)

    Qualifications

    Basic Qualifications

    • Master's Degree in International Development, International Relations or in the field of required. Additional experience may substitute for some education.
    • Minimum of 5 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of ,
    • Experience in managing moderately complex projects preferably with an international NGO.
