FRAMEWORK AGREEMENT FOR VEHICLE RENTAL

Terre des Hommes (Tdh) is a leading Swiss organization for children’s aid. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection, and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Tdh Nigeria implements projects in Health, Wash, Child Protection and Education sectors in Borno State to alleviate the suffering of the people displaced by conflict.

General objective of the Notice:

To sign Framework agreement for Vehicles rental services to support Tdh`s activities in the North Eastern Nigeria. Tdh, under sealed envelopes process, is inviting bidders registered with the Corporate Affair Commission (CAC) and having experience in this business line to take part in the bidding process.

Requirments:

Interested bidders should note that only offers that meet the minimum criteria indicated below, and supported by relevant documents will be considered during the evaluation step. Please note that only suppliers whose main activity is directly related to vehicles rental will be included in this process.

• Proof of providing transportation services to INGOs in the last two years.
• Compliance with Tdh terms and conditions
• Tax certificate (current)
• Bid must be submitted in a sealed envelope to Tdh office at No. 38 Harrang Road, Old GRA Maiduguri Borno State.
• Bid submitted must comply with the requirements of the bidding documents.
• Price competitiveness
• Identity of the tenderer should not appear on the external envelop.
• Vehicle must be provided with a comprehensive insurance.
• Bank statement (3 Months most recent bank statement and a letter of confirmation from the bank)

The causes of non-responsive offers:

Tenders from the following tenderers shall be treated as NON-RESPONSIVE and therefore subject to automatic disqualification:

• A tender from a tenderer whose ongoing project(s) is/are behind schedule and without any approved extension of time.
• A tender from a tenderer who has been served with a default notice on ongoing project(s) or terminated in a Government contract/ NGO contract or whose pervious engagements was carried out unsatisfactorily.
• A tender from a tenderer with ongoing projects exceeding four (4) in number, regardless of the total value of the outstanding works.
• A tender whose offer is received after the submission deadline.
• A tender that bears the identity of the tenderer.

Specific clauses and response process:

Tdh can attribute the overall service contract to a single or several contractors, depending on whichever is considered more efficient for Tdh.
