    Essential Job Duties / Scope of Work

    • International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
    • Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide.
    • By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

    Background

    • The successful candidate will be the International Medical Corps Business Official for an anticipated project under the U.S. Centers for Disease Control and Prevention’s (CDC) Global Healthcare Detection and Response Program in Nigeria. The position is contingent upon successful bidding and donor agreement.

    Job Summary

    • The Business Official will oversee all aspects of grants and financial management for project activities and coordination across a network of partner hospitals, as well as participation in CDC’s global network or networks.
    • This project intends to enhance detection and response to infectious disease threats globally by developing networks to implement prevention and containment strategies at local, national, and regional levels. Interventions to prevent, detect, and respond to infectious disease threats in healthcare, including antimicrobial resistance (AMR), healthcare-associated infections (HAIs), and COVID-19, will be developed and implemented within networks.

    Main Task and Responsibilities

    • Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.
    • Using extensive knowledge of CDC regulations, administer grant requirements and act as the designated International Medical Corps representative in matters related to grant award management and administration.
    • Establish standards and procedures to ensure the program’s effectiveness and efficiency, maintaining compliance to International Medical Corps and donor policies and procedures.
    • Develop, review and provide guidance on sub-grants and sub-contracts, to ensure compliance with CDC and International Medical Corps regulations and policies.
    • Conduct training and capacity building for International Medical Corps sub-grantees/contractors as required.
    • Monitor grant budgets to ensure compliance with donor requirements. Review and provide guidance on significant procurement actions undertaken with donor funds.
    • Develop monthly pipelines, ensure cash flow, and monitor burn rates (under and overspending of grants).
    • Review sub-grantee/contractors’ financial reports for compliance with project performance and budget.
    • Prepare quarterly and interim grant financial reports per CDC requirements.
    • Build capacity and provide on-job training to finance staff on grant accounting and management.
    • Network with stakeholders (staff, CDC, and HQ) and ensure accurate financial information is disseminated timely and response and feed backs are followed, and action taken.
    • Ensure the appropriate use of funds awarded and the performance of the grant-supported activities as specified in the approved application. Conduct due diligence to ensure that that CDC funds are not diverted from their development purpose outlined in the grant and are not vulnerable to corruption.
    • Maintain grant files with all key related information/documentation for awarded instruments, including but not limited to, grant documents, extensions, modifications, contracts, sub-awards, MoUs, key correspondences, and other relevant documents.
    • Coordinate with mission Senior Management Team (SMT) to report out project deliverables and improve quality of implementation
    • Represent the program to external and internal parties including agency SMT members (Field and HQ) as well as Donors

    Qualifications

    • Typically, a Bachelor’s Degree in related field. Master’s Degree in Business, Accounting, Finance is desirable. Equivalent combination of relevant education and experience may be substituted as appropriate.

    Experience:

    • Typically, 7+ years of relevant and progressive experience with development grants and contracts management for large complex international development projects; preferably with multi-year health projects.
    • Strong background in accounting and budget analysis.
    • Strong working knowledge of CDC donor regulations and requirements
    • Proven team skills and ability to work in a fast-paced and time-sensitive environment
    • Extensive experience supporting projects implemented through partnerships with local stakeholders, including with different sub-contracting and sub-granting arrangements.
    • Fluency in written and spoken English required
