    A.​Head of Human Resources and Administration

    The Head, Human Resource and Administration (HRA) is responsible for recommendation of HR Strategies, as well as the execution of approved and adopted policies of the Agency. The Successful candidate will ensure the implementation of approved sound and best-fit HR practices, lead efficient delivery of HR services, and drive employee engagement with impact on organizational performance.

    The Head, HRA will also supervise key support functions including Administration, Logistics and Fleet Management, ensuring efficiency and service excellence. The Head of Human Resources and Administration will report to Executive Secretary of the Agency

    Responsibilities

    Strategic HR Management

    • Recommend and implement approved HR strategies, plans, budgets to support the attainment of corporate goals including the management of budgets and resources.
    • Drive the adoption of sound and best-fit HR practices; develop and implement supporting HR policies and procedures.
    • Facilitate culture definition, articulation and communication; deploy appropriate practices andpolicies to ensure the appropriate culture is imbibed and entrenched within the Agency.
    • Lead the design and implementation of the frameworks and programs for talent acquisition andmanagement, organizational development, employee engagement, compensation and benefits, learning and development, performance management etc. towards optimizing workforce performance and strengthening employee value proposition.
    • Provide professional advice and insights to management and staff on people managementpractices and decisions.
    • Track and monitor HR performance in line with defined goals and metrics; deploy appropriateinterventions where necessary.
    • Collaborate across functions for effective business partnering
    • Present quarterly management reports or as required by the Executive Secretary

    General Administration

    • Supervise general administration including logistics and fleet management; facilitate and ensure the provision of high quality services.
    • Control and manage the deployment and use of assets as approved by Management
    • Monitor and ensure timely maintenance of the Agency’s facility and assets, adherence to safetystandards and applicable compliance requirements.
    • Advice management on present and future requirements in line with strategic intent
    • Recommend and implement approved policies and procedures to support service delivery
    • Manage vendors and service providers; undertake negotiations and contract management and ensure delivery in line with agreement.

    Minimum Requirements

    • Minimum of ten years relevant experience with at least five years in managerial capacity.
    • Minimum of a Bachelor’s degree or equivalent.
    • MBA or relevant Master’s degree would be an added advantage.
    • Professional HR qualification from a recognized body such as the Chartered Institute of Personnel Management
    • Experience across HR disciplines including organizational development, talent management,recruitment, compensation and benefits, learning and development, employee relations, and development and implementation of HR policies.
    • Experience providing HR advisory support at management level and driving change
    • Strong interpersonal, communication and leadership skills
    • Strong proficiency in Microsoft Office Suite (Excel, MS Word, PowerPoint and MS project)

    B.​Human Resources Officer

    Reporting to the Head of Human Resources and Administrations; the Human Resources Officer will be responsible for implementing policies relating to the effective use of staff in the Agency. The Human Resources Officer will ensure that the Agency employs the right balance of staff in terms of skill and experience, and that training and development opportunities are available to colleagues to enhance their performance and achieve the Agency objectives.

    Responsibilities

    • Working closely with various departments, assisting line managers to understand and implement policies and procedure
    • Liaising with a range of people involved in policy areas such as staff performance and health andsafety
    • Support staff recruitment, which involves developing job descriptions and person specifications, preparing job adverts, checking application forms, shortlisting, interviewing and selecting candidates
    • Develop and implement policies on issues like working conditions, performance management,disciplinary procedures and absence management
    • Prepare staff handbooks
    • Administering payroll and maintaining employee records
    • Interpreting and advising on employment law
    • Dealing with grievances and implementing disciplinary procedures
    • Plan and deliver training - including inductions for new staff
    • Analyze training needs in conjunction with departmental managers

    Minimum Requirements

    • Minimum of five years relevant experience in human resources.
    • Minimum of a Bachelor’s degree or equivalent.
    • MBA or relevant Master’s degree would be an added advantage.
    • Attention to detail
    • Strong communication, interpersonal and organization skills with a problem-solving attitude
    • Strong proficiency in Microsoft Office Suite (Excel, MS Word, PowerPoint and MS project)

    C.​Admin Officer

    • Reporting to the Head Human Resources and Administrations, the Admin Officer will serve as the point of contact for all employees, providing administrative support and managing their queries. 
    • The successful candidate will be performing the following task:

    Responsibilities

    • Manage office supplies stock and place orders
    • Prepare regular reports on expenses and office budgets
    • Maintain and update company databases
    • Organize a filing system for important and confidential company documents
    • Answer queries by employees and clients
    • Update office policies as needed
    • Maintain a company calendar and schedule appointments
    • Book meeting rooms as required
    • Distribute and store correspondence (e.g. letters, emails and packages)
    • Prepare reports and presentations with statistical data, as assigned
    • Arrange travel and accommodations
    • Schedule in-house and external events

    Minimum Requirements

    • Minimum of five years’ relevant experience in administrative position.
    • Minimum of a Bachelor’s degree or equivalent
    • MBA or relevant Master’s degree would be an added advantage.
    • Attention to detail
    • Strong communication, interpersonal and organization skills with a problem-solving attitude
