    National Professional Officer, HSS/HRH

    Description of Duties

    • Under the overall Guidance of the WHO Country Representative, and direct supervision of the Health Systems Adviser at the WHO Country Office in Abuja, the incumbent will carry out the following duties.
    • Collaborate with the state authorities in strengthening state-level HRH functions.

    Assigned duties:

    • Facilitate improved skills at state level to implement and manage evidence-based and gender-sensitive human resources for health policies and plans
    • Support strengthening of HRH Units with gender desk at SMoH and other relevant Agencies to contribute towards effective management of frontline health workers in Bauchi and Cross River States
    • Facilitate establishment of a computerised HRH Information System with a focus on reports for decision-making
    • Contribute towards strengthening of health workforce performance management system in LGAs of Bauchi and Cross River states.
    • Support increased capacity of Bauchi and Cross River States to effectively deploy, manage and retain health workers (F/M) (of adequate mix and distribution) in at least 10 LGAs in each state
    • Support increased capacity of 11 existing health workforce-training institutions (TIs) to produce sufficient, qualified gender mixed frontline health workers (F/M) in Bauchi and Cross River States
    • Facilitate and support increased stakeholder participation in MoH-led joint reviews of HRH programs; and capacity for policy dialogue, advocacy, coordination and mobilization of resources for human resources for health in Bauchi and Cross River States.
    • Collaborating with WCO facilitate advocacy, financial analyses and capacity building to ensure that the state is able to identify revenue sources or avenues to improve efficiency and utilize them appropriately aimed at consistent earmarked budget lines for HRH development beyond salaries/wages.
    • Facilitate incremental transfer of technical expertise to the state counterparts limiting role towards the final years of the project to mostly oversight, creation of evidence base usable for interventions capable to be replicated in other states whilst contributing to cost-effectiveness of the HRH programme.
    • Contribute towards WHO and Canada’s visibility
    • Contribute to WCO and state HSS key activities ensuring improvement of health workforce development and management within a holistic health system:
    • Participate in key federal level HSS planning and monitoring activities to ensure incorporation of HRH.
    • Participate WCO and specific HSS cluster planning and monitoring activities ensuring linkage of HRH structures to overall health sector structures.
    • Effective and timely delivery of WHO Country Office Key Performance Indictors (KPIs) including ePMDS, travel request, travel claims, activity reports, HRH Strategic Plan implementation monthly report (with special focus on federal and state-level health workforce information system).

    Skills:

    • Technical expertise in planning, monitoring and evaluating health systems especially health workforce management and development.
    • Demonstrated ability to work effectively with the Ministry of Health and with a wide variety of stakeholders at state level
    • Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing.
    • Demonstrated ability to provide sound methodological, technical advice and guidance to multiple stakeholders and partners in countries.
    • IT Proficiency.

    Education (Qualifications)
    Essential:

    • University degree in medicine, public health, social science or economics.

    Desirable:

    • Advanced university diploma or degree in human resource, public health or other related area is an added advantage.

    Experience
    Essential:

    • Minimum 5 years' experience in policy, planning, managing or developing health systems including HRH.
    • Demonstrable knowledge and understanding of the Nigerian health system including health workforce development and management context.

    Desirable:

    • Previous experience in WHO, UN or other international organizations.
