    National Consultant - Policy Analyst, Police Sector Reform

    Background

    • In 2020, Nigeria experienced nationwide protests by citizens – mostly youth calling for the abolishment of the Special Anti-Robbery Squad (SARS). These demonstrations that started on the 8th of October 2020 were triggered by an online video that surfaced on the October 3, 2020, showing an allegedly SARS officer abusing a young man in Delta State. The protests triggered a series of policy announcements including dissolution of the SARS and a resolution on 15 October recommending implementation of a White Paper authored by the Human Rights Commission (NHRC) in 2019.
    • The protests have also galvanised the process of Police Reform. The President has committed to a process of Reform. Already a forum has been convened by the Police and Human Rights Commission which will focus which will focus on key thematic areas of reform including: (1) training, capacity building and re-orientation (2) logistics, infrastructure, communications (3) arrest, detention and  investigations (4) oversight and accountability (5) financing and partnerships.
    • UNDP was approached by the Office of Chief of Staff to support the overall process of reform.
    • This has now resulted in a Presidential Plan on Police Reform which was approved by HE The President in December 2021. UNDP is collaborating with the Office of the Chief of Staff and the Nigeria Police Force for the implementation of the Supporting Police Reform Processes in Nigeria Project with a goal of supporting the long-term efforts of the Nigerian authorities to build a more effective, efficient and professional police service.
    • Specifically, the project pursues two outcomes: 1) The NPF and the Office of the President have the governance and leadership capacities for enabling sustained reforms, implementing the Police Act 2020, and defining a national approach to community policing; 2) Police training is modernised to enable trainees to better respond to security challenges and the safety needs of communities, including the needs of SGBV survivors.
    • The project has nine desired results (outputs) that will enable the achievement of the two main project objectives (outcomes).
    • These outcomes will in turn contribute to the desired long-term overall objective (impact) of the Nigerian government to build a more effective, efficient and professional police service that is based upon and upholds the principles of accountability and transparency, respect and protection of human rights and fundamental freedoms of all people, including victims and the accused, and is a trusted partner that is responsive to community needs.
    • The Policy Analyst, Police Sector Reform shall conduct research, surveys and analyses; compiles and organizes information and data; and uses new and existing information and data sources to prepare, enter, arrange and display information on police reform in a meaningful and useful format for use in the Office of the Chief of Staff and PORTO on Police Reform in Nigeria.
    • The Policy Analyst will track the status of implementation, timelines, deliverables, preparing for meetings, conference calls, and webinars; and supporting and coordinating internal and external partners.
    • The Policy Analyst, Police Sector Reform will prepare policy papers and other written communications on Police Reform in Nigeria. The Analyst provides general administrative support for the Director of Policy Research and the other members of the policy staff as necessary.

    Duties and Responsibilities
    The Policy Analyst, Police Sector Reform will provide high quality research and analytical support to the Office of the Chief of Staff and PORTO on Police Reform in Nigeria. Within this framework, the Policy Analyst, Police Sector Reform:

    • Conduct background policy research and analysis to support the Police Reform Project as well as proposals for new bodies of work; synthesizes research findings to identify and recommend best practices.
    • Extracts, collects and aggregates data on policing policy and police reform for diverse information sources and survey responses; ensures data quality; cleans and checks exiting data for consistency and accuracy.
    • Assists in coordinating, administering, analysing, and reporting on policing policy and police reform in Nigeria.
    • Assists with one-pagers and topic briefs to support the work of PORTO and Office of the Chief of Staff on policing policy and police reform.
    • Assists in efforts to improve information tracking and documentation in enhancing collaborations and communications PORTO and Office of the Chief of Staff on policing policy and police reform.
    • Provides administrative support to PORTO and Office of the Chief of Staff as and when required in furtherance of the Police Reform Project.
    • Track deliverables of various interventions, and internal/external partners across the stakeholders of the project.
    • Proactively communicating progress and potential challenges to supervisors and teams members and support effort towards addressing them.
    • Support the planning and organisation of meetings, conference calls, by coordinating logistics, developing agenda, developing content, taking notes, and following up on resulting action items.
    • Support and prepare senior staff for regular internal and external meetings and completion of deliverables; draft talking points and presentations for external audiences.

    Required Skills and Experience
    Education:

    • Master’s Degree or equivalent in Communications, Public Relations, Journalism, International Relations, Political/Social Sciences, or related field.
    • Bachelor’s Degree with additional two years of extensive progressively responsible relevant experience might be accepted in lieu of Master’s Degree.

    Experience:

    • 2 years (with Master’s Degree) of progressively responsible professional experience in the media, public relations, communications, or other related field; 4 years (with Bachelor’s Degree) of progressively responsible professional experience in the media, public relations, communications, or other related field.
    • Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
    • Knowledge of and experience with social media applications and content management systems (CMS) will be considered as an advantage.
    • Solid experience in report writing, editing, drafting, photography and video materials production will be considered as a strong asset.
    • Working experience with UNDP, other UN agency, international organizations/projects in communication field will be considered as a strong asset.

    Language Requirements:

    • Fluency in written English is required.
