    Women Protection and Empowerment Manager

    Location: Mubi with oversight in 6 LGAs, Adamawa
    Program: Women Protection and Empowerment
    Duration: 12 months
    Reports to: WPE Senior Program Manager

    Background
    In 2015 the country office has developed five years long term strategy action plan. The plan has health, education, economic wellbeing and safety as core program areas.

    WPE program implement prevention and response activities to address gender-based violence.
    Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole.

    The IRC Women Protection and Empowerment Program is a multi-sectoral prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.
    The focus of this program is to provide good quality health and psychosocial response services to conflict-affected women and girls in a timely manner in North-Eastern Nigeria including Borno, Adamawa and Yobe States.

    Scope of  Work

    • With technical support from the WPE Senior Program Manager the WPE Manager will be responsible to lead and implement WPE Program goals and objectives in 6 LGAs in Adamawa State, ensuring participatory approach to providing quality services is adhered to.
    • The WPE Manager will provide technical oversight with an emphasis on staff coaching in GBV prevention and response and the effects of conflict on women and girls in general.
    • The WPE Manager will spend 50% of her/his time on field visitation in coverage areas, providing supervision and technical support to program Officers in project implementation as well as developing quality and best practices for effective service delivery. The remaining 60% will be spent in Field Office for technical support from line manager, reporting, strengthening coordination and follow up administrative and operation requirements.

    Responsibilities
    Program Development and implementation:

    • In coordination with M&E, participate in assessments to ensure appropriate interventions are designed and implemented
    • Implement the psychosocial strategy to meet the needs of survivors
    • Establish mechanisms focusing on community mobilization and sensitization to ensure survivors can access health care in a timely manner
    • Ensure that Women Protection and Empowerment programming is community driven and that community leaders fully understand and participate in the design of the project.
    • Work with Team to ensure sustained programming by organizing and strengthening community action groups capacities to lead on community support activities in the absence of IRC
    • Support in the development of proposals highlighting women and girls health, safety and empowerment across all programming areas.

    Staff and Community Capacity Building:

    • Provide ongoing leadership, training, and guidance to staff and local partners to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff.
    • Organize supervision meetings and ensure frequent field visit for technical support and coaching in managing challenges as well as monitoring for quality service delivery and best practice.
    • Ensure staff covering these locations are provided training to implement project activities that will meet best practice standards.
    • Oversee and conduct trainings for community and service providers.
    • Collaborate with the health, Protection, Child Protection and ERD Sectors organize training for s staff, as needed.
    • Collaborate with the other IRC Program Managers to maintain an on-going training program to ensure WPE programming is integrated into health, child protection, EH and NFI Distribution and vice versa.
    • Liaise with the WPE Coordinator and Field Coordinator as needed for difficult or complex cases.

    Inter-Agency Coordination:

    • Attend and participate in multi-sectoral interagency (health, protection and psychosocial) working group meeting in Mubi that to prevent and respond to Gender-Based Violence issues. Ensure that information from the coordination meetings is shared, as appropriate.
    • In coordination with interagency working group, identify capacity building needs for partners and share with WPE coordinator for support
    • Develop and maintain effective working relationships with all stakeholders – including community leaders (Camp chairman, camp chairlady,) and other sectors and other implementing partners to enhance multi-agency and multi sectoral cooperation and coordination.

    Reporting, Monitoring and Evaluation:

    • In coordination with the M&E unit, ensure that effective monitoring and evaluation systems are in place.
    • Provide weekly and monthly reports to the Women Protection and Empowerment Senior Program Manager.
    • Ensure that all internal (IRC) reporting requirements are met and that reports are of a high quality and submitted on time.

    Administrative Duties:

    • Oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing and selecting staff, developing staff performance objectives and conducting timely performance appraisals.
    • Ensure budget expenditure are in line program activities and are tracked accordingly to manage overspent and underspent as well as support BVA corrections.
    • Ensure the staff follows IRC global financial procedures and meeting donor requirements.
    • Other duties as required.

    Requirements

    • Must have an experience in working with an Non-Governmental organization
    • Must have a university degree/certification in Health, Social work or Social sciences, Atleast 2 year’s program management experience, with GBV practice.
    • Good interpersonal and team building skills.
    • Community education/training experience desirable.
    • Experience in rural and urban community development.
    • Thorough understanding of gender-based violence theory and programming
    • Ability to live and work under pressure in an unstable security environment.
    • Knowledge and experience of participatory planning methods
    • Excellent oral and written communication skills.
    • Experience in grant management and proposal writing is preferred.
    • Excellent computer skills: MS Word, Excel, Power point, use e-mail and internet.
    • Fluency in English and community language desirable.
    • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility.
