1. Background
Action Against Hunger Nigeria started its operations in 2010 in Yobe and Jigawa states, since then it has expanded its operations to 7 states including Borno, Yobe, Jigawa, Bauchi, Kano, Sokoto and FCT. AAH Nigeria has been at the forefront to respond to complex crisis and supporting the government of Nigeria in developing and rolling out strategies/policies to eradicate hunger, malnutrition and its underlying causes. AAH Nigeria has been instrumental in helping the government to design nutrition sensitive policies and have successfully modelled interventions that are context specific and easily adoptable at communal level.
Action Against Hunger is willing to further expand its current operations by supporting agropastoral communities in the North West of Nigeria through the promotion of climate sensitive initiatives that improve local livelihoods. To achieve this, AAH needs a deeper understanding of i) the different agropastoral production systems, their historical trend, their challenges and opportunities; ii) the traditional roles assigned by local communities to different gender groups (women, youths, ethnic minority) as well as their specific vulnerabilities and challenges over the access and control of natural resources; iii) the existing rules and regulations regarding access and control of natural resources, especially arable lands, grasslands, forest and water, and the level of pressure over them.
2. Geographical scope covered by the analysis
The geographical scope of the evaluation will cover Nigeria’s North West States (Kano, Jigawa & Sokoto), and in the North East, Yobe state (This is subject to change depending on security
concerns).
3. PURPOSE AND OBJECTIVES OF THE STUDY
3.1. Objectives of the consultancy
The overarching purpose of the consultancy is to highlight the gaps and possible intervention entry points to increase the population’s resilience to climate change in NE Nigeria (Yobe State) & NW
Nigeria (Kano, Sokoto & Jigawa states).

The consultancy will be carried out by an international/national evaluation consultant(s) with the following profile:

Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with concept note while responding to this
expression of interest (EoI).
NOTE: The sending of full ToR will commence from 15th July 2022 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before Wednesday July 27, 2022.
