ENABLE employs a market systems approach, seeking to facilitate systemic change in the market for business environment reform (BER), by addressing the underlying causes (rather than just the symptoms) of weakness in the market system.
ENABLE rigorously applies the M4P approach. The program is innovative in that it is the first large-scale development programme to systemically apply M4P and systems thinking to BER. ENABLE aims to create sustainable, systemic change in the business environment. This requires tackling underlying systemic failures in the BER system. Rather than trying to directly fix business environment constraints, or directly performing a function in the system (such as hosting and funding a PPD platform), ENABLE works to leave behind a stronger BER system that will, of itself, generate BER.
