    Cholera Working Group Lead

    Location: Maiduguri, Borno
    Contract Start Date: Projected contract start date is ASAP.

    Main Responsibilities
    Epidemic Response and Coordination:

    He/She is Responsible for:

    • Support WaSH Sector in leading Epidemic Response coordination meeting (Technical Working Group) monthly out of the epidemic period and then as requested by the WaSH actors and BAY Health representative during epidemics;
    • Establishment and maintenance of appropriate humanitarian coordination mechanisms: organisation of coordination meetings at Maiduguri level – covering updates on Borno, Adawama and Yobe (BAY) States and any other state as per SI need/decision;
    • Ensuring the application of appropriate standards: development and/or sharing of standard operating procedures to improve the quality and harmonisation of the interventions of the partners;
    • In cooperation with WaSH and Health partners, identify transmission mechanisms and promote consistent WaSH prevention programs: identify sources, transmission routes and trends together with WaSH conditions and propose a data-based geo-referred long-term response to WaSH partners;
    • In cooperation with LGA WaSH partners implement water quality testing, follow up and reporting to WaSH Sector and BAY states Health Partners
    • In cooperation with WasH and Health partners, put in place an early warning system: identify, upgrade, formalise and make functional and efficient already existing institutional and communitarian warning mechanisms;
    • Coordinating epidemic response and partners to fill gaps in response: consolidation, analysis and regular update of partner’s data to provide a quantitative gap analysis including obstacles and duplications and thus improve response planning;
    • Ensuring adapted information management monitoring in collaboration with the WASH Sector to ensure proper reporting and information sharing as required;
    • Actively contributing to Inter-Sector coordination: consultation and sharing of information with other coordinating bodies (health Sector, the Emergency Operation Centre (EOC), clusters, ISWG, OCHA) and with relevant government departments, with a particular focus on strengthening inter-cluster and decentralised coordination and prioritisation based on analysis of interventions;
    • Ensuring adapted reporting: weekly or daily (during outbreaks) presentation to the EOC and Health Sector of WASH response data as well as provision of the bi-monthly bulletin to UNICEF and to WASH Sector partners about the epidemic situation, response and gaps in BAY States;
    • Undertaking training and capacity building: capacity building of partners on epidemic response through trainings to national and international NGOs, particularly at LGA level, and state partners;
    • Ensuring advocacy on behalf of all WASH Sector partners: Implementation of advocacy activities to promote and defend partners’ interests.

    Technical Referent Role:

    • Undertaking the planning and strategy development: under supervision of SI Wash Coordinator and in consultation with other stakeholders, development and/or sharing of emergency preparedness and contingency plan for integrated cholera response;
    • Support SI Emergency Team in planning and implementing SI’s Cholera Response in BAY (Borno, Adamawa, Yobe) states and providing technical guidance to emergency teams
    • Ensuring needs assessment and analysis: support the organisation of cholera assessments (joint if relevant);

    Profile

    • Public Health background with minimum 3 years of experience of project implementation in WASH humanitarian response;
    • Minimum 1 year of experience in cholera response required;
    • Previous experience in participating in/leading different coordination bodies/mechanisms required;
    • Previous experience as WASH Sector co-lead is a plus;
    • Excellent analytical skills, writing and speaking
    • Demonstrable knowledge of Wash technical activities
    • Excellent knowledge of MS office applications and database management
    • Excellent communication and interpersonal skills;
    • Capacity to work with diverse stakeholders to develop consensus;
    • Ability to develop a cluster strategy and to clarify complex strategies for operational implementation;
    • Capacity to handle insecure environments;
    • Strong level of autonomy ;
    • Fluency in English, both written and verbal
