    Associate Reporting Officer

    Description of Task

    • Within the delegated authority and under the supervision of the Snr Protection Cluster Coordination Officer or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks:

    In Particular, S/he will:

    • Provide support to the protection sector in advocating for the rights of the displaced populations in North East Nigeria by advocating for the fundamental human rights of persons of concern to UNHCR;
    • In performing protection work, inculcate a right based approach in the provision of services, advocate for the respect international human rights law; international humanitarian law and refugee law.
    • Draft, formulate policies, guidelines, advocacy notes, position papers and provide guidance aimed at improving the delivery of protection services, by the protection sector in keeping with Global Protection Cluster standards.
    • Foster and create strategic partnerships with the government, INGO, civil society groups, human rights institutions; to advance the rights of the most vulnerable groups amongst the IDP, host communities community-based, local, national, and international organizations.
    • Promote and ensure protection mainstreaming by integrating Age, Gender and Diversity (AGD) approach across all sectors as health, WASH, nutrition and food security.
    • Coordinate (under the supervision of the sector coordinator) multi sector needs assessments to the field and liaise closely with the local coordination groups established at various Local Government Areas.
    • Provide support to the coordination mechanisms in place including attending the monthly meetings convened by the subsectors and AoR, CP, HLP and GBV and work closely with all the subsector leads;
    • Establish a database on Protection of Civilians to record civilian casualties analyze trends of the effects of the protracted conflict on civilians. This database will inter-alia provide evidence-based protection monitoring to improve quality of reports produced by PSWG;
    • Support the PSWG implement the HCT Centrality of Protection Strategy; plan regular monitoring of the performance indicators; lobby members to provide updates on progress on a monthly basis; Liaise and network closely with Areas Of Responsibility on Child Protection, CP, Housing Land and Property, HLP; Gender Based Violence, GBV and Humanitarian Mine Action, HMA as well as other stakeholders to improve referral mechanisms and pathways to enhance coordinated responses and improved service delivery;
    • Collect, collate, analyze information and manage data, work closely with information management team to streamline information and make it user friendly for all protection actors;
    • Prepare regular situation reports, flash information, ad hoc reports, Protection Analysis Framework (PAF) thematic and analytical reports including the Secretary-General’s Annual Report;
    • Provide briefing notes, draft talking points for senior management and give presentation to donors and visiting missions to the North East on the operational context;
    • Collaborate with all sections in UNHCR to understand the operational context; the UNV will also receive guidance from the Senior Protection Officer and National Sector Coordinator and the NPSWG Secretariat in Abuja and international colleagues in Maiduguri

    Qualifications / Requirements
    Required Degree Level:

    • Bachelor Degree or equivalent

    Required Experience:

    Associate Settlement Planning Officer

    Description of Task

    • Within the delegated authority and under the supervision of Senior Shelter Cluster Coordinator or his/her designated mandated representative(s), the UN Volunteer Associate Settlement Planning officer will undertake the following tasks:

    In Particular, S/he will:

    • Coordinate and lead the shelter cluster technical working group on sites and settlement planning, refining the scope of the WG, defining and implementing a workplan and plan of action.
    • Establish systems to identify track and monitor emergency settlement planning needs and activities across NE Nigeria. This will focus on displacement sites, both existing and requiring decongestion strategy.
    • Work with other clusters to ensure that relevant standards are developed adapted and effectively communicates.
    • Develop sound technical guidance on site planning including emergency minimum standards with a view of long-term implications and future urban development.
    • Actively work to ensure that physical site planning takes account protection concerns, including where relevant, deconfliction and security, access to services for those living with disabilities and reduced risk of GBV issues relating to poor site planning.
    • Ensure that each site has planning to reduce key risks including wind, flooding and fire.
    • Build partner technical capacity, systems and tools in site planning through coaching, training and workshops
    • Perform other duties as may be required.

    Associate ICT Officer

    Description of Task

    • Under the direct supervision of Admin Officer and the overall supervision of the Division of Information Systems and Telecoms (DIST) Chief ICT Field Operations, the UN Volunteer will undertake the following tasks:

    In Particular, S/he will:

    • Oversee daily Business-As-Usual operational decisions, including incident, problem, change, service request, and asset management.
    • Prepare an IT Operations Plan and forecast annual IT budget needs, including lifecycle management, application licensing, maintenance, recurring, and capital expenditures providing input to the Annual Programme Review
    • Ensure compliance with Service Management and IT security policies and standards, technical architecture, and service level agreements reporting non-compliance as appropriate
    • Assist and advise offices in the recruiting and providing training to ICT staff and End Users.
    • Leverage the broader IT community (UNHCR, UN agencies, partners, and external providers) to deliver the most efficient and cost-effective solutions to the business. May represent UNHCR IT in inter-agency and other external meetings
    • Serve as primary escalation point for end-user and operational issues (Incidents & Service Requests) not resolved within established SLA's; coordinate with MSPs to expedite resolution including prioritization and escalation of SLA performance breaches to supervisor or responsible service tower owner
    • Monitor, analyze, and report on system and infrastructure performance and capacity in a timely manner and ensure that service owner take appropriate action.
    • Recommend, and implement approved, service delivery process improvements. Define support processes in accordance with ITIL best-practices.
    • Actively participate in ICT related meetings to ensure that all decisions taken meet UNHCR’s operational and security requirements.
    • Ensure solutions are of high-quality from a technical perspective and that end-user support is responsive and effective
    • Maintain accurate inventory of all IT equipment for all sites and ensure relevant Asset Management policies and guidelines are followed and the ITSM databases are up to date.
    • Provide coaching and training to ICT staff, end-users and raft procedures and instructions to promote a better understanding of the use of the ICT equipment.
    • Ensure compliance with Service Management and IT security policies and standards, technical architecture, and service level agreements reporting non-compliance as appropriate.
    • Work closely with UNHCR SDMs and MSPs to carry out problem management and root cause analysis and prevent recurrence of critical problems by executing approved changes.
    • Liaise and negotiate, when necessary, with relevant regulatory bodies to ensure all required permissions to operate UNHCR networks are granted
    • Act as a Service Delivery Manager (SDM) and oversees the delivery of technology services to customers. The manager follows established ICT principles, operational guidelines, and service level agreements to ensure consistently high-level service performance.
    • Provide accurate and timely information on operational status and reports to management.
    • Perform other related duties assigned.

    Qualifications / Requirements

    Procurement Associate

    Description of Task

    • As the project enters into the midterm in which huge procurements are necessary, the NCE unit would like to recruit a procurement officer to assist with the huge procurement that is being anticipated. The Procurement Officer is responsible for the procurement management of the GEF-UNDP Sound Management & Disposal of PCBs in Nigeria project being implemented by the Federal Ministry of Environment, Department of Pollution Control and Environmental Health S/he will provide support to PCB PMU in managing the procurement requirements of works, professional services, and equipments in accordance with the UNDP requirements. The Procurement Officer will work under the direct supervision of, and be accountable to the Team Leader, Nature, Climate Change and Energy Unit.

    Responsibilities
    In Particular, S/he will:

    • Prepare a detailed procurement plan in line with the directives of proposed and approved AWPBs, in consultation with the GEF-UNDP PCB Project Coordinator and the Nature, Climate Change & Energy Team.
    • Draft bidding documents; prepare bill of quantities and scope of work of the planned work constructions, professional services, and equipment procurements, in accordance with the UNDP requirements.
    • Assist with the preparation of request for proposals (RFP), request for quotations (RFQ), Standard Bidding Documents, minutes of bid/proposal conferences, and negotiation meetings; issuing of bidding documents, issuing of request for clarification.
    • Prepare and publish bidding announcements following the Service Center clearance.
    • Receive, open, screen, log and date stamps bid responses/quotations, mail as required and organize bids for review by the respective project expert.
    • Take part into the tender evaluation committee works, including drafting the tender selection/ evaluation forms, announcing tender results, and preparing the procurement provisions that will be included in the contracts.
    • Review periodically the implementation of the works that shall be in compliance with the procurement provisions, in close collaboration with PCB Coordinator and the Programme Manager at the country office.
    • Organize and maintain computerized records containing vendor and bid information.
    • Process requisitions into purchase orders using the UNDP Atlas platform
    • Correspond with vendors regarding prices, product availability, and delivery.
    • Respond to inquiries from PMU staff regarding requisitions, purchase orders, contracts and pricing information.
    • Take part into the provisional and final acceptance works including the preparation of the respective committees and the acceptance of the works/professional services/equipment delivered.
    • Monitor, in consultation with the Procurement Analyst at the Service Center to ensure conformity UNDP procurement rules.
    • Assist with the preparation of advertisements and procurement notices and arrange to have these published both locally and internationally.
    • Organize and coordinate bid opening and bid evaluation processes through the preparation of bid opening documents and minutes, and the preparation of evaluation reports and proposals to the CAP committee
