    Consultancy Services

    Objective of the Consultancy

    The overall objective of the consultancy is to develop a strategic and Emergency Preparedness plan as well as review and update its internal control and policies for YIPDI to ensure YIPDI have a clear strategic direction with regards to its mandate and sustainability of the organization

    Specific Objectives

    To develop a three Years Strategic and Emergency Preparedness and response Plan framework for YIPDI that takes into account the current internal and external operating environment in order to enhance YIPDI’s effectiveness and sustainability. Review and update Policies and YIPDI’s internal control Systems as well as develop advocacy plan and fundraising strategy At the end of this consultancy, we expect that YIPDI will adopt a strategic framework, Reviewed Policies and Emergency Preparedness and Response Plan develop as well as building on the achievements brought forward as part of the implementation of 2021- 2024 SP and cognizant of its ever-changing operating environment.

    At the end of this consultancy, we expect that YIPDI will adopt a strategic framework, Reviewed Policies and Emergency Preparedness and Response Plan develop as well as building on the achievements brought forward as part of the implementation of 2021- 2024 SP and cognizant of its ever-changing operating environment.

    Duration of Engagement

    It is proposed that the assignment will take a total of 30 days which include conduction of a workshop.

    The final copy of the strategic plan is expected to be delivered by 3rd September 2021.

    Qualifying Criteria for Consultant(s)

    The Consultant should possess the following qualifications and experience:

    • At least five years professional experience in strategic planning and management of Administration, Organizational Development and/ or management or in a related field
    • Demonstrated Professional experience in working with Humanitarian partners, Donors, Government Agencies and other stakeholders in public sector development programs especially in the area of capacity development Skills and Competencies:
    • Ability to work with minimal supervision; High level written and experience in communications skills in English;
    • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity; Highly motivated and committed to YIPDI values of Professionalism, accountability, courage in action and integrity Highly developed skills in adult learning approach

    Reporting Arrangements

    The Consultant shall work under the direct supervision of YIPDI Head of Programme while maintaining a close working relationship with the Director for all reporting purposes.

    Terms & Conditions

    • The Consultant shall provide the above services to the highest professional and quality standards as deemed by YIPDI.
    • The Consultant must ensure that the personnel engaged possess the necessary experience and qualifications for the execution of the tasks assigned.
    • The Consultant shall be solely responsible for the personnel who execute the tasks assigned to him/her and shall have clear personnel management guidelines that are in tandem with the provisions of Labour Laws of Nigeria
    • The Consultant must operate within the budget allocated and agreed upon and set timelines

    • YIPDI will award the assignment based on technical and financial feasibility. YIPDI reserves the right to prepare a waiver to a specific consultancy without giving further reasons.

    Confidentiality of information

    All documents and data collected in the process of the consultancy will be treated as confidential and used solely to facilitate the consultancy assignment. All information to which the consultant shall receive access to shall at all times be treated as the property of YIPDI and shall not be disclosed saved for where express permission has been granted as such.

    Specific Activities/Outputs

    To achieve this, the consultant will review and guide YIPDI in clearly defining through the following activities:

    • Review and update Vision, Mission, strategic areas and objectives; including priority focus areas for the strategic period base on YIPDI’s mandate etc
    • Develop clear and defined three years strategic Plan for the organization to include a consultative process and application of an appropriate tool of analysis, identify focus areas and develop a strategy for achieving the strategic objectives and key results which will guide YIPDI’s area of Operations
    • Conduct a desk review as well as SWOT, PEST and other relevant analysis including Risk analysis of YIPDI operations to date; and management approaches.
    • Develop a Sustainability plan; including proposals for effective financial and Human resource strategies, Policies Review and updated as well as Emergency Preparedness and Response Strategy
    • Review the institutional capacity, organizational set-up with Functional organizational & leadership structure, financial and administrative systems against the YIPDI mandate and the identified strategic objectives and key result areas; and make recommendations, if any;
    • Develop a Monitoring and reporting framework to enable effective tracking of the strategic plan
    • Hold stakeholder meeting(s) to validate the draft Strategic Plan, Finalize Strategic plan and submit to YIPDI
